Docket No. 181i0008 DP/ADLS: ZP Investments,LLC. 2. Docket No. 18110009 V: The Bridges PUD (Z-550-11) — Sections 4.5, 4.6, 4.7 and Exhibits 6, 7, 8 — Architectural Style:Prairie Style required,Modern style requested The applicant seeks site plan and design approval with a variance for a new, 5 story (93'6" tall) office building totaling about 120,000 sq. ft. and 5 story (57' tall), approximately 470 space parking garage on 7.51 acres. The site is located at the southeast corner of Illinois Street and Fidelity Way (south of 116th Street). It is zoned PUD within the Bridges PUD(Z-550-11)and is not located within any overlay zone. Petitioner: Brian Tuohy: • With me at this meeting are Dean Burger - Chief Financial Officer of Zotec, Benjamin Bemis - Consulting Engineer,Cynthia Blackford-Doninger Tuohy&Bailey LLP,and Chris Boardman-Ratio Architect • We have made multiple updates since the last meeting • One of the comments from the Committee was that the building appeared as a stark white • Presented an update rendering of the building • Passed out physical examples of the gray spritz glass • The walkway bridge and garage will match the office building • We believe the building will not omit a glare during the evening and night hours • We believe our building is more of a gray color than a stark white like the Delta Faucet and Roche buildings • We changed the horizontal fin architecture on the parking garage to make it more dense in the corners and to give it a more asymmetrical appearance • Showed a rendering of the entrance of the parking garage off of Fidelity Drive • Showed a rendering of the courtyard entrance to the office building • Showed a rendering of ZP building and Market District looking south and north on Illinois Street • There's 450'that separates the ZP and Market District buildings . . • We will have outdoor and indoor bike parking • We've added significant landscaping. One of the Committee members stated to add more to soften the view. • 66 evergreens are now included in the landscape plan • Heritage at Spring Mill is west of the ZP building and is our closest residential neighborhood(880' away) • Williams Mill is our next closet neighborhood(1500' away)and their view is blocked • Spring Mill Place is about 1700' from our ZP building and they can see our building 1 Commercial Committee Minutes 4-16-19 Department Report: Rachel Keesling: • The petitioner has addressed all the outstanding items we asked them to look at • The entire width of the ZP site is as wide as the Market District building by itself • The support structures of the garage are hidden by the floors and ramps of the garage • The architecture style will complement the other buildings in the corridor • This site has always planned to be an office site as part of the Bridges PUD • It's not directly adjacent to residential properties • We support the parking garage location and the changes they made to the design • There are two outstanding items remaining;the landscape and lighting plan • Staff recommends forwarding this on the full Plan Commission with a favorable recommendation of approval subject to staff's approval of the lighting and landscaping plans Committee Comments: Laura: Do the fins alternate in color from gray and black? Chris Boardman: The fins are all the same gray color. The reason they may look different in the renderings is they are casting a shadow. John Adams: Do you know the status of the landscape plan with the Urban Forester? Rachel: The Urban Forester is fine with it. He has asked for modifications of the species of trees to be used. He asked to preserve an existing sycamore tree on the southern end of the site. The demo plan, site plan, drainage plan, and landscape plan need to be updated to show this tree as protected.No matter what sheet, it will need to show to preserve this 36' tall tree. He noted that Korean Pines are not good in this location and to remove this species from the plan. John Adams: Is the petitioner willing to work with the City and adjust their landscape plans? Brian Tuohy: We have no problem doing that. Brad: What's the roof top screening material for the mechanicals? Brian Tuohy: Presented a physical example - it's a gray horizontal screening material. Brad: What will stop a car going too far off the parking garage? Chris Boardman: There's a concrete wheel stop. Brad: Referring to the landscape plan - can you add more prairie grasses or low shrubs along the crosswalk and garage to avoid people from walking across the lawn? Chris Boardman: Yes Brad: Can you bring up the examples the materials used along the courtyard? Brian Tuohy: Referred to the PowerPoint slides. We will have tables and sitting areas that could be used during breaks and company picnics. Brad: Are any of the hardscape intended to be pervious materials? Chris Boardman: It is not. The majority of it is concrete paving of two different colors and paver block. Brad: Where is the dumpster enclosure located? Brian Tuohy: They will be located underground, under the walk way between the parking garage and office building.
