I do not see an issue with the additional vehicles from the development. Over the years there have been additional infrastructure improvements in the area to the US 31 interchanges with 136th Street and 146th Street. In addition,the Monon Greenway bridge over 146th Street has also improved that intersection. We are also planning for a future extension of Rohrer Road over the Monon Greenway to connect with Circle Drive. This is a future project with no current time table but we are working with Duke Energy to dedicate right of way when they construct their new substation. The close proximity to the Monon Greenway will also encourage new residents to utilize the Monon for trips rather than their cars. During project review we will also be asking for the construction of a mid-block crosswalk near the entrance. This will allow for a traffic calming effect along Rohrer Road and also provide safe pedestrian access across Rohrer Road. From a drainage standpoint this project will help as it will be constructing detention which will improve the drainage in the area. The developer will need to meet all of our current codes and standard. They will also need to seek approval from the Hamilton County Surveyors office as the project will outlet to a Legal Drain. The project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. . 2. The proposed project DOES fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in a Marion County Watershed 4. The drainage facilities for the development shall be designated as a regulated drain. Please submit the following procedural items: Petition for regulated drain subdivision, subdivision nonenforcement for reduction of easement on south side of the existing hunter's creek drain to 30' from 75', Outlet request for the direct connection to the Hunters Creek drain, engineers estimate and all associated bonds for 120% of construction cost. The bonding includes storm sewers and monumentation. 5. Per Hamilton County Ordinance 4-26-99-C #4, improvements to the Hunter's Creek regulated drain will be required with this development, with the south side being the maintenance access side. Please schedule an on -site inspection of the open ditch to determine the requirement for the improvements. 6. Drainage calculations indicate that the 10 year discharge rate exceeds the allowable rate by .44 cubic yards per second. Please adjust detention areas to reduce this to the allowable rate. 7. Please provide a detail of control structure 103. 8. Please verify as to whether or not the previous plat for this location (Lassiter Place) will be vacated prior to development. 9. Please verify as to whether or not a subsurface drain will be constructed beneath the proposed curb. 10. Please provide the Storm Sewer data table. Plans mention it is located on page C1.8 but this page is not in the plans. 11. The density of the proposed landscaping per overall concept landscape plan creates concern with the functionality and maintenance along the hunters creek regulated drain. 12. The Storm sewer design will need to comply with the Hamilton County Stormwater Management Technical Standards Manual. (HCSMTSM) 13. Please note additional comments may be warranted at a later date.
