RESOLUTION NO.BPW 05-15-19-01 RESOLUTION OF THE CITY OF CARMEL BOARD OF PUBLIC WORKS AND SAFETY ACKNOWLEDGING RECEIPT OF CONTRACT WHEREAS, pursuant to Indiana Code 36-1-4-7, the City of Cannel, Indiana ("City"), is authorized to enter into contracts; and WHEREAS,pursuant to Indiana Code 36-4-5-3,the City's mayor may enter into contracts on behalf of the City; and WHEREAS, pursuant to his authority under Indiana law, the City's mayor, the Honorable James C. Brainard,has caused to be signed the City contract attached hereto as Exhibit A(the"Contract");and WHEREAS, Mayor Brainard now wishes to present the contract to the City's Board of Public Works and Safety for it to be publicly acknowledged,filed in the Clerk-Treasurer's Office,and made available to the public for review. Department of Community Services-2019 Appropriation#I 192 44-632.02;P.O.#102818 QRQI#� Contract Not To Exceed$658,250.00 AGREEMENT FOR PURCHASE OF GOODS AND SERVICES THIS AGREEMENT FOR PURCHASE OF GOODS AND SERVICES ("Agreement') is hereby entered into by and between the City of Carmel, Indiana, acting by and through its Board of Public Works and Safety ("City"), and Geographic Info Services, Inc., an entity duly authorized to do business in the State of Indiana ("Vendor"). TERMS AND CONDITIONS 1. ACKNOWLEDGMENT, ACCEPTANCE: Vendor acknowledges that it has read and understands this Agreement, and agrees that its execution of same constitutes its acceptance of all of the Agreement's terms and conditions. 2. PERFORMANCE: City agrees to purchase the goods and/or services (the "Goods and Services") from Vendor using City budget appropriation number 1192 44-632.02 funds. Vendor agrees to provide the Goods and Services and to otherwise perform the requirements of this Agreement by applying at all times the highest technical and industry standards. 3. PRICE AND PAYMENT TERMS: 3.1 Vendor estimates that the total price for the Goods and Services to be provided to City hereunder shall be no more than Six Hundred Fifty Eight Thousand Two Hundred Fifty Dollars ($658,250.00) (the "Estimate"). Vendor shall submit an invoice to City no more than once every thirty (30) days detailing the Goods and Services provided to City within such time period. City shall pay Vendor for such Goods and Services within thirty-five (35) days after the date of City's receipt of Vendor's invoice detailing same, so long as and to the extent such Goods and Services are not disputed, are in conformance with the specifications set forth in Exhibit A, are submitted on an invoice that contains the information contained on attached Exhibit B, and Vendor has otherwise performed and satisfied all the terms and conditions of this Agreement. 3.2 Vendor agrees not to provide any Goods and Services to City that would cause the total cost of the Goods and Services provided by Vendor to City hereunder to exceed the Estimate, unless City has previously agreed, in writing, to pay an amount in excess thereof. 4. WARRANTY: Vendor expressly warrants that the Goods and Services covered by this Agreement will conform to those certain specifications, descriptions and/or quotations regarding same as were provided to Vendor by City and/or by Vendor to and accepted by City, all of which documents are incorporated herein by reference, and that the Goods and Services will be delivered in a timely, good and workmanlike manner and free from defect. Vendor acknowledges that it knows of City's intended use and expressly warrants that the Goods and Services provided to City pursuant to this Agreement have been selected by Vendor based upon City's stated use and are fit and sufficient for their particular purpose. 5. TIME AND PERFORMANCE: This Agreement shall become effective as of the last date on which a party hereto executes same ("Effective Date"), and both parties shall thereafter perform their obligations hereunder in a timely manner.Time is of the essence of this Agreement. 6. At the time of the delivery of the Goods and Services provided hereunder, Vendor agrees to furnish to City sufficient written warning and notice (including appropriate labels on containers and packing) of any hazardous material utilized in or that is a part of the Goods and Services. 7. LIENS: Vendor shall not cause or permit the filing of any lien on any of City's property. In the event any such lien is filed and Vendor fails to remove such lien within ten (10) days after the filing thereof, by payment or bonding, City shall have the right to pay such lien or obtain such bond, all at Vendor's sole cost and expense. 8. DEFAULT: In the event Vendor: (a) repudiates, breaches or defaults under any of the terms or conditions of this Agreement, including Vendor's warranties; (b) fails to provide the Goods and Services as specified herein; (c) fails to make progress so as to endanger timely and proper provision of the Goods and Services and does not correct such failure or breach within five (5) business days (or such shorter period of time as is commercially reasonable under the circumstances) after receipt of notice from City specifying such failure or breach; or(d) becomes insolvent, is placed into receivership, makes a general assignment for the benefit of creditors or dissolves, each such event constituting an event of default hereunder, City shall have the right to (1) terminate all or any parts of this Agreement, without liability to Vendor; and (2) exercise all other rights and remedies available to City at law and/or in equity. 