Docket No. 19020005 Z: South Range Line C1 Rezone.
The applicant seeks to rezone 3 parcels located at 1040, 1112 and 1118 S. Range Line Road from the
B3/Business District within the Range Line Road Overlay District to the C1/City Center District. Filed by
the Department of Community Services on behalf of the Carmel Plan Commission.
Enclosed is a copy of the proposed ordinance, including a location map. The property is currently zoned
B3/Business within the Range Line Road Overlay District. The purpose of this proposal is to facilitate the
ongoing redevelopment efforts of the City Center area extending southward to Carmel Drive.
As indicated on the included map, the rezone proposal includes the area immediately east of City Hall along
Range Line Road. The proposal consists of the 3 parcels south of the Zeta Tau Alpha building (formerly
Nightingale Home Healthcare) down to the parking area/driveway leading to City Hall.
The standards of the C1/City Center District are established in Article 2, Sections 2.33 & 2.34 of the Carmel

Rezoning 3 parcels located at 1040, 1112 and 1118 S. Range Line Road from the 7
B3/Business District within the Range Line Overlay to the C1/City Center District 8

Synopsis: 10
This ordinance rezones 3 parcels located at 1040, 1112 and 1118 S. Range Line Road to the C1/City Center 11
District for the purpose of facilitating the ongoing redevelopment efforts of the City Center area extending 12
southward to Carmel Drive. 13

WHEREAS, pursuant to Indiana Code 36-7-4, the Common Council has lawfully adopted a unified 16
development ordinance, the terms of which are applicable to the geographic area consisting of the 17
incorporated area of the City of Carmel, Indiana, which unified development ordinance has been codified in 18
Chapter 10 of the Carmel City Code; and 19

WHEREAS, pursuant to Indiana Code 36-7-4-602 the Common Council is authorized to amend the 21
map that is part of the unified development ordinance; and 22

WHEREAS, the Carmel Advisory Plan Commission gave a favorable recommendation on Tuesday, 24
_____________, 2019, to Docket No. 19020005 Z regarding the rezoning of 1040, 1112 and 1118 S. Range 25
Line Road, described and illustrated in Exhibit A, which is incorporated herein by this reference (the “Real 26
Property Parcels”). 27

NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, 29
that: 30
Section I: That the Official Zoning Map accompanying and made part of the Unified 31
Development Ordinance is hereby changed to designate the Real Property Parcels 32
from the B3/Business District within the Range Line Overlay to the C1/City Center 33
District. 34
Section II: All prior Ordinances or parts thereof inconsistent with any provision of this Ordinance 35
are hereby repealed. 36

Section III: This Ordinance shall be in full force and effect from and after its passage and signing 38
by the Mayor. 39
