The applicant seeks design approval in order to rebrand an existing gas station including signs,canopy ACM
(metal panels),building color,and fuel pumps.The address is 1230 S.Range Line Rd. It is zoned B-3 and is
within the Range Line Road Overlay Zone.Filed by Justin Schleicher of Midwest Maintenance on behalf of
Mac's Convenience Stores,LLC.
Petitioners: Justin Schleicher(Midwest Maintenance)&Tim Wallace(Circle K)
Justin Schleicher:
• Circle K is going through a global rebranding. They are moving away from the existing Circle K logo and
instead with the red,white,and tangerine logo.
• In the submitted Packet,on page 3 and 4 are the proposed ground sign changes.
• Page 5 contains the building elements. We want to install a new Circle K building sign with the red,
white,and tangerine stripe.The only thing that will be illuminated is the Circle K logo and copy.
• Page 6 and 7 shows are two options for the canopy.The first is the Circle K tri-color and a red option.
Staff also had some different options. We are open to suggestions.
• On page 8, underneath the canopy is a basic image change for the fuel pumps. The balance would be
orange with Circle K on it.The dispensers will not be changed and will remain the same. The packet is
slightly deceiving.No video screen will be present.
• On page 9 is additional signage for the air and vacuum machines.The old logos are being replaced with
the new logos.
• Page 10 and 11 is for the car wash that is present on the property.The entrance and exit signs/imagery are
being replaced with new branding.
• John Adams-I am unclear in what is being proposed.Is it a fair assessment that only colors and signs are
being changed?No new equipment is being added?
• Correct,the gas station canopy fascia will receive a color change,new graphics on dispenser,a new color
scheme on the building,and new signage is being proposed.
• John Adams-What about lighting?
• No.
• Page 12 contains points of clarification.The upper building color options included neutral brown.This is
an option in different markets.The packet is a brand book from the sign company. The egret white is the
color of choice for the upper portion of the building in this market.
• There are no bollards in this location.
• All signs proposed will either be a vinyl,non-illuminated decal,or will have only copy and logos
illuminated.
• There were mentions in the Department Report about the sidewalk connection,bicycle parking,and
refreshing and replacing the landscaping that was a part of the previous plan.Circle K is willing to bring
everything up to code.
Department Report:Nathan Chavez
• The site is located at the southwest corner of Range Line Rd.and Cannel Dr.The site is an important area
for Cannel because of the high traffic volume and visibility. Three of the four corners are developed or
under development, including the Proscenium to the north.
• Staff recognizes the petitioner's right to remain at the location in their existing form,but also understand
that the site needs to be brought into compliance and meet the desired aesthetic of the area.The
petitioners have been willing to work with us and comply with Staff's requests.
• Staff is requesting that all outdoor products and storage is removed per the Range Line Rd. Overlay
requirements.This is not permitted.There is also a commitment from 1988 limiting outdoor product
storage. Removal of such items will help with American Disability Act(ADA)compliance because
propane tanks and ice machines are on the sidewalk hindering ADA mobility.
• With regards to alternative transportation,the petitioners are working with David Littlejohn,Alternative
Transportation Coordinator. He has reached out to you all?
• Justin Schleicher-I do not believe so.The only conversations I have had are with the Urban Forester.

• I will give David your contact information. Staff will need to see additions of bike racks, a sidewalk
connection from Cannel Dr.to the gas station,and removal of the products stored on the sidewalk.
• The petitioner seeks to change the canopy colors.One of the proposals is red,but Staff would like to see
white to match the rest of the building. This should also help match the aesthetic of the area.
• Justin Schleicher-Is that the same as the egret white on the building?
• Yes. If there are other shades of white you would like to propose,please send that to Staff.
• Tim Wallace-There is no option at all to have Circle K's colors on the canopy?
• Staff is strongly recommending the white for the canopy. The final color approval is in the hands of the
Committee members. Staff will defer to them.
• The petitioner is also requesting to swap the existing ACM panels on the north,east,and south elevations
of the building for their new corporate identify.
• Staff is comfortable with the east elevation change. It is just a non-illuminated sign replacement.
• On the north and south elevations both proposed signs are larger than 3 sq. ft. and will need to be reduced
in order to remain.Just the copy is measured. Staff is also requesting that the ACM is reduced in length as
well.
