COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter, Anthony Green, H. Bruce Kimball, Sue Finkam, Kevin D. Rider and Deputy Clerk Jacob Quinn were present. Council President Worrell called the meeting to order at 6:00 p.m. AGENDA APPROVAL Agenda approved 7-0. INVOCATION IPastor Kristen Dalton, Traders Point Christian Church, delivered the Invocation. Councilor Carter led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Chief Dave Haboush, Carmel Fire Department, addressed council recognizing retiring Firefighter/Battalion Chief Jeff Steele. Councilor Finkam recognized David McCartney and National Donate Life Month. Mr. McCartney addressed Council. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Mike Shaver addressed Council concerning City Center and how it relates to Pedcor Investments, LLC. Matt Milam made a request for documents that Mike Shaver had previously made, but had not yet received. Jeff Maurer spoke in favor of Resolution CC-04-15-19-01 which requests that the United States Postal Service modify last line of address for addresses within Home Place. IISteve Carter,U.S. Senator Mike Braun's office, offered himself as a resource to Council. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS 1 ICouncilor Finkam gave an update on Cherry Creek Blvd. CONSENT AGENDA Councilor Finkam moved to approve the consent agenda. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for the vote. The motion was approved 7-0. a. Approval of Minutes 1. March 18, 2019 Regular Meeting 2. March 28, 2019 Special Meeting b. Claims 1. Payroll $2,741,778.46 2. General Claims $1,910,605.69 3. Retirement$101,138.56 4. Wire Transfers $1,529,122.54 ACTION ON MAYORAL VETOES There were none. II COMMITTEE REPORTS Councilor Finkam reported that the Finance, Utilities and Rules Committee had not met. Councilor Green reported that the Land Use and Special Studies Committee had not met. OTHER REPORTS—(at the first meeting of the month specified below): Henry Mestetsky, Executive Director of the Cannel Redevelopment Commission, gave the monthly report. He also addressed Council that the CRC documents requested should be available online,but if they aren't he would be happy to provide them to the Clerk-Treasurer's Office to place online. Sam Burgess gave the quarterly report for the Carmel Historic Preservation Commission. Henry Mestetsky presented the bi-annual report for the Redevelopment Authority. OLD BUSINESS Councilor President Worrell announced the Eighth Reading of Ordinance D-2448-18; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5, Division VIII, Section 6-158 of the Carmel City Code; Sponsor: Councilor Carter. Item remains in the Land Use and Special Studies Committee. 2 Councilor President Worrell announced Resolution CC-01-07-19-01: A Resolution of the Common ICouncil of the City of Carmel, Indiana, Recognizing Additions to the Historic Contributing Buildings Survey as Recommended by the Cannel Historic Preservation Commission. Councilor Carter moved to remove the item from the table. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for the vote. The motion was approved 6-0 (Green absent). Councilor Rider moved to approve Resolution CC-01-07-19-01. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for the vote. Resolution CC-01-07-19-01was approved 6-0 (Green absent). PUBLIC HEARINGS Councilor President Worrell announced the First Reading of Ordinance D-2460-19; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Appropriation of Funds from the Operating Balance of the Motor Vehicle Highway Fund (Fund#201). Councilor Finkam moved to introduce the item into business. Councilor Carter seconded. Councilor Finkam presented the item to Council. Council President Worrell opened the public hearing at 7:08 p.m. Seeing no one who wished to address Council, Council President Worrell closed the public hearing at 7:09 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Finkam seconded. There was no Council discussion. Council President Worrell called for the vote. The motion was approved 7-0. Councilor Rider moved to approve Ordinance D-2460-19. Councilor Carter seconded. There was no Council discussion. Council President Worrell called for the vote. Ordinance D-2460-19 was approved 7-0. INEW BUSINESS Councilor President Worrell announced Resolution CC-04-15-19-04: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the General Fund and the Motor Vehicle Highway Fund. Councilor Rider moved to introduce the item into business. Councilor Campbell seconded. Councilor Rider moved to approve Resolution CC-04-15-19-04. Councilor Campbell seconded. There was no Council discussion. Council President Worrell called for the vote. Resolution CC-04-15-19-04 was approved 7-0. Councilor President Worrell announced the First Reading of Ordinance D-2462-19; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5, Division VIII, Sections 6-157 and 6-161 of the Cannel City Code. Councilor Finkam moved to introduce the item into business. Councilor Carter seconded. Councilor Finkam presented the item to Council. Councilor Worrell referred the item to the Finance,Utilities and Rules Committee. Councilor President Worrell announced the First Reading of Ordinance D-2461-19; An Ordinance of the Common Council of the City of Cannel, Indiana, Amending Chapter 2, Article 4, Section 2-110 (Rainy Day Fund#912) of the Cannel City Code. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Councilor Finkam presented the item to Council. Councilor Finkam moved to amend line 38 by inserting at the end of the sentence, unless otherwise restricted by Indiana or ICarmel City Code. Council Rider seconded. There was no Council discussion.