9. INSURANCE AND INDEMNIFICATION: Vendor shall procure and maintain in full force and effect during the term of this Agreement, with an insurer licensed to do business in the State of Indiana, such insurance as is necessary for the protection of City and Vendor from all claims for damages under any workers' compensation, occupational disease and/or unemployment compensation act; for bodily injuries including, but not limited to, personal injury, sickness, disease or death of or to any of Vendor's agents, officers, employees, contractors and subcontractors; and, for any injury to or destruction of property, including, but not limited to, any loss of use resulting therefrom. The coverage amounts shall be no less than those amounts set forth in attached Exhibit C. Vendor shall cause its insurers to name City as an additional insured on all such insurance policies, shall promptly provide City, upon request, with copies of all such policies, and shall provide that such insurance policies shall not be canceled without thirty (30) days prior notice to City. Vendor shall indemnify and hold harmless City from and against any and all liabilities, claims, demands or expenses (including, but not limited to, reasonable attorney fees) for injury, death and/or damages to any person or property arising from or in connection with Vendor's provision of Goods and Services pursuant to or under this Agreement or Vendor's use of City property. Vendor further agrees to indemnify, defend and hold harmless City and its officers, officials, agents and employees from all claims and suits of whatever type, including, but not limited to, all court costs, attorney fees, and other expenses, caused by any act or omission of Vendor and/or of any of Vendor's agents, officers, employees, contractors or subcontractors in the performance of this Agreement. GOVERNMENT COMPLIANCE: Vendor agrees to comply with all federal, state and local laws, executive orders, rules, regulations and codes which may be applicable to Vendor's performance of its obligations under this Agreement, and all relevant provisions thereof are incorporated herein by this reference. Vendor agrees to indemnify and hold harmless City from any loss, damage and/or liability resulting from any such violation of such laws, orders, rules, regulations and codes. This indemnification obligation shall survive the termination of this Agreement. 11. NONDISCRIMINATION: Vendor represents and warrants that it and all of its officers, employees, agents, contractors and subcontractors shall comply with all laws of the United States, the State of Indiana and City prohibiting discrimination against any employee, applicant for employment or other person in the provision of any Goods and Services provided by this Agreement with respect to their hire, tenure, terms, conditions and privileges of employment and any other matter related to their employment or subcontracting, because of race, religion, color, sex, handicap, national origin, ancestry, age, disabled veteran status and/or Vietnam era veteran status. 12. E-VERIFY: Pursuant to I.C. § 22-5-1.7 et seq., as the same may be amended from time to time, and as is incorporated herein by this reference (the "Indiana E-Verify Law"), Vendor is required to enroll in and verify the work eligibility status of its newly-hired employees using the E-Verify program, and to execute the Affidavit attached herein as Exhibit D, affirming that it is enrolled and participating in the E-verify program and does not knowingly employ unauthorized aliens. In support of the Affidavit, Vendor shall provide the City with documentation indicating that it has enrolled and is participating in the E-Verify program. Should Vendor subcontract for the performance of any work under and pursuant to this Agreement, it shall fully comply with the Indiana E-Verify Law as regards each such subcontractor. Should the Vendor or any subcontractor violate the Indiana E-Verify law, the City may require a cure of such violation and thereafter, if no timely cure is performed, terminate this Agreement in accordance with either the provisions hereof or those set forth in the Indiana E-Verify Law. The requirements of this paragraph shall not apply should the E- Verify program cease to exist. 13. NO IMPLIED WAIVER: The failure of either party to require performance by the other of any provision of this Agreement shall not affect the right of such party to require such performance at any time thereafter, nor shall the waiver by any party of a breach of any provision of this Agreement constitute a waiver of any succeeding breach of the same or any other provision hereof. 14. NON-ASSIGNMENT: Vendor shall not assign or pledge this Agreement, whether as collateral for a loan or otherwise, and shall not delegate its obligations under this Agreement without City's prior written consent. 