• Staff is also requesting that the roof fascia is also painted the egret white. On page 5 of the Submitted
Packet the roof fascia is shown as grey. Is that something that can be changed?
• Justin Schleicher-Yes.
• Another sticking point for Staff is the visibility of the rooftop mechanical equipment. Currently,you can
see satellite dishes and other items. Staff needs cut-sheets with the proposed screening method and
material to hide these items.
• Will the curb remain around the pumps?
• Justin Schleicher-At the base of the islands?
• Correct.
• Justin Schleicher-Yes I believe those were retrofitted with the stainless steel.A lot of islands,over time,
have a tendency to fail. The stainless steel eliminates all the rusting and peeling from the concrete.
• They won't be painted at all?
• Justin Schleicher-No.
• In that case, Staff is also requesting the grey trim at the bottom of the canopy columns are painted to
match the nuthatch brown color on the building. This would tie the canopy columns with the principle
building.
• The petitioners are working with the Urban Forester. Staff does ask that landscaping is installed around
the ground signs,which is a requirement of the sign ordinance.
• Lastly,five sign permits will need to be submitted.The two ground signs and east facing wall sign are
acceptable as proposed.The north and south facing signs will need to be reduced in size. Staff is
comfortable with the fueling pump signage. It is less than 3 sq. ft. and is considered incidental.
• Staff recommends approval with the conditions that the petitioner receives approval from the Urban
Forester,Alternative Transportation Coordinator,and submits new renderings with approved changes and
colors.

Laura Campbell:
• Can you please elaborate the on the satellite dishes and the screening?
• Nathan Chavez-Per the Range Line Rd. Overlay district,rooftop equipment requires screening.
Currently, from both Range Line Rd.and Cannel Dr.you can see satellite dishes and air conditioning
units.
• I was surprised to see so many satellite dishes for the gas station.
• Tim Wallace-Back in the day credit card networks,the lottery,and phone booths were run through
satellites. We can go through and eliminate one or two of those.
• Alan Potasnik-But they need to be screened correct?
• Rachel Keesling-Anything that is on the roof needs to be screened.
• Tim Wallace-The biggest thing that will need to be screened is the HVAC unit.
• Rachel Keesling-The screening of those materials will drastically improve the look of the building.

• Justin Schleicher-As far as the screening goes,typically how much is needed?
• Rachel Keesling-It is all four sides.In a perfect world the building design of the building would include
parapets to hide any equipment. For retrofitting,such as this,screening is the best method.
Alan Potasnik:
• I want to make certain of what will occur with the outdoor storage. Will this be eliminated?
• Nathan Chavez-The outdoor storage will need to be removed in order to comply with the Overlay district
and a previous commitment. The commitment can be found on Laserfiche(titled Commitment Letter
Docket#097-88).
• John Adams-Is this for this particular site or all sites?
• Nathan Chavez-The commitment is for the current site,but the Circle K to the north is also within the
Range Line Rd.Overlay district.
• John Adams-It will certainly approve the appearance. Is it possible to put propane inside?
• Tim Wallace-No.
• John Adams-If.you can't put it outside then you'll have to quit selling it.
• Alan Potasnik-It is not that they can't put it outside;they need to have it enclosed and not just out.
• John Adams-It's in a cage and locked up.
• Tim Wallace-Some municipalities where they don't allow outdoor displays,we have been able to find
another outdoor location and screen it. We erect a wall or fence and then store the product so it's not
visible.
• Rachel Keesling-Think of the GetGo's in Carmel. They have brick enclosures screening propane cages.
A screened area can certainly occur on these sites.
• Justin Schleicher-This would be more or less an exception for the propane cages?
• Alan Potasnik-You won't have stacks of Coke on the sidewalk. There are a lot of things besides propane.
• Justin Schleicher-I was curious because of the ice machines.
• Tim Wallace-This particular store has a small footprint with no freezer space inside. If screening occurs
we would like the ability to include the propane and ice bunkers behind the screen.
• Alan Potasnik-I do not see an issue with that.
• Rachel Keesling-The Range Line Rd. Overlay stipulates that"product storage shall occur within the
Principal building or an Accessory building."(UDO 3.78.A.1)
• Alan Potasnik- Staff is requesting that the canopy is all white?
