Dear Mr. Shestak,
Please forward this to the Plan Commission. It is regarding the Public Hearing for the above docket
items on July 16th. Thank you.
Dear Plan Commission Member,
I am sorry to say that I have a prior commitment and will not be able to attend the July 16th hearing in
person. I understand that you will accept written submittals and that is what this letter is for.
In regards to the above docket items, I think the requests should be denied. Here are some of the
reasons that lead me to that conclusion:
• There is a pipeline immediately North of this property. The existing R1 zoning would lend itself
to one and two story houses most likely with yards and other open area. That will allow any gas
leak to disperse, reducing the likelihood any explosion might occur. Granting the zoning request
would lead to 3 story buildings right next to the pipeline. Those tall buildings will allow the gas
to collect.At a certain point, enough gas would collect and provide the means for an explosion.
I don't think any of us want to explain why the zoning was changed to allow more people to be
put at risk if there ever was a leak.
• Pull up an aerial view of this area. There are one and two story single family houses all around
this property. If you zoom out further,you will find some two story apartments near the
shopping center. The three story townhomes that are being proposed would be the tallest
buildings in the area—even when compared to the shopping center down the street. This would
detract from the neighborhood environment currently in this area. Please don't allow them to
ruin the existing neighborhood environment.
• The plan is to put in 64 townhomes. That will increase traffic on Rohrer Road.A road barely
wide enough to get the white edge marking to fit will be asked to handle another 120 or so
vehicles. I already have occasional delays getting into the sub-division South of this property.
Adding more traffic will make it even more challenging.
• There is a rumor that a traffic study is being performed at this time. That study will not reflect
the traffic generated by the school buses,parents taking children to/from school,parents taking
children to/from after school activities, football traffic from the High School, and so on. It
would be wise to delay a decision until a traffic study can be made with school in session.
• There is talk of the City of Carmel requiring the proposed "Monon Crossing" and the sub-
division South of it to connect with a common road. The increased traffic in the sub-division
will reduce the property values of those homes. Keep both sub-divisions with one entrance and
both will have higher property values. It will also keep the children safe—traffic trying to
quickly get to the townhomes will be going faster than those trying to get to houses on those
streets when a dead end is involved.
• I am concerned about the utilities being able to handle the increased load. I am already seeing
internet issues with the existing infra-structure. Adding 64 townhomes will not help.
For those and other reasons, I recommend that you deny the requests presented in the above dockets.
