Avid Hotel Project Description
Saamrajya LLC (“Saamrajya”) is the applicant concerning the parcel of real estate having a
common address of 13300 N. Illinois St., Carmel IN 46032 and identified as Parcel No. 16-
09-26-00-00-001.002 with the Hamilton County Auditor’s Office (the “Real Estate”).
Saamrajya is seeking approvals to construct and operate a Multi-Tenant Multi-Story Mixed-
Use Building consisting of a hotel and other commercial and retail uses on the Real Estate, under
the brand “Avid Hotel.” The building will be four (4) stories tall, have a total of 99 hotel rooms
and provide leasable space for retail and restaurants on the ground floor. In order to construct the
building, Saamrajya is seeking the following development standards variance from the City of
Carmel’s Unified Development Ordinance (“UDO”):
UDO Section 5.07(D)(3) – The Meridian Corridor Architectural Standards, Massing
requiring two (2) principal buildings on a lot over three hundred (300’) feet in
width, proposing one (1) principal building.
Furthermore, for safety reasons, Saamrajya intends to locate the hotel lobby with seating and
breakfast area on the first floor accompanied by the laundry room and exercise space for logistical
reasons associated with each function. The UDO allows a hotel use on the Real Estate but allows
the use on upper floors only. In this regard, Saamrajya is seeking a variance of use from the City
of Carmel’s UDO to allow a part of the hotel use to occupy the first floor of the building.
In addition to the filing the Development Standards Variance and a Variance of Use
Applications, Saamrajya is also filing an application before the City of Carmel Plan Commission
seeking ADLS and Development Plan approval for the Avid Hotel.
