DEPARTMENT REPORT

(V) Charles Pool.
The applicant seeks the following development standards variance approval:
2. Docket No. 19060012 V UDO Section 2.10 Max. 35% lot coverage allowed; 44%
requested. The site is located at 75 Nappanee Dr. It is Lot 44 in Newark Addition and zoned R2/
Residence. Filed by Daniel Majestic of Perma Pools on behalf of James Patrick & Phoebe Charles.
General Info & Analysis:
The Petitioner seeks approvals to construct a swimming pool with concrete decking on the site. The proposed
lot coverage will be 44%, and the maximum allowed is 35%. This is a 9% increase in impervious surfaces. The
lot is approximately 24,788 sq. ft. in area. Please see the Petitioner’s informational packet for more detail
on the variance requests.
The Petitioner is also working with the Carmel Engineering Dept. to address all grading and drainage concerns.
That Dept. requires certain standards for stormwater quality and stormwater detention, if a development exceeds
the maximum allowed lot coverage or exceeds a certain amount of land disturbance.
The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this
variance request, with the condition listed below.

Recommendation:
The Dept. of Community Services recommends positive consideration of Docket No. 19060012 V, with the
condition of addressing the Engineering Department’s requirements.
