A[[ installations shall be inspected by TriCo personnel during "open trench" phase and before backfilling with stone to twelve inches above the pipe. NO footing or foundation drains, or other sources of ground or stormwater, shall be permitted to enter TriCo's sanitary sewer system. All new construction will be placed on billing two months after connection has been made or when water is connected, whichever comes first.
