COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter,Anthony Green, Sue Finkam, H. Bruce Kimball, Kevin D. Rider and Deputy Clerk Jacob Quinn were present. Council President Worrell called the meeting to order at 6:05 p.m. AGENDA APPROVAL Approved by consent. INVOCATION Pastor Gary Vaughn, Harvest Bible Chapel North, delivered the Invocation. Councilor Carter led the Pledge of Allegiance. IRECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Chief James Barlow introduced the new officers joining the Carmel Police Department. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL There were none. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Councilor Kimball congratulated the Carmel Christkindlmarkt on a successful season. Council President Worrell announced that Councilor Green would be chairing the Land Use Committee and Councilor Finkam would be chairing the Finance Committee. CONSENT AGENDA Councilor Rider moved to approve the consent agenda. Councilor Kimball seconded. There was no Council discussion. Council President Worrell called for the vote. The motion was approved 7-0. a. Approval of Minutes 1. December 17, 2018 Regular Meeting 2. December 31, 2018 Special Meeting 1 b. Claims 1. Payroll $2,728,175.66 2. General Claims $1,680,342.54 3. Retirement$99,214.33 4. Wire Transfers ACTION ON MAYORAL VETOES There were none. COMMITTEE REPORTS Councilor Finkam reported that the Finance, Utilities and Rules Committee had not met. Councilor Green reported that the Land Use and Special Studies Committee had not met. OTHER REPORTS—(at the first meeting of the month specified below): Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, gave the monthly report. Sam Burgess presented the quarterly Cannel Historic Preservation Commission report to Council. OLD BUSINESS Councilor President Worrell announced the Third Reading of Ordinance D-2446-18; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 2-102 of the Carmel City Code. Jon Oberlander, Assistant Corporation Counsel,presented findings to Council. Councilor Rider moved to approve Ordinance D-2446-18. Councilor Carter seconded. There was no Council discussion. Council President Worrell called for the vote. Ordinance D-2446-18 was approved 6-1 (Green opposed). Councilor President Worrell announced the Third Reading of Ordinance D-2448-18; An Ordinance of the Common Council of the City of Carmel, Indiana,Amending Chapter 6, Article 5, Division VIII, Section 6-158 of the Carmel City Code; Sponsor: Councilor Carter. Item remains in the Land Use and Special Studies Committee. Councilor President Worrell announced the Second Reading of Ordinance Z-638-18; An Ordinance of the Common Council of the City of Carmel, Indiana, Rezoning 6.16 acres at SE Corner of North Illinois Street and 111th Street From S2 (Residential)to the MC (Meridian Corridor) District; Sponsor: Councilor Campbell. Item remains in the Land Use and Special Studies Committee. Councilor President Worrell announced the Second Reading of Ordinance D-2450-18; An Ordinance of the Common Council of the City of Cannel, Indiana, Amending Sections 8-47 and 8-48 to Chapter 8, Article 5 of the Cannel City Code; Sponsor: Councilor Worrell. Item remains in the Finance, Utilities and Rules Committee. Councilor President Worrell announced Resolution CC-12-17-18-04: A Resolution of the Common Council of the City of Carmel, Indiana, Amending the Contract With the Cannel Professional Firefighters Association; Sponsor(s): Councilor(s) Rider, Campbell, Finkam, Green, Carter, Worrell and Kimball. Item remains in the Finance, Utilities and Rules Committee. 2 Councilor President Worrell announced the Second Reading of Ordinance D-2451-18; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 1,Division III, Section 2-13 of the Carmel City Code; Sponsor(s): Councilor(s) Finkam and Worrell. Item remains in the Finance,Utilities and Rules Committee IPUBLIC HEARINGS There were none. NEW BUSINESS Councilor President Worrell announced Resolution CC-01-07-19-01: A Resolution of the Common Council of the City of Cannel, Indiana, Recognizing Additions to the Historic Contributing Buildings Survey as Recommended by the Cannel Historic Preservation Commission. Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Sam Burgess presented the item to Council. There was extensive Council discussion about how these properties were identified. Councilor Finkam moved to table the item. Councilor Carter seconded. There was no Council discussion. Councilor Worrell called for the vote. The motion passed 7-0. AGENDA ADD-ON ITEMS There were none. OTHER BUSINESS IANNOUNCEMENTS There were none.
