PROVIDE PERIODIC AND CONTINUOUS INSPECTION AS DEFINED BY AND IN ACCORDANCE WITH IBC 2009, CHAPTER 17. SPECIAL INSPECTION/TESTING PROGRAM [1] THE SPECIAL INSPECTOR SHALL BE A QUALIFIED PERSON WHO SHALL DEMONSTRATE COMPETENCE TO THE SATISFACTION OF THE BUILDING OFFICIAL FOR THE INSPECTION OF THE PARTICULAR TYPE OF CONSTRUCTION OR OPERATION STIPULATED. [2] IF NECESSARY, THE CONTRACTOR SHALL ARRANGE A PRE-CONSTRUCTION MEETING WITH THE ARCHITECT, ENGINEER, BUILDING OFFICIAL, AND TESTING AGENCY TO REVIEW THE SPECIAL INSPECTION REQUIREMENTS. [3] DUTIES OF THE SPECIAL INSPECTOR INCLUDE, BUT ARE NOT LIMITED TO: a. ACKNOWLEDGE AND CONFORM TO THE SPECIAL INSPECTION REQUIREMENTS OF IBC. b. THE SPECIAL INSPECTOR SHALL OBSERVE THE WORK FOR CONFORMANCE WITH THE APPROVED PERMIT PLANS AND SPECIFICATIONS. ALL DISCREPANCIES SHALL BE BROUGHT TO IMMEDIATE ATTENTION OF THE CONTRACTOR FOR CORRECTION, THEN, IF UNCORRECTED, TO THE ATTENTION OF THE ARCHITECT, THE ENGINEER AND THE BUILDING OFFICIAL. c. THE SPECIAL INSPECTOR SHALL FURNISH INSPECTION REPORTS FOR EACH INSPECTION TO THE CONTRACTOR, THE ARCHITECT, THE ENGINEER AND THE BUILDING OFFICIAL AS A MINIMUM. THE REPORTS SHALL BE DISTRIBUTED IN A TIMELY MANNER. d. INSPECTION FOR PREFABRICATED COMPONENTS SHALL BE THE SAME AS IF THE MATERIAL WAS INSTALLED ON SITE. CONTINUOUS INSPECTION SHALL NOT BE REQUIRED DURING THE PREFABRICATION IF THE APPROVED AGENCY CERTIFIES THE CONSTRUCTION AND FURNISHES EVIDENCE OF COMPLIANCE. e. THE SPECIAL INSPECTOR SHALL SUBMIT A FINAL REPORT STATING WHETHER THE WORK REQUIRING INSPECTION WAS INSPECTED AND WHETHER THE WORK WAS COMPLETED IN CONFORMANCE WITH THE APPROVED PLANS AND SPECIFICATION AND IN CONFORMANCE WITH ANY APPLICABLE WORKMANSHIP PROVISIONS OF THE APPLICABLE CODE. [4] SPECIAL INSPECTION AND TESTING REQUIREMENTS APPLY EQUALLY TO ALL BIDDER DESIGNED COMPONENTS. [1] STRUCTURAL OBSERVATION CONFORMING TO THE 2009 IBC SECTION 1709 WILL BE PERFORMED BY A WOOLPERT REPRESENTATIVE IN ORDER TO REVIEW THE CONTRACTOR'S WORK FOR GENERAL CONFORMANCE WITH THE DESIGN DOCUMENTS. [2] THE CONTRACTOR SHALL PROVIDE WOOLPERT WITH A MINIMUM OF 3 DAYS NOTICE TO PROPERLY SCHEDULE THE OBSERVATION VISIT. [3] IF ADDITIONAL ENGINEERING TIME IS REQUIRED DUE TO INCOMPLETE OR UNACCEPTABLE WORK BY THE CONTRACTOR, WOOLPERT SHALL BE REIMBURSED FOR ALL ASSOCIATED COSTS. [4] STRUCTURAL OBSERVATION FOR THIS PROJECT WILL OCCUR AT THE FOLLOWING STAGES: a. DURING CONCRETE PLACEMENT b. DURING MAIN STEEL ERECTION STRUCTURAL OBSERVATION: 1. As masonry construction begins, the following shall be verified to ensure compliance. a. Proportions of site-prepared mortar. b. Construction of mortar joints. c. Location of reinforcement, connectors, prestressing tendons and anchorages. d. Prestressing technique e. Grade and size of prestressing tendons and anchorages. 2. During construction the inspection program shall verify: a. Size and location of structural elements. b. Type, size, and location of anchors, including other details of anchorage of masonry to structural members, frames or other construction. c. Specified size, grade and type of reinforcement, anchor bolts prestressing tendons and anchorages d. Welding of reinforcing bars. e. Preparation, construction and protection of masonry during cold weather (temperature below 40°F) or hot weather (temperature above 90°F). f. Application and measurement of prestressing force. 3. Prior to grouting, the following shall be verified to ensure compliance a. Grout space is clean. b. Placement of reinforcement and connectors and prestressing tendons and anchorages. c. Proportions of site-prepared grout and prestressing grout for bonded tendons. d. Construction of mortar joints. 4. Grout placement shall be verified to ensure compliance: a. Grouting of prestressing bonded tendons. 5. Preparation of any required grout specimens, mortar specimens and/or prisms shall be observed.
