HomeMy WebLinkAboutMinutes PC 05-19-98 CARMELlCLAY PLAN COM1VHSSION MAY 19, 1998 The regularly scheduled meeting of the Carmel/Clay Plan Commission was called to order by the President at approximately 7:00 PM in the Council Chambers of City Hall, One Civic Square, Cannel, Indiana on May 19, 1998. Members present were: Dave Cremeans;Madeline Fitzgerald;Dick Klar;Norma Meighen;Bob Modisett;Pat Rice; Rick Sharp;Luci Snyder;Paul Spranger; Tom Thompson; Chris White; and Tom Yedlick. Steve Engelking, Director, Michael Hollibaugh; Terry Jones; and Mark Monroe were in attendance representing the Department of Community Services. The minutes of the previous meeting were approved as submitted. Mark Monroe reported to the Commission that there were updates regarding the Michigan Road Overlay Zone Ordinance and the Residential Open Space Ordinance. Rick Sharp reported that the City Council had unanimously approved the amendments to the Michigan Road Overlay Ordinance; however, some clarifications will be brought before the Plan Commission in June in response to land owners questions and concerns raised at the Council level. Michael Hollibaugh stated that copies of the suggested changes will be sent to the Commission members as soon as possible. In regard to the Resolution that was passed at the April meeting regarding the Residential Open Space Ordinance, Michael Hollibaugh reported that it is difficult for the three named developers to meet the 30 days time frame for submission of example projects to the Plan Commission. It is hopeful that drawings will be available at the time the information packets are mailed to the Commissioners for the June meeting. Rick Sharp reported to the Commission on the Village of West Clay; an updated traffic study was received and for the moment,that issue has been laid aside. The Committee requested that the School Corporation bring forward their assumptions that lead them to the conclusion that they will have no trouble absorbing the population from the Village of West Clay, from inception until buildout. The upcoming Committee meeting on Tuesday, May 26th at 7:00 PM will be a point-by-point look through the ordinance, development standards, covenants, etc. All Commission members are encouraged to attend. H. Public Hearing: 1 h. Commission to consider Docket No. 30-98 PP,Amend., a Replat application for Plum Creek Development Company. Petitioner seeks approval to replat the subdivision known as Plum Creek Farms into 225 lots on 84 acres. The site is s:\minutes\pc\1998may 1 .o� located north of 126th Street, on the east side of Hazeldell Road. The site is zoned S-1/Residence (cluster option subdivision.) Filed by James Nelson of Nelson and Frankenberger. Jim Nelson, 3663 Brumley Way, Carmel, appeared before the Commission representing the Thompson Companies. Corby Thompson of Thompson Companies and Cort Crosby of Schneider Engineering were also in attendance. Approval is being requested to amend the primary plat for Plum Creek as to the one neighborhood known as Plum Creek Farms. The primary plat for Plum Creek was approved in December, 1993, and provided for 520 acres, 210 acres allocated to a golf course,the remainder to 638 home sites. One of the most successful neighborhoods in Plum Creek is the "Villages" area that lies at the southwest corner of 126th Street and River Road and markets for between $180, and $325,000. The demand for the patio homes in the Villages on the golf course has exceeded the number constructed. The amendment to the primary plat will only affect the 84 acres. Three entrances have been provided: one from Hazeldell Road; one from 126th Street; and one to serve the frontage road for the lots abutting 126th Street. The proposed plan provides for 17 acres of open space that includes three lakes, three park areas, and two areas of open space at the entrance; all are connected by a pathway system over one mile in length. The initial plan provided for 7.5 acres of open space which were basically the retention facilities. The plan also allows for the preservation of the oval-shaped barn on the property. Members of the public were invited to speak in favor or opposition to the proposed development; none appeared and the public hearing was closed. Mark Monroe reported that the Department is recommending approval at this time. All Technical Advisory issues have been addressed. John Molitor reported that a question was raised at the time of submission of this project as to the proper ordinance to be utilized for review, prior cluster or the new Residential Open Space. Mr. Molitor referred to current case law and instructed the Commission to review this particular development under the prior Cluster Ordinance. Rick Sharp asked if the petitioner intended to offer the park areas to the Parks Department; Corby Thompson responded that they had not had talks with the Parks Department, however, it was not the intent of the developer to exclude the public from the use of the park areas. Mr. Thompson stated a willingness to amend the declaration of covenants and restrictions so that the park areas will remain open to the public; Jim Nelson will provide a draft of the covenants. Rick Sharp moved to suspend the rules in order to consider this Docket; unanimously approved. s:\minutes\pc\1998may 2 Rick Sharp moved to approve Docket No. 30-98 PP, Amend, a Replat application for Plum Creek Development Company, with the condition that the petitioner amend his Declaration to provide that the park areas will remain at all times open to public use, seconded by Dick Kiar. APPROVED 12-0. 2h. Commission to consider Docket No. 31-98 DP, Amend/ADLS Amend, amended Development Plan and amended Architectural Design, Lighting, Landscaping, and Signage applications for Telamon. Petitioner seeks approval to construct a 27,000 square foot addition to the existing building on 13 acres. The site is located at 1000 East 116th Street,just east of Guilford Avenue on the north side of the street. The site is zoned M-3/Manufacturing. Filed by Richard Hoover of American Consulting Engineers. Richard Hoover of American Consulting Engineers, 4165 Millersville Road, Indianapolis, Indiana, 46205 appeared before the Commission representing the applicant. Also in attendance was Mr. Rick Connor, president of American Consulting Engineers, and Mr. Mike Chin of Telamon Corporation, 1000 East 116th Street, Carmel. Mr. Hoover stated that Telamon Technologies provides customized telecommunication products and services. The building addition will be 130 feet wide by 209 feet long; the maximum height will be 40 feet and will house a 100 foot long 40 ton crane to help in the assembly area. The exterior of the proposed construction will match the existing. The expansion will be on the north end of the building and will provide additional truck dock areas, parking spaces, and landscaped areas. Drainage will be provided sheet flow to inlet pipes and will outlet into Carmel Creek. 269 parking spaces are being provided, seven of which will be handicapped spaces. Members of the public were invited to speak in favor or opposition to the proposed development; none appeared and the public hearing was closed. Mark Monroe reported that the Department is recommending approval; all Technical Advisory issues have been resolved. Norma Meighen asked about the colors to be used; the petitioner responded that it would not be yellow but more beige; the materials will match the existing as well as the architectural theme. As a point of clarification, the proposed landscaping will replace the existing trees; however, Mr. Chin has offered to mitigate those areas--details of which will be worked out with the Department of Community Services. Tom Yedlick questioned the necessity of removing the trees; the petitioner responded that it was necessary to provide expansion and room for the trucks to maneuver.