• Nathan Chavez-Correct. Staff would prefer a white canopy to match the building and light poles. Staff is
not opposed to another color,maybe a red or tangerine.
• Rachel Keesling-Think of the Turkey Hill just northeast of the subject site.The canopy had a decorative
cornice rather than tied to a specific color or branding element. It was more tied to the design of the
building.
• Alan Potasnik-I believe that is the way it was with Rickers too.
• Rachel Keesling-Granted this is an existing canopy with existing ACM,which is why Staff is leaning
more towards white than a color in order to tie it into the building design rather than bright in lieu of a
new canopy with more decorative features.
• Rachel Keesling-The definition of Accessory Building reads;"A Building subordinate to another
Structure or Use located on the same Lot which is not used for permanent human occupancy..."(UDO
Definitions: Building,Accessory). I think it has to have a roof. The definition refers to structure which
reads;"...enclosed by walls and a roof."Could you put a roof on it?
• Alan Potasnik-It is what it is.
• Justin Schleicher-As far as the propane tanks and ice machines?
• Rachel Keesling-Yes. If it going to be housed in an accessory building.
• John Adams-We will need to check code for that.
• Tim Wallace-I think when it comes to propane, it cannot be in a fully enclosed structure.
• John Adams-I think that's why in most cases propane tanks are exposed to air.
• Alan Potasnik-You all may want to check that out. If worse comes to worse, go to the Board of Zoning
Appeals and apply for a variance.
• Rachel Keesling-That is a true hardship.

• Alan Potasnik-Nathan,you mentioned that the signage on the pumps was incidental. The submitted
Packets shows a picture of the existing pumps with advertising. It is my understanding that advertising
has to be relative to what is taking place on the property. I do not see any proposed signage on the
proposed fuel pumps. Is this an accurate depiction?
• Justin Schleicher-The intention is to leave the merchandising pump topper,advertising what is inside the
store. The proposed elevation is misleading.Only the dispenser will be changed.The graphics will be
switched to the Circle K graphics.
• Alan Potasnik-There will be advertising on the pumps?
• Justin Schleicher-Yes.The merchandising pump topper will remain.
• Alan Potasnik-That's incidental?
• Nathan Chavez-Correct.
• Alan Potasnik-Does the same thing apply to the vacuum and air pump?I didn't know Circle K air is
different than other air.They can have those signs?
• Nathan Chavez-They are also treated as incidental and are just being refaced. Staff is not opposed to the
signage being removed entirely though.
John Adams:
• Looking at what looked to be a change of signage and other things,now there are a lot of things occurring
and changing. How does the petitioner feel about all of the changes?
• Tim Wallace-Overall,we plan on working with Staff as much as possible. We want to get our name and
color on as many items as we can.Overall we are proud of our image and want to show as much as we
can.
• Putting myself in the shoes of a business owner; Circle Ks are all over the place,and if this location is the
only exception to their branding, it could be a detriment to people who are used to all their branding and
miss the store. I am not sure how firm we should be when requiring a certain color that is not consistent
with their branding. The proposed branding is consistent with the other locations?
• Tim Wallace-Correct.Typically,most of the rebranded sites, involved tweaking signage illumination,but
they have allowed us to keep the Circle K colors.
• I have mixed feelings. I can see the argument to keep the brand image and is consistent with each location
and is important for the business. I also see the side where the City does not something to stand out.
• Nathan Chavez-With this site in particular, it is important to note that it is a pivotal part for the City and
Staff would like to bring it up the next level of aesthetics. People who do frequent this Circle K will see
plenty of signs. There are two ground signs with Circle K and the Circle K colors are on three sides of the
building.Additionally,there is downlight under the canopy illuminating the Circle K brand.
• Alan Potasnik-I do not have an issue with the Staff recommendations for conformance purposes.Not a
lot of things are changing, it's just a rebrand. Residents of Cannel will know what it is.
• If you are familiar with it you'll visit this site. If you are not familiar with the area and you're looking for
a convenience store/gas station you look for the colors and symbols. Are we doing an injustice to the
business?
• Alan Potasnik-You right now want to do the red?
