Docket No. 18110006 DP/ADLS: Miller Auto Care.
The applicant seeks site plan&design approval for a new auto repair facility totaling 8,895 sq.ft.on 2.93 acres.
The site is located at 969 N.Range Line Road. It is zoned C-2/Mixed Use and is not located within any overlay
zone. Filed by Erik Dirks of Old Town Companies on behalf of the owner.

• With me today are the owners of Miller Auto Care,Keith and Deborah Stockberger
• We've been working a partnership with the City of Carmel,the CRC,and the Stockbergers to help move
Miller Auto Care out of the mid-town area and into a new location
• Our packet shows our site plans
• We had a Use Variance approved at the January 28,2019 BZA meeting
• We will start construction within one year and have it completed within two years

• The CRC has working on this project for a long time
• We are bringing the nicest building to this corridor
• The CRC Architectural Review Committee has approved this project
• We fully support this project

Department Report: Rachel Keesling:
• Last night,the BZA approved a Use Variance for automobile repair and service for Miller Auto Care
• The proposed building height is 2 stories and 25'5"tall at the top of the front parapet wall
• Materials used for the building will be brick, stone,and metal panels
• Two signs are being proposed,one in the front and one in the rear.A sign permit will be required for
both signs.
• A few outstanding items remain: Provide a small pedestrian connection into the site; Show the bicycle
racks in the site plan; Provide an exterior lighting plan;Provide where the mechanical equipment is
located and how it will be screened; Provide the dumpster enclosure details
• Overall,we are in favor of the building design
• We recommend you approve this item contingent upon final sign off from the Engineering Department
for stormwater management and water quality,and finalizing details from the DOCS outstanding items

Justin: For those items listed for us,we will file through the building permit process
Hearing Officer Comments: Mike Hollibaugh:
• Who's building this? Is the CRC responsible for contracting the builder? Justin: We have a 3rd party
that will be involved with the construction. They specialize in this type of building.
• Who do we work with for the outstanding items? Such as the dumpster enclosure,and mechanical
screening? Justin: We will be responsible in hiring a 3rd party contractor who will submit the building
permits, construction drawings,and details.
• Can you explain the materials used on north-side façade? Will it be a consistent material? Rachel: The
first submittal had a metal panel and the most recent submittal had more masonry. Justin: On the south
side we are showing more masonry. On the north side we will have more of a decorative detail to change
up the façade. We felt the more dominant view of the building is from the south as you are headed north.
Rachel: Will the material be the same? Justin: It will be of the same brick and masonry. We will
commit to that in writing.
• We will continue to work with the CRC and the builder of the final details that were raised by Staff
Approved 1-0 with Conditions:
• Provide a pedestrian connection into the site
• Update the site plan to show the required bicycle parking along Range Line Road
• Provide a lighting plan,mechanical equipment location and screening,and dumpster enclosure
details for review and final approval
• Approval status from CRC Architectural Review Committee
• Final sign off provided from Engineering Dept. for storm water management and water quality