15. RELATIONSHIP OF PARTIES: The relationship of the parties hereto shall be as provided for in this Agreement, and neither Vendor nor any of its officers, employees, contractors, subcontractors and agents are employees of City. GOVERNING LAW; LAWSUITS: This Agreement is to be construed in accordance with and governed by the laws of the State of Indiana, except for its conflict of laws provisions. The parties agree that, in the event a lawsuit is filed hereunder, they waive their right to a jury trial, agree to file any such lawsuit in an appropriate court in Hamilton County, Indiana only, and agree that such court is the appropriate venue for and has jurisdiction over same. 17. SEVERABILITY: If any term of this Agreement is invalid or unenforceable under any statute, regulation, ordinance, executive order or other rule of law, such term shall be deemed reformed or deleted, but only to the extent necessary to comply with same, and the remaining provisions of this Agreement shall remain in full force and effect. 18. NOTICE: Any notice provided for in this Agreement will be sufficient if it is in writing and is delivered by postage prepaid U.S. certified mail, return receipt requested, to the party to be notified at the address specified herein: If to City: City of Carmel AND Douglas C. TERMINATION: 19.1 Notwithstanding anything to the contrary contained in this Agreement, City may, upon notice to Vendor, immediately terminate this Agreement for cause, in the event of a default hereunder by Vendor and/or if sufficient funds are not appropriated or encumbered to pay for the Goods and Services to be provided hereunder. In the event of such termination, Vendor shall be entitled to receive only payment for the undisputed invoice amount representing conforming Goods and Services delivered as of the date of termination, except that such payment amount shall not exceed the Estimate amount in effect at the time of termination, unless the parties have previously agreed in writing to a greater amount. 19.2 City may terminate this Agreement at any time upon thirty (30) days prior notice to Vendor. In the event of such termination, Vendor shall be entitled to receive only payment for the undisputed invoice amount of conforming Goods and Services delivered as of the date of termination, except that such payment amount shall not exceed the Estimate amount in effect at the time of termination, unless the parties have previously agreed in writing to a greater amount. 19.3 The City may terminate this Agreement pursuant to Paragraph 11 hereof, as appropriate. REPRESENTATIONS AND WARRANTIES The parties represent and warrant that they are authorized to enter into this Agreement and that the persons executing this Agreement have the authority to bind the party which they represent. 21. ADDITIONAL GOODS AND SERVICES Vendor understands and agrees that City may, from time to time, request Vendor to provide additional goods and services to City. When City desires additional goods and services from Vendor, the City shall notify Vendor of such additional goods and services desired, as well as the time frame in which same are to be provided. Only after City has approved Vendor's time and cost estimate for the provision of such additional goods and services, has encumbered sufficient monies to pay for same, and has authorized Vendor, in writing, to provide such additional goods and services, shall such goods and services be provided by Vendor to City. A copy of the City's authorization documents for the purchase of additional goods and services shall be numbered and attached hereto in the order in which they are approved by City. 22. TERM Unless otherwise terminated in accordance with the termination provisions set forth in Paragraph 19 hereinabove, this Agreement shall be in effect from the Effective Date through December 31, 2019 and shall, on the first day of each January thereafter, automatically renew for a period of one (1) calendar year, unless otherwise agreed by the parties hereto. 23. HEADINGS All heading and sections of this Agreement are inserted for convenience only and do not form a part of this Agreement nor limit, expand or otherwise alter the meaning of any provision hereof. 24. BINDING EFFECT The parties, and their respective officers, officials, agents, partners, successors, assigns and legal representatives, are bound to the other with respect to all of the covenants, terms, warranties and obligations set forth in Agreement. 25. NO THIRD PARTY BENEFICIARIES This Agreement gives no rights or benefits to anyone other than City and Vendor. 26. DEBARMENT AND SUSPENSION 26.1 The Vendor certifies by entering into this Agreement that neither it nor its principals nor any of its subcontractors are presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from entering into this Agreement by any federal agency or by any department, agency or political subdivision of the State of Indiana. The term "principal" for purposes of this Agreement means an officer, director, owner, partner, key employee or other person with primary management or supervisory responsibilities, or a person who has a critical influence on or substantive control over the operations of the Vendor. 