FINDINGS OF FACT SHEET - DEVELOPMENT STANDARDS VARIANCE

Petitioner: ZP Investments, LLC
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
Approval of the variance will allow for a building and office use that is consistent with the Carmel
Comprehensive Plan. The variance will allow a long standing,major local employer to maintain its
Corporate Headquarters in the community.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
The proposed five-story modern office building and multi level parking facility will greatly increase
the value of this vacant site and will be compatible with the existing office and retail uses in the area
adjacent to this site.
3. The strict application of the terms of the Unified Development Ordinance to the property will result in
practical difficulties in the use of the property because:
Complying with The Bridges PUD proposed architectural standard of"prairie architecture"will prevent
Petitioner from constructing a new office building and parking facility suitable for Petitioner's existing business
and operations, and this requested varaince will allow for future growth of Petitioner's business. This site is
separated from the other sections of The Bridges PUD by Illinois Street. The modern architecture of the
proposed building will complement the modern architecture of the KAR building located immediately
southeast of this site.
DECISION
It is therefore the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket
No. 18110009V is granted, subject to any conditions stated in the minutes of this Board,
which are incorporated herein by reference and made a parthereof.