• Justin Schleicher-Ideally,the canopy would encompass some form of the tri-color,which is the red,
white,and orange. There was one suggestion to scale down the proposal on the canopy. We understand
that each community is different.
• Alan Potasnik-When I look at the canopy, if it's in a red,white,and orange,which is basically what the
signage is,then that becomes a big pole sign. I do not have a problem with just red. I am struggling with
why it has to be white. I do with the tricolor.
• What are we looking at for approval,a white canopy?
• Rachel Keesling-It is ultimately up to the Committee.
• Is what is proposed in the Packet?
• Nathan Chavez-On page 6& 7 of the Packet are the two proposals by the petitioner.
• Rachel Keesling-There are three options on the table;tricolor, solid red, and a request for solid white.
• Staff is requesting solid white?
• Rachel Keesling-Yes.

• Alan Potasnik-The petitioner is proposing solid red and Staff is proposing solid white.The choice is up
to us.
• John Adams-I am still a little confused.
• Nathan Chavez-John,there are three options that the Committee can move forward with.They are the
tricolor;red,white,&tangerine, solid red,or as Staff proposed,and not present in the packet, solid white.
• The proposed solid red,251 linear feet of ACM panels;that is a second option?
• Tim Wallace-On page 6 of the Packet is the original proposed option. Based on comments from Staff we
reverted to the solid red in hopes to come up with a mutual agreement.
• Alan Potasnik-Does anyone here have a feeling about the red or white canopy color.
• Laura Campbell-I am fine with the red.
• John Adams&Tom Kegley-I am too.
• Nathan Chavez-Can I go review what Staff would like the approval conditioned on?
• Alan Potasnik-You would like to let us know how to formulate the motion?
• Nathan Chavez-Correct.
• Alan Potasnik-Go ahead.
• Nathan Chavez-Staff recommends approval with the conditions that the petitioner receive approval for
the landscape plan from the Urban Forester,receives approval for the transportation plan from the
Alternative Transportation Coordinator, Staff receives updated renderings for signage,canopy,&rooftop
screening,and removal of outdoor storage.
• Alan Potasnik-How does the Committee feel about that motion.
• I am ok with it,but how does the petitioner feel?
• Justin Schleicher-The red canopy, landscape plan,ADA transportation plan,and rooftop screening is
something that can be accomplished.The only point of contention is the propane tanks and ice machine.
• Tim Wallace-We will work through the Board of Zoning Appeals on that.
• Rachel Keesling-You agree that it needs to be addressed and you will address it?
• Justin Schleicher&Tim Wallace-Yes.
Laura motions to approve Docket No. 19010009 ADLS Amend,with the conditions that the landscape plan
is approved,transportation plan is approved,updated renderings are submitted to Staff,and outdoor
storage is removed appropriately,John seconds,motion passes 4-0.
5. Docket No.#19010010 ADLS Amend: Circle K#2368.
The applicant seeks design approval in order to rebrand an existing gas station building ACM(metal panels).The
address is 545 S. Range Line Rd. It is zoned B-1 and is within the Range Line Road Overlay Zone. Filed by Justin
Schleicher of Midwest Maintenance on behalf of Mac's Convenience Stores,LLC.
Petitioners: Justin Schleicher(Midwest Maintenance)&Tim Wallace(Circle K)
Justin Schleicher:
• The plan is to not change the canopy.
• The imagery is similar on the price sign.All we are requesting is changing the Circle K to the new image;
red,white and tangerine. Only the logo will illuminate.
• I believe sign permits were approved for the K.On page 3 of the submitted Packet there is a proposed
change from the gas station prices to scrollers.This provides a traditional look while allowing employees
to change the price easier.
• The building will remain similar.The building fascia has two canopy columns against it.The red Circle K
aimers are between the two columns.The area will be rebranded with the tricolor panels and signage.
There will not be an illuminated sign because the illumination has no effect.
• The painting scheme is similar.The building is egret white with 30"nuthatch brown trim.
• There are no proposed changes to the canopy. Everything is remaining Shell.
• The kerosene sign will remain the same. The graphics are being changed over.
• There has been discussion with Staff about the landscape plan and outdoor storage similar to the Circle K
on Cannel Dr.and Range Line Rd.These are items we are willing to work with Staff on in order to meet
code.
