Docket No. 19020009 DP: Michigan Road Retail—Overall Development Plan The applicant seeks site plan approval for the extension of Redd Road and Weston Pointe Drive,as well as 3 new commercial lots on 6.68 acres. The site is located at about 10900 N. Michigan Road(just south of 11036 N. Michigan Road). The site is zoned B3Business and is within the US 421 Overlay. Filed by Jon Sheidler of Woolpert on behalf of Cityscape Residential. Petitioners: Ashley Bedell(Cityscape Residential),Jeshua Short(Progressive AE),&Jon Sheidler(Woolpert) Ashley Bedell: • Would you like me to review the development plan and then go over 19020010 DP/ADLS: Christian Brothers?Joshua Kirsh: Commercial Committee(Committee),do you have a feeling?John Adams: These two items are interconnected.At the April 16th Plan Commission(Commission)the two items were heard together,but have a separate vote.Joshua Kirsh: We will hear them as one and vote separately. 2. Docket No. 19020010 DP/ADLS: Christian Brothers Automotive Service Center The applicant seeks site plan and design approval for a new auto service center on 1.23 acres. The building will be 4,896 sq. ft.,24' tall,and will have 38 parking spaces provided.The site is located at about 10900 N.Michigan Road(just south of 11036 N. Michigan Road). The site is zoned B3Business and is within the US 421 Overlay. Filed by Jonathan Wakefield of Christian Brothers Automotive. Ashley Bedell: • Cityscape is extending Redd Road south right along the Boone County line. We have worked with Rachel Keesling and the property owners to the south to get the road alignment worked out. Weston Pointe Drive has been brought westward across US 421 to connect to the Boone County line. • We are looking at bringing three lots through which includes Christian Brothers on the southernmost lot. • At the Commission meeting there was a question about the intersection improvements at US 421 and Weston Pointe Drive. In the Submitted Packets is a page from the Indiana Department of Transportation (INDOT)permit set for the intersection improvements, including the turn lane and new configuration. • A&F Engineering is the lead group for the project. INDOT has reviewed their study. Jeshua Short: • Christian Brothers' is a light automotive service center.They pride themselves on exceptional customer service and transparency with customers during the process.The brand prides themselves on architecture and interior design. Commercial Committee Minutes 05-09-19 1 • The site is accessed from the west via Redd Road. • The building is a 5,660 sq. ft. • The building meets all architectural requirements. • Since the Commission meeting the last outstanding issues were building height, signage,and landscaping. • The architect has updated the total height of the building so the average meets the height requirements. • The landscape plan has been approved by the Urban Forester. • The signage plan was updated to meet the sign standards. Department Report: Rachel Keesling: • The petitioner has addressed all of the Department of Community Service's(Staff)concerns. • At first I was unsure if the original architectural design would be in compliance by this meeting.The varying heights of the roof and offset of the building façade all now meet the US 421 Overlay. • The overall height of all the portions was increased to meet the 20' average requirement. • There was a question at Commission regarding the turn-around area.This is necessary for the Fire Department vehicles,as well as,future connectivity to the north.This will not be taken out. • The petition meets all the requirements for number of parking spaces, landscaping, minimum floor area of the building, and signage. • The downspouts on the northern elevation are being moved further out to help expand the white brick sign band. This allows for a larger spandrel for signage to meet the 85%width requirement. • There was a question about the archway at the entrance of the building. This design is a necessary feature and focal point for their architecture and brand.Any Christian Brothers will include this design. • Staff is in support of the project.The overall development meets the requirements.The right-of-way dimensions are correct. • Sidewalks are provided on both sides of the street. • Street trees and landscaping is present. • Joshua Kirsh: Does Committee have final voting authority?Rachel Keesling: Yes,you do have final voting authority. • Staff is happy Redd Road is being lengthened and the solution was agreed upon with the property owner to the south. Committee Comments: Laura Campbell: • What is the process you all are going through with INDOT?Ashley Bedell: A traffic impact study analysis was done, showing the warrant for a stop light at the US 421 and Weston Pointe Drive intersection. We then prepared plans, submitted plans to INDOT,received the signal agreement,which has been executed,and is now going through INDOT's permitting process. My engineer has not heard an update from INDOT over the past couple of weeks. • Do you know what the range is,a couple of months?Ashley Bedell: Typically plans are with INDOT for review for a couple of months. John Adams: • What about for the cutout on US 421 for Weston Pointe Drive?Is that the same permitting process or can that be taken care of now?Ashley Bedell: Because there is a cutout today,we can utilize it today.John Adams: You just need to widen it?Ashley Bedell: Yes and having the signal installed and making modifications to the turn land configurations. John Adams: You can go ahead and construct the entry without the traffic signal installed?Rachel Keesling: The petitioner just needs to work with the Engineering Department to approval the plans for that specific portion of the road. • The facility is on the south end of the parcel,but the only entrance into that parcel is on the north end, correct?Ashley Bedell: Correct.John Adams: When I enter I then need to take a left down Redd Road to reach Christian Brothers.Ashley Bedell: Correct. • There was concern or comments about what will be present on the exterior of the building,with respect to tires stacked up. I believe you told us there wouldn't really be anything around the exterior, such as ice machines,and that most of the vehicles will be inside the building,with the exception of customers who Commercial Committee Minutes 05-09-19 2 drive in and leave their cars before the store opens.Jeshua Short: Everything will be contained inside the building. Christian Brothers is a light service automotive service center so they are a low noise generator. They don't do tire recapping and body work.Noise impact for the surrounding area will be minimal. For cars that are in service,the standard protocol is to bring them in at night and lock the garage bay doors. The majority of the time all the cars will be inside unless it is an exceptionally busy time or if a customer will pick up a car after hours.