26.2 The Vendor certifies that it has verified the state and federal suspension and debarment status for all subcontractors receiving funds under this Agreement and shall be solely responsible for any recoupment, penalties or costs that might arise from use of a suspended or debarred subcontractor. The Vendor shall immediately notify the City if any subcontractor becomes debarred or suspended, and shall, at the City's request, take all steps required by the City to terminate its contractual relationship with the subcontractor for work to be performed under this Agreement. ADVICE OF COUNSEL: The parties warrant that they have read this Agreement and understand it, have had the opportunity to obtain legal advice and assistance of counsel throughout the negotiation of this Agreement, and enter into same freely, voluntarily, and without any duress, undue influence or coercion. 28. ENTIRE AGREEMENT: This Agreement, together with any exhibits attached hereto or referenced herein, constitutes the entire agreement between Vendor and City with respect to the subject matter hereof, and supersedes all prior oral or written representations and agreements regarding same. Notwithstanding any other term or condition set forth herein, but subject to paragraph 16 hereof, to the extent any term or condition contained in any exhibit attached to this Agreement or in any document referenced herein conflicts with any term or condition contained in this Agreement, the term or condition contained in this Agreement shall govern and prevail. This Agreement may only be modified by written amendment executed by both parties hereto, or their successors in interest. Project Understanding & Proposed Solution In 2018, GlSinc performed a Cityworks Discovery Workshop with the City of Carmel to help identify organizational requirements and workflows that would comprise a potential implementation of Cityworks PLL (Permitting, Licensing, and Land). Through the Discovery Workshop, one of our lead Cityworks Solutions Engineers, Emily Ranft, was able to gain an understanding of and familiarity with the City's functional objectives. Based on what we learned through conversation, brainstorming, and documentation, GlSinc prepared a deliverable that was intended to not only define and capture the component workflows, but also to effectively serve as a guide to support the configuration of the Cityworks software. The Discovery Workshop is a natural predecessor project to an implementation and, in fact, completing the workshop in advance of an implementation project(in contrast to including the workshop within the implementation)has allowed GISinc to prepare a nicely refined proposal and associated price that derives directly from the Workshop experience. Accordingly, GlSinc is proposing an implementation of Azteca Systems' Cityworks PLL Server application, an industry leading,GIS-centric solution. Cityworks has been developed on top of and in parallel with Esri technology since the inception of the software and has helped shape the location-based asset management industry. The solution offers a robust, enterprise-oriented permitting application. The flexible deployment and configuration options supported by Cityworks offer a solution that can support rapid and intuitive short-term adoption while remaining scalable to future capacity and evolving organizational requirements. The section that follows offers a high-level summary of Cityworks PLL,though a more detailed summary can be found in Appendix A: Cityworks Server PLL Permitting, Licensing, and Land (PLL) is a single module that encompasses workflows that review and regulate. Essentially, processes that involve elements such as application, review, inspection, approval, and expiration can be accommodated through PLL. Even more than the linked work activities of AMS, PLL is designed to truly support workflows, wherein a process has steps that pass through multiple people or departments, with contingent behaviors driven by the outcome of any given step. Additional Modules One of the values of Cityworks is the modular design, which allows the City to optionally leverage added functionality with supplemental licensing. Among the additional modules, referred to as Add- Ons, available for future expansion are: Cityworks APIs The Cityworks Application Programming Interfaces (APIs) accommodate programmatic access to system data from external applications, including the ability to view, modify,and create permits, inspections, and more.APIs are the cornerstone for developing custom applications or integrations. It allows citizens and contractors to apply for and track the progress of permits and licenses, request inspections, and pay fees. 3. Project Management Approach GlSinc's project management approach includes people, processes, and technology that are designed to make sure that our customers receive outstanding value. Over the years, GISinc has established an approach to project execution that has proven successful across a broad spectrum of project types and has resulted in repeatedly favorable feedback and many long-lasting client relationships. The approach is simple, but effective and is based on managing projects according to five (5) key phases with constant communication throughout. Our aim is to be sure that you, as a client, are never wanting for information regarding the state of the project. Planning & Analysis Phase The Planning&Analysis Phase is the start of our project lifecycle. It is communication centric,starting with the project kickoff meeting and scheduling the project reviews. GlSinc