Troy Estates Project Description and Comprehensive Plan Statement
Lennar Homes of Indiana, Inc. (“Lennar”) is the applicant concerning the parcels of real
estate generally located at 4100 W. 141st Street, Carmel, IN 46074 and identified as Parcel Nos.
17-09-19-00-00-047.002, 17-09-19-00-00-011.000 & 17-09-19-00-00-047.000 with the
Hamilton County Auditor’s Office (the “Real Estate”)
The subject Real Estate is zoned S-1 Residential and designated by the Comprehensive
Plan as Very Low Intensity Suburban Residential Character which is bordered on the east, north,
and west sides by the same designation and to the south by areas that have developed with Estate
Residential.
As specified in the Comprehensive Plan, “Estate Residential, Low Intensity Suburban
Residential and Suburban Residential” are intended to provide the housing opportunities for people
who desire low density or subdivision living. Subdivisions in this area have developed at densities
ranging between approximately 1.3 to 2 homes per acre.
Troy Estates will have 36 lots on approximately 23 acres equating to a density of 1.6 homes
per acre. The Applications request a rezone to S-2 Residential and a reduction of the Front Yard
Setback from thirty-five (35’) feet to twenty-five (25’) feet allowing more backyard space for the
individual lots.
The proposed development supports the policies and objectives of the Comprehensive Plan
by (i) providing larger residential lots consistent with the surrounding subdivisions, (ii) permitting
only single-family homes, and (iii) providing high quality home architecture.
