JUKE 18, 2019 I MEETING MINUTES

Approval of Minutes: A motion made by Josh and seconded by Laura to approve the minutes from the May,21 2019 IFAC
meeting. Motion passes 9-0

Public Hearings
Brad Grabow: Explained the Rules of Procedure for public hearings for the Plan Commission.
1. Docket No. 18120015 ADLS: Vine Health Care

The applicant seeks site plan and design approval with 3 variances for additions on the front and rear of an
existing medical office building totaling 1,445 sq. ft.on 0.25 acres.The site is located at 40 N.Range Line Road.
It is zoned B-2Business and is within the Old Town Overlay District,Historical Range Line sub-area. Filed by
Adam DeHart of Keeler Webb on behalf of the owner,Vine Real Estate Holdings,LLC.

may have
• Vine Health Care has been operating in this location since 2011
• Presented an aerial map of the subject location
• This non-character building is within the Historic Range Line Road Sub-Area
• There's nothing historic about this building
• On-street parking exists in front of the building along with an 8 space parking lot in the rear of the building
• Presented the current site layout
• We want to do a small addition on the front and rear of the existing building
• Presented the proposed site plan, the new site plan will provide 11 parking spaces and be compliant to 2016

• Their employees make arrangements to park elsewhere in a nearby parking garage
• We are asking this to be a combo hearing for these Variances and ADLS requests
• We are proposing a rain garden in our parking lot area
• Presented the landscape plan, we have a few minor details to work out,but we intend to populate the greenspace
with plantings
• Presented elevations of all the sides of the building
• Presented the photometric plan, we will not have parking lot lighting. They do not operate their business during
night-time hours. Lighting is provided on the building and street.

Department Report: Rachel Keesling
• This is a combined hearing for the Plan Commission
• This site is zoned B-2 and does not require a DP approval
• This is a corner lot and has two front yards
• The Old Town Overlay requires the building is setback at least 20' from its nearest two neighbors in order to add
an addition onto to the front. This helps keep the buildings in line.
• The building to the north is 6' behind and the building to the south is 6' in front of the subject building
• This building placement will be similar to the buildings on the corner of Main and Range Line
• They are asking to eliminate the curbs in the parking lot so the rain can flow to the on-site rain garden
• The building design will remain similar to what it is now as residential in character
• 11 parking spaces will be provided where 10 are required
• The lighting plan meets the foot-candle requirements
• The landscape plan and signage details still needs Staff approval
• We recommend you send this to the Commercial Committee on June 27 with final voting authority
Committee Comments:
Sue: Can you show or tell us the actual color of the building? Adam DeHart: It will be shades of gray, with gray
shingles and white trim. There will be additional colors in their front yard sign.
Nick: Can you provide more information on the parking lot and how the rain garden is supposed to work. Adam
DeHart: Currently all the rain that comes off the roof, sheets off into the street. There are no catch basins or storm
sewers on this lot. In effort to be compliant to the stormwater technical standards,we are required to provide a BMP. We
decided to do a rain garden. This will allow us to sheet flow the water to the lower area of the parking lot. The rain
garden will be 1.5' deep. It will connect to the City's sewer. Nick: So there's no curbing? Adam DeHart: The
landscape islands in the parking lot will have curbing and the sidewalk along the rear will have a turn down curb.
Josh: I am a huge fan of the rain garden. Have you talked to John Thomas,the City's Stormwater Engineer?
Adam DeHart: Yes we have.
Josh: Can you bring a rendering of the north side of the building to the Committee? Adam Dehart: Yes
Brad: How will the rainwater get from the roof and downspouts to the rain garden? Adam DeHart: The downspouts
will go to an underdrain and will be directed to the rain garden. Brad: The Jill Perelman Pavilion at West Park has rain
chains and this would be a great accessory for this site. Adam DeHart: I'm not familiar with this product but I'll look
into it.
Brad: The mature tree located along Range Line Road looks like it would be blocking the view of the sign. Adam
DeHart: We will also put a sign on the north side of the building. This building is very small. We can think about this
more and look at a pennant style sign. Josh: What about a ground mounted podium type of sign?Rachel: There's
currently a suspended sign on the site. We would have to work on the setbacks on relocating that sign.
Brad: How much parking is necessary to accommodate the clients/patients? Adam DeHart: The new facility will have

5-6 patients at one time. Brad: Is it possible to have all the patients and employees use this parking lot if there's room
for it? Adam DeHart: They have hired contractors that visit this facility and treat individual patients. They will need
the additional parking spaces for those individuals that come and go.
IBrad: Have there been any discussion with the adjacent owners at Tina's? Adam DeHart: We sent the required notice
with a site plan and description of what we are doing. We have not received any recent comments from them.
A Motion by Josh and seconded by Sue to forward Dockets No. 18120015-18 to the June 27 Commercial
Committee Meeting with final voting authority.
5. Docket No. 19040006 DP/ADLS: Indianapolis Rehabilitation Institute
The applicant seeks site plan and design approval for a new medical building on 4.79 acres.The building will be
about 46,500 sq. ft.,31' tall,and house 40 beds for patients. 104 parking spaces will be provided. The site is
located at 12325 Pennsylvania Street within the City Center at Penn development. The site is zoned B3/Business
and is not located within an overlay zone. Filed by Alex Bennett of WB Development Partners.
Petitioner: Alex Bennett:
• Presented an aerial map, this site is located behind the Shoot Point Blank gun range and Wellbrooke senior
living facility along City Center Drive
• Presented an elevation view, this will be a single story facility of predominately brick masonry with glass and
stone accents
• Our main entrance will be along City Center Drive, sharing the private boulevard with Shoot Point Blank
• We have reached out to the Shoot Point Blank owner so they can enlarge their existing detention pond and
prevent us from constructing a 4th detention pond in this area
• There will be a monument sign in front of the Shoot Point Blank building and an additional sign on the south side
of our facility

• They are proposing a 1-story,31' tall rehab hospital on a vacant lot
• 104 parking spaces will be provided,where 90 are required
• Lot coverage will be at 62%,where 80% is allowed
• They will provide additional connectivity to this area when the area to the north is developed
• Sidewalks will be provided around the building will connect to the existing sidewalks in the area
• The Petitioner is still finalizing the details of their landscape plan
• A future sign along City Center Drive on Shoot Point Blank's property will require a variance
• Remaining TAC comments are Engineering related
• We are hoping they can expand the existing pond and not have to construct a new one
• We recommend to send this to the Commercial Committee on June 27 with final voting authority
Committee Comments:
Laura: Who's responsible to expand the existing pond and to maintain it? Rachel: They would have to create a
maintenance agreement with Point Blank. Alex Bennett: Yes,we would work with Point Blank to come up with a
maintenance agreement. Laura: Has this type of agreement been done before in the City? Rachel: I'll get more info on
places that do it. It's not uncommon to do this,we just don't hear about them since they are done by the developers.
Josh: Reach out to John Thomas to work out a formula. Brad: Can we make this agreement a condition? John
IMolitor: Yes. Alan: Will this be a detention or retention pond? Will any water be discharged off this site? Where will
this water go? Alex Bennett: The pond itself will sheet to the existing drainage. The pond does hold water in the event
of a large rainfall,and it will discharge when needed. Alan: We had a problem before at Merchants Square where water
was being retained across Keystone. Water was then discharged away from it and the City or County didn't take
responsibility. We need to define in the beginning who is responsible for the maintenance of this pond. Bring this with
you to the Committee meeting. Alex Bennett: Engineering has reviewed our plans. This pond does hold water, and it
