MEETING MINUTES
MONDAY, JUNE 17, 2019 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter, Kevin D. Rider,
Anthony Green, H. Bruce Kimball, Sue Finkam and Deputy Clerk Jacob Quinn were present.
Councilor Sue Finkam was not present.
Council President Worrell called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Agenda approved 6-0.
INVOCATION
Pastor Sam Howard, The Gathering, delivered the Invocation.
Councilor Campbell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Bruce Calabrese, Owner of Old Town Tavern, addressed Council against a proposed smoking ban in
Carmel.
Michael Klitzing, Director of Carmel Clay Parks &Recreation, introduced the accreditation team.
Frank Kasnick addressed Council against including bars in a comprehensive smoking ban.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Carter announced that the annual fish fry is coming up at Pleasant Grove United Methodist
Church.
CONSENT AGENDA

Councilor Rider moved to approve the consent agenda. Councilor Carter seconded. There was no Council
discussion. Council President Worrell called for the vote. The motion was approved 6-0.

Councilor Green reported that the Land Use and Special Studies Committee had met and passed
Ordinance Z-642-19 with a 3-0 positive recommendation.

OLD BUSINESS
Councilor President Worrell announced the Fourth Reading of Ordinance D-2462-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5, Division VIII,
Sections 6-157 and 6-161 of the Carmel City Code.; Sponsor(s): Councilor(s) Finkam, Worrell, Campbell,
Carter and Rider. The item remains in the Finance, Utilities and Rules Committee.
Councilor President Worrell announced the Third Reading of Ordinance Z-642-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Rezoning 7 parcels located at the southeast corner of
Range Line Road and City Center Drive from the R2/Residence and B7/Business District within the
Range Line Overlay to the C2/Mixed Use District. Councilor Green announced that this item passed out
of the Land Use and Special Studies Committee with a positive 3-0 recommendation. Adrienne Keeling,
Department of Community Services,presented on the item. Councilor Green read a statement from Steve
White, Owners of White's Ace Hardware, who stated in the letter that he had no issues with the proposed
rezone. Councilor Campbell moved to approve Ordinance Z-642-19. Councilor Rider seconded. There
was no Council discussion. Council President Worrell called for the vote. Ordinance Z-642-19 was
Iapproved 6-0.
Councilor President Worrell announced the Third Reading of Ordinance D-2466-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 3, Section 8-17 of the

Carmel City Code.; Sponsor: Councilor Kimball. Councilor Rider announced that this item is returning
from the Finance,Utilities and Rules Committee with a positive 3-0 recommendation. Benjamin Legge,
IAssistant Corporation Counsel,presented to Council. Councilor Rider moved to approve Ordinance D-
2466-19. Councilor Campbell seconded. There was no Council discussion. Council President Worrell
called for the vote. Ordinance D-2466-19 was approved 6-0.
PUBLIC HEARINGS
Councilor President Worrell announced the First Reading of Ordinance D-2469-19; An Ordinance of
the Common Council of the City of Cannel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the Operating Balance of the General Fund. Councilor Rider moved to
introduce the item into business. Councilor Carter seconded. Curt Coonrod, C.L. Coonrod& Co,
presented the item to Council. Council President Worrell opened the public hearing at 6:36 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
6:37 p.m. Council President Worrell referred the item to the Finance, Utilities and Rules Committee.
NEW BUSINESS
Councilor President Worrell announced the First Reading of Ordinance D-2470-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Recording the Commitments of Danny Boy Beer
Works, LLC Made Pursuant to Obtaining a Three-Way Alcoholic Beverage Permit. Councilor Rider
moved to introduce the item into business. Councilor Campbell seconded. Councilor Rider presented the
Iitem to Council. Kevin Paul, Founder of Danny Boy Beer Works, addressed Council. Councilor Rider
moved to suspend the rules and act on this tonight. Councilor Kimball seconded. There was no Council
discussion. Council President Worrell called for the vote. The motion was approved 6-0. Councilor Rider
moved to approve Ordinance D-2470-19. Councilor Kimball seconded. There was no Council discussion.
Council President Worrell called for the vote. Ordinance D-2470-19 was approved 6-0.
