MEETING MINUTES

OTHERS PRESENT
Christine Pauley, Executive Director of the Bond Bank and Clerk -Treasurer of the City of Carmel; Andy Mouser, H.J. Umbaugh
& Associates; Bruce Donaldson, Barnes & Thornburg; Henry Mestetsky, City of Carmel Redevelopment Authority; and Ann .
Bingman, Director of Finance, Clerk -Treasurer's Office, City of Carmel.
Christine S. Pauley, Clerk Treasurer of the City of Carmel, called the meeting to order at 6:05 p.m. and recognized a quorum of
the Board present.
OLD BUSINESS
None
NEW BUSINESS
1. Consideration and approval of the minutes of the Bond Bank Board meeting held on January 11, 2018.
2. Mr. Mestetsky, CRC Director, provided an update regarding the Hotel Carmichael.
3. A Resolution to extend the sunset provision for the $18M Bond for Hotel Carmichael was presented. A motion to
approve adding the extension was made. A vote was taken and the Board unanimously passed the motion.
4. Ms. Bingman provided an update of the City of Carmel SBOA audit.
5. Discussion of Public Law No: 115-174 (05/24/2018) Economic Growth, Regulatory Relief, and Consumer Protection
Act -Section 403 Treatment of Municipal Obligations.
OTHER BUSINESS
Adding Municipal Bond OS Language for Real Estate -Oriented Issuances was discussed. A motion to approve adding the
language was made. A vote was taken and the Board unanimously passed the motion.

There being no further business to come before the Board, the meeting was adjourned at approximately 7:20 p.m.
