Oliger Short Term Rental Petition: 1. Introduction The request is to use this home on a limited basis for short term rentals of the entire house.The purpose is to enable Mr. Oliger to continue to own the house by offsetting expenses related to maintaining the home and child support. (Tom is 60 with a 16 year old daughter attending Carmel High School). This personal background is included because the unique circumstances and skill sets of the owner helps to explain the reason for the petition. Tom Oliger is a Carmel resident since July of 1994 living at 622 Alwyne Rd.Three children grew up in the home, the last of which will be a Junior at Carmel HS this year. He is self-employed owning Oliger Insurance, Inc. and has the management experience,flexibility, and skills required for this project. There was an unwelcome divorce about 6 years ago and Tom has spent that time fixing up the home and plans to keep it and continue residence here.The home is too large and expensive for a single man to justify, without using the space for a more productive purpose.The options are roommates (no thank you at my age), renting the home to a full time tenant(lose control, neighbors won't be happy, where would I live), selling the house (last resort option), and short term rentals which appears to solve the problem. Statement of special exception request: My request is to legally have the flexibility to rent out my own home on a limited basis to out of town guests desiring to visit Carmel.There is a hard limit to the nights that I may rent the house due to my child custody obligations that includes every other weekend for at least 3 more years. Therefor my plan is to make the house available for no more than 2 weekends per month and possibly a few week days. 2. Statement of support: This house, location, lot size, neighborhood, and parking are all perfectly suited for this type of property use.The house is 2800 square ft. on a large lot, distant from neighbors, can sleep 10 guests in 7 beds, and is within walking distance of the Arts and Design District.The home is ideal for families with small children and seniors (guests that hotels may not desire) and will attract affluent out of town families that prefer this type of lodging. There will be an economic benefit to downtown businesses and local service folks with essentially no impact. The owner(Tom Oliger) will be active in hosting all guests and will monitor, and respond to any concerns. Exterior Video Surveillance is installed.The home was rented through Air BnB on Saturday May 25th for the race and received a 5 Star review. • House and location are suitable • Local service and retail economy benefit • Air BnB will attract unique affluent guests to Carmel • Short term rental guests are preferable because they leave soon, vs long term rental customers that tend to drag down a neighborhood • House will need to be kept in top condition 3. Location Map, Photos, context, letters of support, etc. See attached photos 4. Neighborhood HOA— NONE 5. Parking Plan (4 cars in driveway)The driveway is the only driveway on this block North side. See attached drawing 6. Will be renting entire house through Air BnB all guests to be screened, preference given to families, seniors, and short stays. 7. List of practical difficulties complying with ordinance. a. The specific 30 days is too limiting due to conflicts with child custody requirements b. The 30 day ordinance only represents 8 different time periods to rent the house during the year, effectively limiting the potential to very few days annually. For example if you were fortunate enough to rent the property during all 8 periods, it is possible that they only rent one night.This makes it possible to only rent for 8 nights per year, even though you were successful getting a customer for every period. These restrictions are too limiting to help me solve the underutilization problem of my house. c.
