HomeMy WebLinkAboutMinutes COM 02-05-19 • Alan Potasnik-The petitioner is proposing solid red and Staff is proposing solid white.The choice is up to us. • John Adams-I am still a little confused. • Nathan Chavez-John,there are three options that the Committee can move forward with.They are the tricolor;red,white,&tangerine, solid red,or as Staff proposed,and not present in the packet, solid white. • The proposed solid red,251 linear feet of ACM panels;that is a second option? • Tim Wallace-On page 6 of the Packet is the original proposed option. Based on comments from Staff we reverted to the solid red in hopes to come up with a mutual agreement. • Alan Potasnik-Does anyone here have a feeling about the red or white canopy color. • Laura Campbell-I am fine with the red. • John Adams&Tom Kegley-I am too. • Nathan Chavez-Can I go review what Staff would like the approval conditioned on? • Alan Potasnik-You would like to let us know how to formulate the motion? • Nathan Chavez-Correct. • Alan Potasnik-Go ahead. • Nathan Chavez-Staff recommends approval with the conditions that the petitioner receive approval for the landscape plan from the Urban Forester,receives approval for the transportation plan from the Alternative Transportation Coordinator, Staff receives updated renderings for signage,canopy,&rooftop screening,and removal of outdoor storage. • Alan Potasnik-How does the Committee feel about that motion. • I am ok with it,but how does the petitioner feel? • Justin Schleicher-The red canopy, landscape plan,ADA transportation plan,and rooftop screening is something that can be accomplished.The only point of contention is the propane tanks and ice machine. • Tim Wallace-We will work through the Board of Zoning Appeals on that. • Rachel Keesling-You agree that it needs to be addressed and you will address it? • Justin Schleicher&Tim Wallace-Yes. Docket No.#19010010 ADLS Amend: Circle K#2368. The applicant seeks design approval in order to rebrand an existing gas station building ACM(metal panels).The address is 545 S. Range Line Rd. It is zoned B-1 and is within the Range Line Road Overlay Zone. Filed by Justin Schleicher of Midwest Maintenance on behalf of Mac's Convenience Stores,LLC. Petitioners: Justin Schleicher(Midwest Maintenance)&Tim Wallace(Circle K) Justin Schleicher: • The plan is to not change the canopy. • The imagery is similar on the price sign.All we are requesting is changing the Circle K to the new image; red,white and tangerine. Only the logo will illuminate. • I believe sign permits were approved for the K.On page 3 of the submitted Packet there is a proposed change from the gas station prices to scrollers.This provides a traditional look while allowing employees to change the price easier. • The building will remain similar.The building fascia has two canopy columns against it.The red Circle K aimers are between the two columns.The area will be rebranded with the tricolor panels and signage. There will not be an illuminated sign because the illumination has no effect. • The painting scheme is similar.The building is egret white with 30"nuthatch brown trim. • There are no proposed changes to the canopy. Everything is remaining Shell. • The kerosene sign will remain the same. The graphics are being changed over. • There has been discussion with Staff about the landscape plan and outdoor storage similar to the Circle K on Cannel Dr.and Range Line Rd.These are items we are willing to work with Staff on in order to meet code. Commercial Committee Minutes 02-05-19 9 Department Report:Nathan Chavez • Again the Range Line Overlay prohibits outdoor storage and we can move in the same direction as the previous item on the agenda(Docket#19010009).The petitioner can apply for a variance for the propane tanks. The other pallets and materials can be place inside or within an accessory structure. • The Alternative Transportation Coordinator will be working with the petitioner to install bike racks. Staff would like approval conditioned on approval condition on installation. • The canopy is not being changed and Staff is in support of the tricolor non-illuminated ACM. • The petitioner is working with the Urban Forester on the landscape plan. Staff would also like approval conditioned upon approval of the landscape plan. • Staff is requesting that landscaping is added to the ground sign,per the sign ordinance standards. • Will there be any lighting change, like LED installed to the light poles? • Tim Wallace-Typically energy monies are allocated each year. I cannot promise that it will occur right away, but it is on the list to upgrade to LED. • When this does occur, Staff needs to make sure that the foot-candle at the property lines is 0.5. • With regards to signage;the wall and ground sign have been approved by Staff.A sign permit will need to be submitted for the scrollers.This will be handled by the Sign Administrator. • The kerosene sign has been approved already. The red pump topper was removed. The decal was approved. • Staff recommends approval with the conditions that the Urban Forester&Alternative Transportation Coordinator approve their plans and that all outdoor storage is removed or a variance is sought after. Committee Comments: John Adams: • Will the outdoor storage include the salt? • Nathan Chavez-Correct. • That's a shame. It is convenient for customers to pull up and throw in their vehicle. • Rachel Keesling-It is beyond his control. Laura Campbell: • Where would the bicycle parking be placed? • Nathan Chavez-Bicycle parking needs to be placed within 50 ft. of the front entrance. I am not sure what the Alternative Transportation Coordinator would suggest,but I would recommend on the north side of the building because there is no parking there.There is parking on the south side of the building, including handicap parking. • Rachel Keesling-Wherever it would be safest. Alan Potasnik: • Nathan would you want to read the recommended approval with conditions? • Nathan Chavez- Staff recommends approval with the conditions that the petitioner receive approval for the landscape plan from the Urban Forester,receives approval for the transportation plan from the Alternative Transportation Coordinator,and removal of outdoor storage occur appropriately.