will also review the project's budget and schedule as part of this phase and,at the end of the project,we will initiate the project closeout process that includes a client satisfaction survey. • Project Kickoff Meeting. GlSinc will schedule a kickoff meeting with the City as part of initiating the project to identify tasks, billing procedures, and establish a communication plan for coordinating the activities of the project as well as status reporting. During the kickoff meeting we will also set a schedule for bi-weekly project review meetings.Our team will employ our internal project controls to manage the project budget and schedule. • Project Reviews. A bi-weekly project review meeting schedule is established during the kickoff meeting and will be used to identify upcoming tasks, review decisions points, and discuss overall status for the project. As part of each project review meeting, GlSinc will send the City a report/document that includes information on schedule and budget progress, tasks completed, upcoming milestones and more. We will use the project review meeting to walk through the status report and look ahead to identify potential project issues and corresponding mitigation procedures. • Budget &Schedule. GISinc builds-out a project schedule prior to initiating work,the format of which is scaled to the magnitude of the project at hand. Each task is assigned a number of hours, budget, and date to complete. The project information is tracked with GlSinc's financial package, Unanet, which is used throughout the project to project and task level tracking.The billing process varies based on the type of project(firm fixed or time and materials). • Closure Letter&Satisfaction Survey. Upon completion of work, GlSinc will send an email to the City asking for documentation that they consider the project complete and are satisfied with the deliverables. GISinc does not consider a project closed until this confirmation is received. GISinc will work with the City on relevant considerations such as deployment pattern and underlying system architecture, configuration validation, and technical logistics associated with Cityworks PLL. Given that the Discovery Workshop has been completed, the Design Phase of the project will be significantly abbreviated from a standard PLL implementation project. The specific approach to coordinating the remaining activities will be tailored to the project and task to ensure the most productive and accurate result,and may include phone discussions, demonstrations,workshops, and onsite interviews and working sessions. Development Phase Not all projects represent traditional development efforts, but this phase refers more generally to the primary or core tasking,where the solution(s)detailed within the Design Phase comes to life.Development can also be considered a reference to the environment,in a way,since much of the work completed within this phase would be carried out in a lower tier separated (ideally)from any production system to mitigate the potential for end user disruption. The documentation refined within the Design Phase will guide the work completed in the Development Phase and upon completion, this phase will result in a completed product ready for client and user testing. Testing Phase The Testing Phase really focuses on City review and approval of the target product or system prior to planning the implementation into the production environment. The user acceptance testing process is a collaborative effort between GlSinc and the City wherein we provide the necessary documentation or training to allow City staff to evaluate the deliverable(s)against the configuration documentation finalized and approved by the City during the Design Phase/Discovery Workshop.Any feedback provided by the City is tracked by GISinc staff within our issue tracking system (JIRA)where each report will be evaluated, and the appropriate action determined to obtain satisfactory resolution. JIRA will be used to report and communicate the status of all incidents and appropriate resulting actions taken or required.This may result in an iterative process until the GISinc and the City mutually deem the configuration to meet the approved configuration outline and authorize the system for release to production. Implementation Phase The final phase of any project is the implementation of the product or system into the production environment. In some cases, certain aspects or tasks of the Development Phase may be repeated in order to construct the necessary target environment, but much of the core effort of deployment will be specific to the system or product(s) being released. A key part of the Implementation Phase may be a more formalized training for users, be that administrators, end users or both. PLL Implementation Pattern The following section outlines a sequence of core tasks that represent our proposed execution pattern. Each primary task described herein, of course, is comprised of a more granular list of tasks that the team will complete with GISinc leading the way throughout. Configuration Requirements Finalization The City elected to complete the Cityworks Discovery Workshop in advance of the PLL implementation, which resulted in a comprehensive document that will effectively serve as the