1. Docket No. 19070002 DP Amend: The Proscenium.
The applicant seeks site plan approval to add the SE corner into the overall development plan. (This is
the location of the former Arby’s restaurant, which was not included in the original development plan –
Docket No. 16030010 DP/ADLS.) The site is located at 10 W. Carmel Drive and will be incorporated
into the rest of the site at 1215 Veterans Way. It is zoned C-1/City Center District and is not located
within any overlay zone. Filed by Anthony Birkla of Anderson Birkla Investment Partners, LLC.
Site Context:
The southeast corner of the site was the previous location of the Arby’s restaurant. At the time of the approval
for the overall Development Plan for the remainder of the Proscenium site, this southeast corner was not
included. Docket No. 16030010 DP/ADLS – The Proscenium was approved with conditions on April 26, 2016
by the Plan Commission Hearing Officer. Presently, the site is under construction for the podium, which will be
the base for the future buildings and amenities. Parking is located under the podium, and will be accessed by
vehicles on the west side of the site, along Veterans Way. Adjacent to this building is the Kirby office buildings
to the west, the Old Town Design Group building to the north, Kroger grocery store and gas station to the east
across Range Line Road. The site was rezoned to C-1 in 2013 under Docket No. 12120003 Z (Z-571-13).
Project Details:
In this southeast corner of the site, the plan will be for a new building to be constructed, which will blend
seamlessly into the rest of the Proscenium project. The overall project includes seven buildings, a parking
garage, street and sidewalk improvements, open green space, and a pedestrian promenade. It will be a mixed
use project with restaurant, retail, office, and residential uses. ADLS submittals for each building are
forthcoming, and will be submitted by the Petitioner for approval soon.
DOCS Comments/Concerns:
All concerns have been addressed.
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer
APPROVES this item, Docket No. 19070002 DP Amend.
