Please show up a little before 6 PM to be ready. I have a few questions for you, in anticipation of questions you might get from the Plan Commission members. Please reply back to this email with answers to these questions as soon as possible prior to the meeting. 1. What kind of business do you run? 2. What do you do or make on site? 3. Where do you conduct your business from? 4. Do you use your house for your business? 5. Do you have people coming and going from your business during the day? 6. How do you plan to address the violation letter you were issued from Code Enforcement? 7. What size building/garage do you plan to build in order to house these vehicles? Is that your plan? a. Please provide a site plan showing this new building. b. Please also show on the site plan the additional right-of-way to be dedicated along 106th Street. c. We also need to check your lot coverage percentage. How much of your site is impervious? (house, garage, driveway, sidewalks, etc.—anything that is not just grass) 8. Of the Use Category definitions listed below, what would your business be classified as? (If you think it is more than one of these, that is fine,just let me know.) a. Industrial, Heavy: An industrial Use which requires both Building and open Area for manufacturing, fabricating, processing, repairing, dismantling, storage or disposal of raw materials, manufactured products or wastes which is not injurious to health or safety of humans or animals, or injurious to vegetation and which is not noxious or offensive by reason of the emission of smoke, dust, gas, fumes, odors, or vibrations beyond the limits established herein. b. Industrial, Light: An industrial Use which creates a minimum amount of nuisance outside the plant, is conducted entirely within enclosed Buildings, does not use the open area around such Buildings for storage of raw materials or manufactured products or for any other industrial purpose other than transporting goods between Buildings, provides for enclosed loading and unloading berths and which is not noxious or offensive by reason of the emission of smoke, dust, fumes, gas, odors, noises or vibrations beyond the limits established herein. This may include a machine shop, sign shop, welding shop, sheet metal shop, specialized contractor shop, or exterminating shop. c. Manufacturing, Heavy: The manufacture or compounding process of raw materials.These activities or processes would necessitate the storage of large volumes of highly flammable, toxic materials or explosive materials needed for the manufacturing process. These activities may include disposal of radioactive materials,fertilizer manufacturing, leather curing and tanning, lime, cement, asphalt, and gypsum refining and manufacturing, petroleum refining and manufacturing, reclaiming processes involving materials and/or chemicals that are considered dangerous to the health, safety and welfare of the general public as determined by the State of Indiana, Board of Health, or the City of Carmel, slaughtering, stock yards, wood preservatives refining and manufacturing, and the manufacture of flammable liquids or gases. d. Manufacturing, Light: The manufacture, predominantly from previously prepared materials, of finished products or parts, including processing, fabrication, assembly, treatment and packaging of such 1 products, and incidental storage, sales, and distribution of such products, but excluding basic industrial processing and custom manufacturing. This may include a lithographing establishment. e. Storage and/or Warehousing, Indoor: An enclosed space or place where goods, materials, or personal property is placed and kept for more than 24 consecutive hours. This may include cold storage lockers, self storage or mini-warehouse facilities, commercial warehouse storage, and contractor storage facilities. f. Storage and/or Warehousing, Outdoor:The keeping of any goods,junk, material, merchandise or vehicles in the same place, in an unroofed and/or unenclosed area, for more than twenty-four (24) hours. g. Commercial Use: Those uses identified in Article 2: Zoning Districts under the sub-heading of: Office Permitted Uses, Office Special Uses, Institutional Permitted Uses, Institutional Special Uses, Retail and Services Permitted Uses, Retail and Services Special Uses, Cultural/Entertainment Permitted Uses, Cultural/Entertainment Special Uses, Industrial Permitted Uses, and Industrial Special Uses. h. General Retail: Enclosed establishments engaged in selling goods or merchandise to the general public for personal or household consumption and rendering services incidental to the sale of such goods. i. Office,General: A place of business used exclusively for office purposes where no product or commodity for retail sale is located or sold, including but not limited to sales offices, real estate offices, financial offices and Professional Offices. May also include data processing and analysis facilities, insurance offices, office buildings, office spaces, office uses, travel service bureaus, utility company business offices, and license bureaus. Arthur Drive Rezone Good afternoon, We have reviewed the rezone request for this parcel and have the following comments: 1. Right-of-way will need to be dedicated for 106th Street and Arthur Drive with this rezone. Per the City's Transportation Plan: a. 106th Street is an arterial street and requires a full right-of-way width of 100 feet. This lot will need to dedicate a 50' half right-of-way from the centerline of the road. b. Arthur Drive is a local street and requires a full right-of-way width of 56 feet.This lot will need to dedicate a 28' half right-of-way from the centerline of the road. 2. Per the Bicycle and Pedestrian Plan, a 10' wide multi-use path is required along the 106th Street frontage and a 5' wide sidewalk is required along the Arthur Drive frontage. If this lot is planned to be redeveloped after the rezone process, we will have additional comments once we receive the construction documents. Please let me know if you have any questions. I have reviewed the project submitted for the May 16, 2018 Technical Advisory Committee meeting and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) The City of Carmel's standards and Bicycle and Pedestrian Plan of the Transportation Plan requires a 10' multi-use path along 106th St and a 5' sidewalk along Arthur Dr. Please revise the plans to reflect this. 2) The City of Carmel's Thoroughfare Plan identifies 106th St. as an Arterial Street and requires a 100' right-of-way(50' half right-of-way). Please revise the plans to reflect this. 3) The City of Carmel's Thoroughfare Plan identifies Arthur St. as a Local Street and requires a 56' right-of-way(28' half right-of-way). Please revise the plans to reflect this. 4) The City of Carmel Parking Ordinance requires a minimum of four(4) short-term bicycle parking spaces. Did you have a sign made?This should have been placed in your yard on May 29th and left up until the date of the hearing. If you have it and have just removed it, please re-install it. The notice posted in the paper was past the minimum 10 day prior requirement, and the date of the meeting was left out. So you will need to re-do your public notice items.The new deadline is June 26th.This means everything must be done on this day, not after.So you will need to do the following: 1. Contact the Indy Star again. Ask them to re-run your ad on June 26th, but also include the new date of the meeting, which is July 17, 2018. I can review this for you prior to sending it to them if you like. 2.