configuration/design guide for the PLL implementation. GlSinc has assumed that the workflows identified and discussed in the Workshop will largely remain unchanged (and have estimated this project accordingly), but the implementation team will validate or clarify certain elements, as necessary to allow the collective team to finalize the requirements. During this finalization effort, GISinc will work with City staff to understand the deployment and operational environments to facilitate smooth configuration and release management. Another key element of this step involves the City compiling and delivering the various reporting samples, templates,and layout/content requirements. Deliverables: • Strategy for Implementation/Deployment Pattern • Confirmation of Environment and Versions • Finalized PLL Configuration Requirements • Compiled Reporting Inputs Establish Lower Tier(Development or Staging) Environment GISinc will work remotely on the deployment of Cityworks Server into a lower tier environment designated by the City to begin the process of implementation. The environment should meet the minimum specifications for Cityworks Server(see Appendix B). The City will need to facilitate remote access for GISinc to accommodate PLL configuration, preferably via VPN or an alternate method with comparable performance and security. GISinc will configure Cityworks PLL into the City's existing Cityworks environment (v15.2.6). Further detail and logistical coordination will be communicated within the project, but the strategy will include configuration at the production tier with database restoration into a development or testing tier,where the City staff will be able to test and accept the solution without impact to production users. GlSinc can work with City technical staff to restore the database or, if preferred, we can complete the task independently with appropriate permissions to the target location are granted. Additionally, Cityworks Server relies on services (map, geocode, etc.) delivered through ArcGIS for Server.GISinc will help the City identify the required services and guide the structure/content of those services, but City staff will be responsible for designing the specific cartographic presentation and behavior of the map services according to localized preferences. With respect to the core workflow configuration,we will leverage the documentation and information gathered in the Discovery Workshop and finalized during Design to drive the functional configuration. Given the granularity of the configuration, we will also work with City staff throughout the implementation to ensure we have understood and are accurately reflecting processes within Cityworks.To accommodate estimation,we gathered some information from the City, but also made a few assumptions to help bind the scope of the implementation.As such,we have based our proposal on the following: • 25 Core Workflows/Permit Types • 8 Custom Checklists • 20 Case Data Groups • 80 Simple Fees • 160 Hours of Crystal Report Development • 40 Hours of User Interface Customization As the configuration requirements process is finalized, GlSinc will coordinate with the City if there are significant deviations from the assumptions documented above to prioritize or reconcile the requirements against the scope.Within the context of any project of this type,the team will inherently identify processes,workflows or general information that may influence the direction of the specific configuration items in a way that was potentially unforeseen by the City and unplanned by GISinc (e.g., new permit types or work flows,additional reporting, etc.). Given the highly variable nature of report development, we have proposed an explicit block of hours that will be directed to all efforts associated with creating, refining and publishing the City's reports. The number of hours allocated has been roughly derived from an estimated number of reports the City may have or desire, but the content and layout of the report can result in something as simple as an hour or two to something as extensive as several days. GlSinc will attempt to help communicate such variations to allow the City to prioritize where the hours are directed. Additional hours can be procured through a change order or a supplemental contract, if necessary or desired and strictly at the City's discretion. The team will discuss the desired changes and help prioritize allocation of the dedicated time. Any requested changes that cannot be completed in the designated block of hours can be documented and addressed within a subsequent phase or supplemental support structure.The designated hours are specifically targeting user interface modifications and must be used prior to final training. With the completion of this phase, the core configuration of the software and environment is effectively in place and functional. Workflows have been represented through the configuration of permit types, workflows, and case data, and the system is functionally ready for initial review and testing by City staff. GlSinc has helped communities across the country migrate data between systems and, as a result, we have established a reliable and repeatable process that is effective independent of the source and target systems. The process GlSinc has