Toppingisdefinedastheseverecuttingbackoflimbsinternodallytostubslargerthantwoinchesin diameterwithinthetree’scrowntosuchadegreeastoremovethenaturalcanopyanddisfigurethetree. Treesdamagedbystormsorothernaturalevents,ortreesunderutilitywiresorotherobstructionswhere properpruningpracticesareimpractical,maybeexemptedfromtheUnifiedDevelopmentOrdinanceatthe determinationoftheDirectorofCommunityServices. d.Shrubberywillbeallowedtogrowtoanaturalheightofatleastthree(3)feetwithouthedgingorsignificant pruning.Minorpruningofdead,dying,crossingorindividualelongatedlimbsforshapingwillbeallowed. e.IrrigationsystemsshallnotbeinstalledinthecityownedRightͲofͲWaywithoutapprovalbytheBoardof PublicWorks.TheCitydoesnotassumeresponsibilityforanydamageincurredtoanunpermittedirrigation systemthatiscausedbyworkbeingperformedintheseareas.  3.ChangesAfterApproval:NolandscapingwhichhasbeenapprovedbythePlanCommissionmaylaterbe substantiallyaltered,eliminatedorsacrificedwithoutfirstobtainingfurtherPlanCommission  approvalpursuanttoADLSreviewinArticle9:ProcessesandinaccordancewiththePlanCommission’sRulesof Procedure.However,MinorandMaterialAlterationsinlandscapingmaybeapprovedbytheDirectorof CommunityServicesinordertoconformtospecificsiteconditions,onlywhenthealterationresultsinan improvementtothepreviouslyapprovedplan.Aletterrequestingapprovalofchangesshallstatethefollowing:  a.Lettershallbeoncompanyletterhead–preferablyowner’s b.Nameoftheproject,PlanCommissionorBoardofZoningAppealsdocketnumberandbuildingpermit number c.Countofplantmaterialthatwillbesubstitutedandthecountofplantmaterialthatwillbeinstalled d.Speciesofplantmaterialthatwillbesubstitutedandthespeciesofplantmaterialthatwillbeinstalled e.LocationofsubstitutionsoranattachedrevisedLandscapePlan f.Quantityofplantmaterialshallbeequalorgreater g.Qualityofplantmaterialshallbeequalorbetter  4.Inspection:TheDirectorofCommunityServicesshallhavetheauthoritytovisitanydevelopmenttoinspectthe landscapingandcheckitagainsttheapprovedplanonfile.
