NOTE: LEGAL NOTICE shall be published in the newspaper according to the Chart on page 5 a MANDATORY
20 days prior to the public hearing date. The certified "Proof of Publication" affidavit for the newspaper must be
available for inspection the night of the hearing.
LEGAL NOTICE to all adjoining and abutting property owners is also MANDATORY, two methods o f notice
are recommended:
1) FIRST CLASS MAIL with CERTIFICATE OF MAILING sent to adjoining property owners. (The white
receipt should be stamped by the Post Office at least 20 days prior to the public hearing date.)
2) HAND DELIVERED to adjoining and abutting property owners (A receipt signed by the adjoining and
abutting property owner acknowledging the 20 day notice should be kept for verification that the notice was
completed.)
REALIZE THE BURDEN OF PROOF FOR ALL NOTICES IS THE RESPONSIBILITY OF THE APPLICANT.

EXPLANATION
Strategic Capital Partners, LLC (“SCP”) is the applicant concerning the parcel of real estate
having a common address of 600 East 96th Street, Indianapol is, Indiana and identified as
Parcel No. 16-13-11-04-17-001.010 with the Hamilton County Auditor’s Office (the “Real
Estate”).
SCP is seeking approval to allow the installation of a wall sign on the west façade of the
existing Multi-Tenant Multi-Story Office Building. Specifically, SCP is seeking the following
development standards variance from the City of Carmel’s Unified Development Ordinance
(“UDO”):
UDO Section 5.39(I)(2)(b) – Multi-Tenant, Multi-Level Office Building allowing
two (2) signs per street frontage, proposing one (1) sign on non-street frontage.

FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
1. The approval of the requested variances will not be injurious to the public health, safety, morals and
general welfare of the community because:
The approval of the requested variance will not be injurious to the public health, safety, morals and
general welfare of the community because the size and appearance of the proposed wall sign is
consistent with permitted wall signs on other facades and will provide additional identification for
the general public traveling on the adjacent roadways.
2. The use and value of the area adjacent to the property included in the variance will not be affected in
a substantially adverse manner because:
The use and value of the area adjacent to the real estate that is the subject of the requested variance
will not be affected in a substantially adverse manner because the size and appearance of the
proposed wall sign is consistent with permitted wall signs on the east and north facades.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical
difficulties in the use of the property because:
Strict application of the Zoning Ordinance results in practical difficulties in the use of the
Applicant’s site because absent relocating wall signs for this site, the Applicant will be unable to
properly and adequately identify multiple building tenants to the general public traveling on the
adjacent roadways. The addition of a wall sign on the west façade will assist in providing proper
identification which shall assist in efficient and safe wayfinding to the site.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals Hearing Officer that
Development Standards Variance Docket No. _____________ is granted, subject to any conditions stated
in the minutes of this meeting, which are incorporated herein by reference and made a part hereof.