established is systematic and has proven applicable to a broad range of data projects spanning diverse data formats, schemas, and systems (both commercial and homegrown). Conceptually,the approach is straightforward and encompasses a crosswalk of source (Pentamation)and destination (Cityworks)schemas to allow identification and documentation of the table,field, and values maps that can be captured into the logic of an ETL(Extract,Transform, Load)script development process. The process is executed and the result evaluated/validated iteratively,if needed,to refine the migration. Deliverables: • Schema Crosswalk Documentation &Reviews • Final ETL Scripts (Referential Only) • Designated Pentamation Data Migrated to Cityworks Integration with Laserfiche The City has been engaged internally in interdepartmental discussions to finalize the vision for a Laserfiche integration and has recently shared with GISinc the core functional objective. Fundamentally, the objective will be to have an integration that automates the transfer of documents attached to and accessed within workflows in PLL into Laserfiche. By this design, Laserfiche serves as both a consolidation point and an archive. GlSinc has worked with Laserfiche in the past, facilitating integrations with other applications and interfaces and, as such,we have comfort and confidence in undertaking the desired system integration. At the same time, and in talking with our team of Developers,additional functional detail and clarification can have a significant influence over the integration design, including such topics as: • Focal data elements—supplemental data/inputs involved in the integration • Directionality—unidirectional push or pull, bidirectional flow, etc. • Trigger events—on attachment/insertion,with modification, deletion, etc. • Frequency—periodic, near real-time, real-time, etc. • Mechanism—APIs, database views,monitoring services,transient flat files, etc. • Technology—services, database procedures, etc. and alignment with local convention Exhibit �2 ° 6'7 ISinc Inspired by Location • Business logic—raw data movement, logical transformations, etc. Additionally, the GISinc strategy toward integration involves collaboration with the third-party vendor (Laserfiche, in this case)to confirm the availability of methods and access,which helps to ensure that our integration designs conform to best practices that are optimized with inputs from the software developers. Based on these discussions and a description of the desired functionality, GlSinc is proposing an integration that leverages the Cityworks XML customization and the Laserfiche REST API. The integration will take the form of a custom button to be added into the Cityworks interface through which users access attachments to allow the users to archive select attachments to Laserfiche.The button will trigger a simple dialog listing the available attachments associated with the selected Cityworks activity. Users will be able to select the desired file and initiate the automated archival process. Only one attachment will be archived at a time and that attachment will be removed from Cityworks and moved into Laserfiche as a single, defined web form (item type) with up to 5 associated metadata items or attributes. Upon successfully archiving the file to Laserfiche, a hyperlink will be added into Cityworks to allow persistent history and access to the documents.The process will be facilitated by a single identified account used as a proxy for authentication to Laserfiche and will not require (or support) individuals to authenticate directly. Based on discussions with the City, we recognize that some additional integration behaviors may be desired, and that functional clarity often emerges after seeing the initial baseline integration in action. Accordingly, GISinc will develop the Laserfiche integration as described above, but we have also included up to 80 hours of additional development time to address functional enhancement or extension of the integration. The 80 hours are intended to be used within 90-days of the initial release of the Laserfiche integration to the City. This time will be used to discuss, design, estimate, and work toward completing development requests. Each request will be assessed and estimated to allow the City to prioritize and authorize the additional work. GISinc assumes that the City has the requisite licensing to support the integration, including access to the Laserfiche APIs. Deliverables: • GISinc Coordination, Communication, Facilitation Integration with App-Order (MyCarmel) The City has been using a mobile application developed by App-Order called MyCarmel for citizen requests on various issues to various departments through the City. Additionally,the City has established that on a go-forward that they wish to continue utilizing the MyCarmel application for these requests, but ultimately a method of automated connection into the City's asset-management system (Cityworks AMS) would be optimal. Ultimately, having this type of connection would optimize departmental routing and creation of services requests for the City, and would mitigate erroneous routing as well as delay of entry. GISinc has spoken with the MyCarmel application vendor, App-Order, and has reviewed technological