NOTICE IS HEREBY GIVEN that the Carmel Plan Commission will conduct a meeting on the 1611
day of July, 2019 at 6:00 o'clock p.m., at the Carmel City Hall Council Chambers, 2"d Floor, One Civic
Square, Carmel, IN 46032, to hold a Public Hearing regarding zoning applications identified by the Docket
Numbers referenced above (collectively, the "Request"). The subject real estate consists of approximately 6.8
acres, is generally located at 1101 Rohrer Road, Carmel, Indiana and is identified by the Hamilton County
Auditor's Office as Tax Parcel Identification Numbers 17-09-24-04-10-002.000, 17-09-24-04-10-001.000, 17-
09-24-04-10-001.001, and 17-09-24-00-00-019.001 (collectively, the "Real Estate").
The Real Estate is zoned R-1 Residential District and the Request seeks rezone, primary plat,
development plan, and ADLS approvals in order to develop a residential townhome community to be known as
"Monon Crossing" which will consist of sixty-four (64) for -sale residential townhomes. Attached is an aerial
photograph depicting the location of the Real Estate, color site plan depicting the layout of Monon Crossing and
the proposed townhome elevations.
The Request is described below:
Docket No. 19050017 Z: Requests to rezone the Real Estate from its current R-1 Residential District
zoning classification to the UR: Urban Residential District zoning classification to permit residential
townhomes on the Real Estate.
Docket No. 19050018 DP/PP/ADLS: Requests Development Plan, Primary Plat, and ADLS approval for
the "Monon Crossing" residential townhome community that will consist of sixty-four (64) for -sale

Monon Crossing Project Description and Comprehensive Plan Statement
Lennar Homes of Indiana, Inc. (“Lennar”) is the applicant pertaining to parcels of real estate
consisting of approximately 6.8 acres and generally located at 1101 Rohrer Road, Carmel, IN 46032 (the
“Real Estate”) as shown on the enclosed site aerial map and zoning map.
Lennar desires to develop a for-sale residential townhome community on the Real Estate to be
known as “Monon Crossing.” Lennar is seeking approval to rezone the Real Estate from its R-1 Residential
zoning classification to the UR: Urban Residential District zoning classification in order to develop
approximately 64 for-sale residential townhomes. The townhomes would range in size from approximately
1,700 to 2,400 square feet and the anticipated sale price range of these homes will be between $275,000 to
$350,000. Enclosed you will find a site plan and townhome elevations for the Monon Crossing community.
As noted, the subject Real Estate is zoned R-1 Residential and is designated on the Comprehensive
Plan map as “Suburban Residential” which is bordered on the east and south by the “Employment Node”
and to the west by “Low Intensity Residential.” Although the Comprehensive Plan designates the Real
Estate as “Suburban Residential”, it is noteworthy that: (i) the Real Estate is located east of and adjacent
to the Monon Trail; (ii) real estate east of the subject parcel (east of and adjacent to the Monon Trail) is
zoned MC: Meridian Corridor and is intended for more intense uses than currently in place; (iii) the Real
Estate is in close proximity to numerous office, retail and commercial uses including Clay Terrace, Hunters
Creek townhome subdivision, and Meridian Village commercial park; and (iv) the relatively small size of
the Real Estate (6.8 acres). Considering the foregoing the Real Estate presents an opportunity for a more
unique transitional, in-fill use.
The proposed Monon Crossing subdivision does meet the land use suggestions found in the
Comprehensive Plan for “Suburban Residential” development, including but not limited to, providing
enhanced architectural standards, positioning the fronts of dwellings to face Rohrer Road and providing
internal and external bicycle and pedestrian connectivity to the Monon Trail.
Further, the proposed Monon Crossing subdivision meets certain “City Wide Policies” of the
Comprehensive Plan, including but not limited to: (i) providing a transition between the future higher
intensity office and commercial uses east, to the less intense residential uses to the west of the Real Estate;
(ii) considering the number of offices and commercial uses north and south of the Real Estate, the proposal
provides housing opportunities close to where people work; (iii) providing enhanced architectural quality;
(iv) providing a variety of housing options and styles within a close walking or riding distance to
commercial and retail services in the community; and, (v) providing both internal and external bicycle and
pedestrian connectivity in the community.
The proposed development supports the policies and objectives of the Comprehensive Plan by (i)
providing a transitional land use between higher density areas to the east of the Real Estate and the
residential uses west of the Real Estate; and (ii) providing housing opportunities for young families,
professionals, and empty nesters near employment corridors; and (ii) activating access to the Monon Trail.
