COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter, Anthony Green, H. Bruce Kimball, Sue Finkam, Kevin D. Rider and Deputy Clerk Jacob Quinn were present. Council President Worrell called the meeting to order at 6:00 p.m. AGENDA APPROVAL Agenda approved 7-0. INVOCATION Father Kevin Hurley, Our Lady of Mt. Carmel, delivered the Invocation. Councilor Carter led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Mayor Brainard did a Presentation of a Proclamation to Net Literacy. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Mike Shaver addressed Council regarding concerns he has with TIF in the City of Carmel. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS There were none. CONSENT AGENDA Councilor Rider moved to approve the consent agenda. Councilor Campbell seconded. There was no Council discussion. Council President Worrell called for the vote. The motion was approved 7-0. a. Approval of Minutes 1. March 4, 2019 Regular Meeting 1 b. Claims 1. Payroll $2,830,384.98 2. General Claims $1,802,764.67 3. Retirement$101,138.56 4. Wire Transfers $1,544,059.86 ACTION ON MAYORAL VETOES There were none. COMMITTEE REPORTS Councilor Finkam reported that the Finance,Utilities and Rules Committee had not met. Councilor Green reported that the Land Use and Special Studies Committee had met and that Ordinance Z-639-19 passed back to Council with a positive 3-0 recommendation. OTHER REPORTS— (at the first meeting of the month specified below): There were none. OLD BUSINESS Councilor President Worrell announced the Fifth Reading of Ordinance D-2448-18; An Ordinance of the Common Council of the City of Carmel, Indiana,Amending Chapter 6, Article 5, Division VIII, Section 6-158 of the Carmel City Code; Sponsor: Councilor Carter. Item remains in the Land Use and Special Studies Committee. Councilor President Worrell announced Resolution CC-01-07-19-01: A Resolution of the Common Council of the City of Carmel, Indiana, Recognizing Additions to the Historic Contributing Buildings Survey as Recommended by the Carmel Historic Preservation Commission; Sponsor: Councilor Carter. The Item remained Tabled. Councilor President Worrell announced the Fourth Reading of Ordinance Z-639-18; An Ordinance of the Common Council of the City of Carmel, Indiana, Establishing the 2724 E 136th St. Planned Unit Development District. Councilor Green report that the item is returning 3-0 from the Land Use and Special Studies Committee. Josh Kirsch, Engineering Department,played a video demonstrating traffic flow in the area. There was extensive Council discussion. Councilor Finkam moved to approve Ordinance Z-639-18. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for the vote. Ordinance Z-639-18 was approved 6-1 (Green opposed). PUBLIC HEARINGS ICouncilor President Worrell announced the First Reading of Ordinance D-2456-19; An Ordinance of the Common Council of the City of Carmel, Indiana, Reestablishing the Tax Rate for the City of Carmel Cumulative Capital Development Fund and Reaffirming Cannel City Code Chapter 2, Article 4, Section 2 2-91,Accordingly. Councilor Campbell moved to introduce the item into business. Councilor Rider seconded. Curt Coonrod, C.L. Coonrod& Co.,presented the item to Council. Council President Worrell Iopened the public hearing at 6:36 p.m. Seeing no one who wished to address Council, Council President Worrell closed the public hearing at 6:37 p.m. Councilor Finkam moved to suspend the rules and act on this tonight. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for the vote. The motion was approved 7-0. Councilor Finkam moved to approve Ordinance D-2456-19. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for the vote. Ordinance D- 2456-19 was approved 7-0. Councilor President Worrell announced the First Reading of Ordinance D-2457-19; An Ordinance of the Common Council of the City of Cannel, Indiana, Authorizing and Approving an Appropriation of Funds from the Operating Balance of the Non-Reverting Center Green Ice Rink Fund (Fund#922). Councilor Campbell moved to introduce the item into business. Councilor Carter seconded. Jim Crider, Director of Administration,presented the item to Council. Council President Worrell opened the public hearing at 6:42 p.m. Seeing no one who wished to address Council, Council President Worrell closed the public hearing at 6:43 p.m. Councilor Finkam moved to suspend the rules and act on this tonight. I NEW BUSINESS Councilor President Worrell announced the First Reading of Ordinance D-2458-19; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section 2-62 of the Cannel City Code. Councilor Finkam moved to introduce the item into business. Councilor Rider seconded. Jon Oberlander, Assistant Corporation Counsel,presented the item to Council. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Carter seconded. There was no Council discussion. Council President Worrell called for the vote.