documentation to gauge feasibility of creating an automated connection. Based upon the spoken, understood, and written contingency that App-Order will produce an API that GISinc could access the proper endpoints for the report details and attachments then an integration with Cityworks AMS is feasible. Upon the release of App-Order's API containing the required data points, GISinc will setup review meetings that crosswalk the data being exposed from the App-Order API to the corresponding fields within the Service Request to validate that the proper information is able to be obtained and populate the appropriate attributes within a Cityworks Service Request as outlined by the City of Carmel. Upon confirmation, GlSinc will finalize the design document of this integration and the finalized document will serve as a guide for GlSinc to programmatically develop the integration. Integration Functional Elements: The functional elements of this integration begin with several requests that users of the MyCarmel application can select. The City of Carmel has expressed the desired ability that a MyCarmelApp request is selected (or reported) that it's routed a) to the proper City department, and b)the corresponding Cityworks Service Request automatically created. Certain information,from the MyCarmel request (report),would need to be populated in the Cityworks Service Request from the item. Steve Smith's reporting information in captured in Set Location(64791), Take Photos (64792), Text Note(64788), and Reporter(64793) which has sub-types of Name (64797), Email(64794), Mobile Phone Number(64795). Upon submittal, this information would dynamically populate a Service Request for the Engineering Department for a Drainage issue. The City would then decide which action work order, inspection, or case would need to be assigned to this reported issue. Any of these actions would be linked back to the originating service request. • Deliverables: • Final Integration Design • Cityworks Service Request Creation from App-Order(MyCarmel) Report Submittal PLL Public Access Portal Implementation The City has expressed interest in an online tool that will allow the public to apply for and track permits online,through a simple, easy to use,web-based portal. Cityworks offers such a tool in their Public Access add-on for Server PLL. This add-on is the citizen's portal to Office and Field for PLL, allowing them, along with contractors, to apply for and track the progress of permits. The typical workflow for the Public Access Portal is as follows: • Can be accessed by users who have setup a registered login ID,or who login as a guest user(guest account submittals can be disabled if desired). • Once access is established, the user can choose the type of permit they would like to apply for, assign it a spatial location,then proceed to complete the subsequent application sections. • The user completes the application details consisting of People(Owner),Contractors,Data Group (Property Details),Attachments, and Payment. These are the same data details that are present within the Office version of PLL, and as such, will be populated from the application upon final submittal by the applicant. If the applicant has an established user account for the Public Access portal,their home screen will display all permit applications they have filled out or submitted,whether closed,open,or incomplete (filled out, but not yet submitted). In addition to viewing the submitted permits in list form, the portal offers a map view of the user's permitting activity by geographically representing each permit on top of a base map using the XY coordinates derived from the address the applicant assigned to the permit at submittal. In addition to tracking the progress of a permit, the user can also choose to request, check the status of, or cancel and inspection request. Configurable Permissions: While the Public Access portal for PLL offers a number of available functions, the City will have control over what information is configured and seen through the portal. If it is the desire of the City to not exposed certain content of the permitting process—workflow for example—that option is simply disabled, hiding it from view. This same idea applies to all aspects of the portal; it can be as robust or as scaled down as it needs to be. Cityworks' Public Access portal is designed to put the application process in the hands of the citizens, thereby offloading some of the workload from City staff. Within the application process, and with most of the portal features enabled, the time spent performing data entry is drastically reduced. In essence, City staff would receive a new application, review it for completeness, then proceed with processing — whether that is reengaging the applicant,or promoting the application to the next phase of the approval process. GISinc is proposing to implement the PLL Public Access portal and configure it to allow applications from citizens and contractors for each of its permit types. We will deploy the out-of-the-box application to include configuration of the default payment gateway(PayPal). Additionally,the approach we propose is will include up to 60-hours of customization (UI or development)as identified by the City and supported by the Cityworks platform.
