The applicant seeks the following development standards variance approvals: 3. Docket No. 19050009 V UDO Sections 5.39.D.3 & 5.39.H.5.b.i Minimum 5’ setback from street right of way allowed; 24.54’ into ROW requested. 4. Docket No. 19050010 V UDO Section 5.39.H.3.b Maximum 6’ tall sign allowed, 11’2” sign requested. The site is located at 11299 N. Illinois St. It is zoned MC/Meridian Corridor. Filed by Doug Staley Jr. of Staley Signs Inc. General Info & Analysis: The Petitioner seeks variance approval to erect signage on both side of an existing retaining wall that acts as part of one of the entry drives to the site, as well as acts as a boundary to the dry detention basin. Please see the Petitioner’s informational packet for more detail on the variance request. Due to the unique nature of the retaining wall, signage height and location variance approvals are requested. The existing retaining wall will become the sign structure once letters and signage are mounted. Ground signs are required to sit back at least 5-ft from the street right of way, and this sign is proposed to encroach 24.54 feet into the Illinois Street right of way. The existing retaining wall is around 11’2” tall on it tallest side. Again, the existing retaining wall will become the sign structure once letters and signage are mounted. The maximum allowed ground sign height is 6-ft. The signage on the south side of the wall will be 74.3 sq. ft. in area, and the signage on the north side of the wall will 23.6 sq. ft. The signage will be up lit with lower level light fixtures that are erected at ground level. Landscaping will be provided around the base of the retention wall, as part of the required dry storm water detention basin plantings. The Petitioner also already secured Consent to Encroach approval from BPW (Board of Public Works), for encroaching into the street right of way with the retention wall / sign. The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports these variance requests.
