COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter, Kevin D. Rider, Sue Finkam, H. Bruce Kimball, and Deputy Clerk Jacob Quinn were present. Councilor Anthony Green was not present. Council President Worrell called the meeting to order at 6:00 p.m. AGENDA APPROVAL Agenda approved 6-0. INVOCATION Pastor Tim Ayers, Grace Church, delivered the Invocation. Councilor Campbell led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS There were none. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL There were none. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Council President Worrell announced that the inaugural event at Midtown Plaza would be on Tuesday, July 2nd and he also announced CarmelFest is July 3rd and 4th. CONSENT AGENDA Councilor Rider moved to approve the consent agenda. Councilor Campbell seconded. There was no Council discussion. Council President Worrell called for the vote. The motion was approved 6-0. a. Approval of Minutes 1. June 17, 2019 Regular Meeting b. Claims 1 1. Payroll $2,828,270.74 2. General Claims $1,261,496.09 IACTION ON MAYORAL VETOES There were none. COMMITTEE REPORTS Councilor Finkam reported that the Finance, Utilities and Rules Committee had met and discussed the following: Ordinance D-2462-19 which remains in committee, Ordinance D-2469-19 which did not pass out of committee but can be addressed at the meeting tonight and removed from committee, reviewed 2 final abatements and approved them, and then reviewed and economic development process and form. The Land Use and Special Studies Committee did not meet. OTHER REPORTS—(at the first meeting of the month specified below): Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, gave the monthly report Sam Burgess, Carmel Historic Preservation Commission, gave the quarterly report. OLD BUSINESS ICouncilor President Worrell announced the Fifth Reading of Ordinance D-2462-19; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5,Division VIII, Sections 6-157 and 6-161 of the Carmel City Code.; Sponsor(s): Councilor(s) Finkam, Worrell, Campbell, Carter and Rider. The item remains in the Finance, Utilities and Rules Committee. Councilor President Worrell announced the Second Reading of Ordinance D-2469-19; An Ordinance of the Common Council of the City of Cannel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Operating Balance of the General Fund. Councilor Finkam moved to remove the item from committee. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for the vote. The motion passed 6-0. Henry Mestetsky presented on the item to Council. Councilor Finkam moved to approve Ordinance D-2469-19. Councilor Rider seconded. There was no Council discussion.
