As you can see,both letters recommend to the Board of Public Works that they approve both the sewer and water availability for the new Carmel Public Library as well as the curb cuts requested on 4th Avenue SE. On May 7, 1997, I attended the Board of Public Works and Safety meeting and both of these requests were unanomously approved. For your information the Carmel Clay Library is also scheduled to be on the May 21, 1997,Board of Public Works and Safety agenda in regard to the sidewalk issue for the west side of 4th Avenue SE. Specifically, an extension of the sidewalk up to the driveway of Marilyn Thomas as well as addressing the issue of whether the sidewalks on both sides of 4th Avenue SE need to be set further back from the curb then what has previously been submitted. I will inform the Department of Community Services of the outcome of that meeting. If you have any questions regarding the above please do not hesitate to contact me. Wendling, Jr., of Campbell Kyle Proffitt and representing the Carmel Clay Public Library, has requested to be on the Board of Public Works and Safety agenda for approval of curb cuts on 4th Avenue SE. 1 The proposed site plan for the library includes one entrance on the east side of 4th Avenue SE into the library parking lot(adjacent to the library building) and one entrance into the parking lot ! directly across the street from the building (on the west side of 4th Avenue SE), The entrance into the separate parking lot is located at the south edge of the lot and at a distance of approximately 215'from the centerline of Main Street. The remainder parcel south of this lot is being utilized for detention purP9ses. The main entrance into the library is located even further south(approx. 450) and should not pose any problems as it relates to the intersection and ingress/egress from the site. This office does not have any problems with the proposed locations. Attached hereto are Steve's notes concerning the same. He specifically responded to items 1, 2, 3,4, 5, 6, 8, 9, 10, and 14, all in the affirmative to the requests. For example,the water main will now be located on the east side of the building,as opposed to the west, in compliance with the request by the Utilities Department. No response was required for items 7 and 11. I have made arrangements to be on the agenda for the May 7 Board of Public Works meeting to address the issues set forth in item 12. In regard to item 13, it is my understanding that if the City Engineer wants to extend the sidewalks on the west side of 4th Avenue, it will be done. As to item 16, we will do what we can, but we are somewhat restricted due to the fact that we do not own the land to the east of the facility. Face the Siamese connection and the hydrant to the south, per Stan Puckett. MS&R 2. Continue to show the Knox Box on the plans. CEA 3. Study water main on east side of building instead of west. If it can fit there, put it there. If it cannot fit there, call Paul Arnone A_S.A.P_ and determine an acceptable location. Rotz 4. Get information on approved back-flow devices from Paul Arnone. As far as I can tell, this is a Construction Document issue, not something that needs to be on the BZA plans. CEA 5. Revise sanitary so that it runs to the south manhole in a new PVC pipe. Connection into manhole structure can be at the location of the current clay pipe, which should be moved. There is no pipe between the north and south manholes on 4th Avenue. Prepare a plan for Paul Arnone that does not show the trees. 7. Mike Hollibaugh, Landscape Architect, said he had no comments. CEA 8_ John South said an erosion control plan is needed. He must not have looked at the one we have in our package. CEA verify that this is final. BDMD Landscape 9. Clarify on plan that curved line over the detention basin is the line of the prairie grass seeding. Rotz 10. Contact gas company representative Mary Schultz. 11. Dick Hill of Engineering said Kate Boyle is still in the process of reviewing the plans. She will send comments this week. CK&P 12, Dick Hill says Board of Public-Works issues are: 1. Sewer and water. 2. Commercial curb cut. 3_ Sidewalks inside of right-of-way. He said "normally" the sidewalks are one foot back from the right-of-way, or they must receive Board of public works approval. Ours along 4th Avenue are in the right-of-way. Campbell, Kyle & Profit identify review process, drawings needed, etc. CEA 13. Dick Hill said Kate Boyle is still considering a request for an extension of the sidewalk on the west side of 4th Avenue, down to where it would reach Mrs. Thomas's new driveway. If this is indeed requested, CEA should study it relative to drainage. CEA 14. Make the right-of-way lines bolder and note them more clearly. CCPL 15. Dick frill said connection fees will apply. It appears acreage fees will not apply. 16. Mark Monroe asked about building a walk to the adjacent neighborhoods to the east. We responded with no commitment to this because it would cross Church land, which we do not control. Dear Board of Zoning Appeals: The Carmel Clay Schools fully support the plans for construction of the new Cannel Clay Public Library as presented by the library board. The relationship that exists between the schools and the public library has proven time and again to be extremely beneficial for our children and professionals. Not only is our relationship a positive one but it is unique as well. Very few school systems share a card catalog with their public library that can be accessed within each school building. The public library staff and the teachers in our system work together to prepare research opportunities for all of our students. Our schools cannot possibly house all of the material necessary for total learning. The public library has always been there to help, and we value that partnership. Needs have grown not just for our schools but for our community as a whole. The plans presented by the library are essential to the continued quest for knowledge and service that our community presently exhibits and requires in the future. Currently, the library offers various summer programs for our children. In order to get even more students involved additional space and resources are needed. We want our children to have every opportunity to gain knowledge not only of information but in how to access that information. The plan presented by the library board allows for that growth needed immediately and in the future. The public library has continually supported the efforts our schools have made to provide opportunities for children and their families. We hope that we have reciprocated by equally supporting the programs of the public library. We feel very fortunate to have such a wonderful relationship with the public library as do the patrons we serve. We applaud the degree to which the library board has assessed the needs and desires of the total community and the manner in which they have solicited suggestions and input from all citizens. Therefore, the Cannel Clay School Corporation fully supports, approves, and recommends the construction of a new library facility at the corner of 4th Avenue and Main Street, and supports the bond financing necessary to construct a new library facility that will meet and anticipate the needs of the community now and in the future. In regard to the Cannel Clay Public Library TAC Submission documents, if after you have reviewed them, you feel that they are sufficient and informative, we will make as many copies of the same that you feel are necessary for all of the members of the Technical Advisory Committee. Also, I anticipate that after you have had an opportunity to review the plans submitted herewith you will contact me to either notify me of any deficiencies that need to be corrected, or hopefully, indicate that you will assign a docket number as required for a Use Variance and for the Developmental Standards Variances which we are requesting. At that time, I will provide you with a check to satisfy the fees. Also attached you will find two copies of the Use Variance Application and two copies of the Developmental Standards Variance request. As I indicated to Mark during my telephone conversation earlier this morning,we believe that there are three Developmental Standards Variances that need to be addressed. What I have done is supplied you with three separate Findings of Fact to accommodate each of those requests. As Mark and I earlier discussed, I am not sure that we need a Developmental Standards Variance as it applies to a parking facility more than 300 feet from the primary building. In the event that you believe that is unnecessary, we can certainly eliminate that from our request. As I also indicated to Mark, it was a challenge to come up with the affected property owners. The Auditor took each of the four parcels under consideration and listed the property owners t re adjacent to and would be subject to zoning notices. If you will recall, this will be engraved into the stone facade of the building as it faces 4th Street. You can see how we measured the signage from the print.
