Adam DeHart: They have hired contractors that visit this facility and treat individual patients. They will need the additional parking spaces for those individuals that come and go. IBrad: Have there been any discussion with the adjacent owners at Tina's? Adam DeHart: We sent the required notice with a site plan and description of what we are doing. We have not received any recent comments from them. A Motion by Josh and seconded by Sue to forward Dockets No. 18120015-18 to the June 27 Commercial Committee Meeting with final voting authority. 5. Docket No. 19040006 DP/ADLS: Indianapolis Rehabilitation Institute The applicant seeks site plan and design approval for a new medical building on 4.79 acres.The building will be about 46,500 sq. ft.,31' tall,and house 40 beds for patients. 104 parking spaces will be provided. The site is located at 12325 Pennsylvania Street within the City Center at Penn development. The site is zoned B3/Business and is not located within an overlay zone. Petitioner: Alex Bennett: • Presented an aerial map, this site is located behind the Shoot Point Blank gun range and Wellbrooke senior living facility along City Center Drive • Presented an elevation view, this will be a single story facility of predominately brick masonry with glass and stone accents • Our main entrance will be along City Center Drive, sharing the private boulevard with Shoot Point Blank • We have reached out to the Shoot Point Blank owner so they can enlarge their existing detention pond and prevent us from constructing a 4th detention pond in this area • There will be a monument sign in front of the Shoot Point Blank building and an additional sign on the south side of our facility Public Comments:None Department Report: Rachel Keesling • They are proposing a 1-story,31' tall rehab hospital on a vacant lot • 104 parking spaces will be provided,where 90 are required • Lot coverage will be at 62%,where 80% is allowed • They will provide additional connectivity to this area when the area to the north is developed • Sidewalks will be provided around the building will connect to the existing sidewalks in the area • The Petitioner is still finalizing the details of their landscape plan • A future sign along City Center Drive on Shoot Point Blank's property will require a variance • Remaining TAC comments are Engineering related • We are hoping they can expand the existing pond and not have to construct a new one • We recommend to send this to the Commercial Committee on June 27 with final voting authority Committee Comments: Laura: Who's responsible to expand the existing pond and to maintain it? Rachel: They would have to create a maintenance agreement with Point Blank. Alex Bennett: Yes,we would work with Point Blank to come up with a maintenance agreement. Laura: Has this type of agreement been done before in the City? Rachel: I'll get more info on places that do it. It's not uncommon to do this,we just don't hear about them since they are done by the developers. Josh: Reach out to John Thomas to work out a formula. Brad: Can we make this agreement a condition? John IMolitor: Yes. Alan: Will this be a detention or retention pond? Will any water be discharged off this site? Where will this water go? Alex Bennett: The pond itself will sheet to the existing drainage. The pond does hold water in the event of a large rainfall,and it will discharge when needed. Alan: We had a problem before at Merchants Square where water was being retained across Keystone. Water was then discharged away from it and the City or County didn't take responsibility. We need to define in the beginning who is responsible for the maintenance of this pond. Bring this with you to the Committee meeting. Alex Bennett: Engineering has reviewed our plans. This pond does hold water, and it 3 Plan Commission Meeting Minutes 6-18-19 does flow downward to the drainage. This responsibility of maintenance and upkeep will remain with the property owner. Alan: Do you have a graphic of the monument sign for Point Blank? Alex Bennett: They do not have a monument sign. We are allowed a second sign. We are willing to work with the Planning Department and Point Blank on a co-branded sign. We have a conceptual sign and we will bring it to the Committee meeting. In later date,we will have to follow up with a formal proposal and approval from the Planning Department. Alan: Are the access roads to this facility private or public? Alex Bennett: They are private. Alan: What type of patients will you serve? Alex Bennett: This is for accident rehab, and not drug&alcohol rehab. A typical scenario would be for a patient who had a stroke and they would come here to get better. Our typical length of stay is 10-12 days. It's a fully functional overnight hospital. Alan: Is there an emergency room? Alex Bennett: No Josh: • When you talk to John Thomas and Point Blank about the expansion of detention pond area,talk about naturalizing the edges as natural buffers. • There's a walking path around Wellbrooke's pond to the northwest. This is a nice feature and amenity that you can have at your facility. I would like you to have some pedestrian connectivity to this walking path. The City can help with this process. • What kind of pedestrian walk is around your building, if a patient wants to walk around the building? We can discuss this at the Committee meeting. Brad: What will be your street address? Alex Bennett: It would be a City Center Drive address as given to us at TAC. Rachel: That is correct.
