Additional tree plantings should be provided to buffer surrounding properties. DOCS Guidelines for Buffering suggest five (5) deciduous canopy trees; three (3) deciduous understory trees per 100 linear feet of landscape buffer. The existing pine trees may be used to help achieve the recommended buffering criteria. 2. The landscape plan and south building elevation should be drawn to be consistent with each other. 3. Provide a'Plant Legend' which denotes the following: Plant species proposed; Total number of each species proposed, size specified, and, if applicable, installation spacing. Stormwater runoff from this site goes into the Bramblewood Regulated Drain. Therefore,an Outlet Request Permit is required. The outlet is classified as an indirect outlet, therefore,no fee is required. 2. Detention for this site has been provided in the Bramblewood Subdivision,so no additional detention is required. 3. Under existing conditions,the area designated for the circular driveway is a low area is the front yard. The driveway should be designed so as not to back water up into the 3-4 year old playground. 4. A ponding problem has been created in the swale adjacent to this lot where a buried electric line was extended to the northeast corner of this site. Positive flow should be restored. The following comments need to be addressed and plans updated accordingly: Application: •The property owner needs to be present at the public hearing or a power of attorney needs to be provided to you to act on their behalf •Question 47 of the Special Use application needs to reflect that a day care center and pre-school are Special Uses according to Section 5.2 of the Carmel/Clay Zoning Ordinance. •The application needs to be signed on page 4 by the property owner or by someone with power of attorney from the property owner. Plans: •With the dedication of right-of-way it seems the property will be less than one acre. The Zoning Ordinance requires a 1 acre minimum for day cares and pre-schools. The acquisition of more property might be necessary or a developmental standards variance would need to be filed. •Please include a written description of the proposed activities for the property such as the total number of children the facility will be licensed for, class times, pick-up times, and the general hours of operation. •A traffic impact statement needs to be provided stating how many vehicles will visit this site during typical hours of operation. -Please summarize any proposed exterior road improvements in the area. •A parking summary needs to be provided. The required parking spaces are one space p 6 six students plus one space per employee. All parking spaces need to be at least 180 square feet in area. •The parking lot is required to be paved and curbed. -Any additional lighting needs to be shown on the plans. •The proposed sign needs to be located out of the right-of-way. Any mounding for the sign is not to exceed 10% and the sign must be surrounded by an area of landscaping at least equal to the area of the sign. The sign on the entrance canopy would not be allowed. We might suggest additional landscaping be used to buffer this use from other residential properties. •The installation of sidewalks are requested along 96th Street. A sidewalk is also suggested along the drop-off parking area leading up to the pathway to the entrance. •A statement of non-opposition to annexation is requested. If not already done, please distribute the plans to the members of the Technical Advisory Committee immediately in preparation for the August 21th meeting. Our office will need to receive a copy of any correspondence from the committee members. Our department would suggest addressing comments and concerns of the committee members before the August 21th meeting to better prepare the project for the Board of Zoning Appeals' review on August 26th. Once these items have been addressed and plans updated accordingly, an additional review will be completed by our office. Once the plans and application are complete and department concerns have been properly addressed, a docket number for the project can be issued. THE ORGANIZATION a. Background + The quality of preschool and daycare in Indiana has recently been under increased scrutiny. Many parents have been forced to accept over crowded and under staffed childcare facilities. As a result, parents have been forced to re- examine their priorities and are no longer willing to jepordize the future of their children. As a mother, I found myself sharing the same concerns as many parents. From my ever increasing frustration at trying to find a suitable daycare/preschool came the concept of, "Promises to Keep". Through my experiences as a speech/language pathologist I know the period of time from birth to age 5 is one of tremendous developmental growth. As a mother,I require a clean, safe and nurturing environment for my children. The combination of these two perspectives has lead me to develop the following philosophy for "Promises to Keep". b. Philosophy To provide and maintain daycare in a nurturing atmosphere which will encourage children to build self confidence, satisfy curiosity and develop positive relationships with peers and adults. Within this daycare setting,we will establish an age appropriate language based preschool with a multi-faceted curriculum emphasizing language development, cognition, social, fine and gross motor skills, science and health, safety, and creative play. PROMISES TO KEEP A LANGUAGE-BASED PRE-SCHOOL CENTER TO BE LOCATED AT 2150 W. 96TH STREET, INDIANAPOLIS, INDIANA 46032 CLAY TOWNSHIP - HAMILTON COUNTY PROJECT DESCRIPTION: An existing residence at 2150 W. 96th Street shall be remodeled and expanded to serve as a pre-school facility for a maximum capacity of 50 children, infants through 5 years old. The residence will be fully renovated to include spatial rearrangement, new heating and air conditioning equipment, new plumbing fixtures and electrical service and fixtures. Two additions will provide needed floor area for children's activity areas. SITE: The one acre site has frontage on 96th Street in a predominantly residential neighborhood, with a new residential subdivision (Bramblewood) being developed adjacent to this location. A single crushed stone driveway off 96th Street serves as the entrance to the property. An existing garage/implement building adjacent to the residence is scheduled for demolition by the owner prior to the property sale. The area vacated by this structure will be utilized for staff and visitor parking. The driveway will be extended to provide a drop-off area for children at the remodeled building entrance for maximum safety. UTILITIES: The residence is presently connected to a municipal water supply but lacks a sanitary sewer connection. Sanitary sewers are now available at the adjacent new subdivision, and this project includes the installation of a sanitary sewer connection. RESIDENCE: The existing residence is of brick veneered, wood frame construction with aluminum windows and asphalt shingled roof. The house has a partial basement with one internal access stairway but is single story above grade with a trussed rafter roof structure. The house is now heated with electric baseboard heaters and air- conditioned with an overhead ducted cooling system -- except for two added rooms on the north side of the house which are not heated. The home has one and one-half bathrooms and a fully equipped kitchen. Laundry appliances are located in the basement. The residence includes three bedrooms, living room, two added rooms on the north side and a large family room which seems to have been the original garage area.
