Project Narrative Lucas Residence 1201 W. 116th Street Lucas Family 1143 W. 116th Street Carmel, IN 46032 Project #W17-0425 Revised 15-May-2019 Summary Report a. The Lucas Family is proposing a single-family residence on their property located south of 116th Street at the intersection of Clay Center Road in Carmel. The new residential structure will be located on the existing 10.5 ac parcel and accessed off 116th Street by way of a common driveway with the west adjoining property. The project site is currently a well-maintained grassed lot. The project will consist of a single-family estate residence, stormwater detention area and driveway disturbing approximately 2.50 acres. The improved areas not draining to the detention pond will continue to sheet south to Clay Creek similar to existing conditions. Local ordinance does not impose stormwater quality requirements on single-family residential developments disturbing less than 5 acres. b. There are no significant drainage problems on the property. c. The allowable development release rates are based on the disturbed area within the post-developed pond drainage areas. The pond was sized to provide 10 yr and 100 yr detention volume for the 1.189 acre disturbed area draining to the pond. An existing 0.453 acre area of maintained lawn will drain through the pond in the post-developed condition. d. Assumptions with the runoff calculation methods incorporated in this design include the following: Unit Hydrograph Method – Detention Modeling  Excess rainfall has constant intensity during duration and is uniformly distributed over the watershed.  Base time of runoff is constant.  Ordinates of unit hydrograph are proportional to total runoff.  Unit hydrograph represents all characteristics of the watershed and is time invariant. 07/01/19 Mike Sheeks Weihe Engineers, INC. Rational Method – Storm Sewer Design  The rainfall intensity is assumed to be uniform over a time duration equal to or greater than the time of concentration (Tc).  The maximum discharge occurs when the entire area is contributing runoff simultaneously.  At equilibrium the duration of rainfall at intensity I is t = Tc.  Rainfall is uniformly distributed over the basin.  The recurrence interval of Q is the same as the frequency of occurrence of rainfall intensity I.  The runoff coefficient (C) is constant between storms and during a given storm and is determined solely by basin surface conditions. The fact that climate and watershed response are variable and dynamic explain much of the error associated with the use of this method. e. The detention pond outlet control consists of a low and high stage orifice designed to attenuate the 10 yr and 100 yr developed peak runoff rate, respectively. Local ordinance requires a minimum 6” orifice actually be installed. f. The following table outlines the pre-developed and post-developed peak runoff rates and pond performance. Existing soils limitations include poorly drained soils and high water tables. h. The existing and post-developed areas drain to Clay Creek. There are no known limitations to discharging to the open drain other than the single-family residential development stormwater detention requirements imposed by the City of Carmel. i. Construction of the outfall to Clay Creek will require approval under the Regional General Permit by submitting for an IDEM WQC. j. The Engineer’s E&O insurance certificate is included at the end of this technical report. k. Based upon interpretation of the Flood Insurance Map, Panel 208 of 300, Map No.18057 C0208 G for Marion County, Indiana, dated April 19, 2016 the subject tract is partially located within Zone AE (Special Flood Hazard Area inundated by 100-year flood-Base Flood Elevations determined) and Floodway Area in Zone AE. m. A stormwater detention system providing 13,124 cubic feet of storage was designed and serves to attenuate the post-developed 100 year runoff to the pre- developed 10 year runoff rate. The pond will have a normal pool at elev. = 849.50. The pond is 3’ deep when at normal pool and includes a safety ledge. The top of bank is at elev. = 852.50. With 4.00” and 6.00” control pipes the pond will stage to 851.74 during the 100 yr. n.
