MEETING MINUTES
MONDAY, JULY 15, 2019 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter, Kevin D. Rider,
Sue Finkam, Anthony Green, H. Bruce Kimball, and Deputy Clerk Jacob Quinn were present.
Council President Worrell called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Councilor Finkam moved to pull out 8(b) General Claims from the Consent Agenda and act on it
separately. There was no Council discussion. Council President Worrell called for the vote. The motion
was approved 7-0.
INVOCATION
Pastor Andy Stephenson,Northview Church, delivered the Invocation.
Councilor Campbell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
Chief David Haboush, Carmel Fire Department, introduced the Kasey Program and its newest members
from the Carmel Fire Department
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Duncan Wilson spoke in opposition to Ordinance D-2462-19 (regulating smoking).
Stacy London, Breath Easy Hamilton County, spoke in favor of Ordinance D-2462-19 as it pertains to e-
cigarettes, but suggested that Council may want to take their time and reassess the smoking portion of the
ordinance and make it stronger.
Thomas Dapp, OneZone, spoke in favor of Ordinance D-2462-19
INick Torres, American Lung Association, spoke in opposition to ordinance D-2462. Mr. Torres stated
that the Association felt the ordinance does not go far enough.

Councilor Finkam thanked everyone who contributed to a successful CarmelFest.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda, minus General Claims. Councilor Campbell
seconded. There was no Council discussion. Council President Worrell called for the vote. The motion
was approved 7-0.

General Claims $2,644,404.79—Councilor Rider motioned to remove a claim from the Clerk-treasurer's
IOffice in the amount of$30 and approve the remaining claims. Councilor Campbell seconded. There was
no Council discussion. Council President Worrell called for the vote. The motion was approved 7-0.
ACTION ON MAYORAL VETOES
There were none.
COMMITTEE REPORTS
Councilor Finkam reported that the Finance,Utilities and Rules Committee had met and discussed
Ordinance D-2462-19. The Ordinance passed out and is back before the full Council.
Councilor Green reported that the Land Use and Special Studies Committee did not meet.
OTHER REPORTS—(at the first meeting of the month specified below):
Jim Crider, Director of the Department of Administration, presented on the budget process to Council.
OLD BUSINESS
Councilor President Worrell announced the Sixth Reading of Ordinance D-2462-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5, Division VIII,
ISections 6-157 and 6-161 of the Carmel City Code. Councilor Finkam presented that Ordinance D-2462-
19 passed out of the Finance, Utilities and Rules Committee with a positive 3-0 recommendation and

proposed amendments. Councilor Finkam moved to amend the ordinance by inserting Version C in
Iwhole. Councilor Rider seconded. There was no Council discussion. Council President Worrell called for
the vote. The motion was approved 7-0. There was extensive Council discussion. Councilor Finkam
moved to approve Ordinance D-2462-19 As Amended. Councilor Carter seconded. There was no Council
discussion. Council President Worrell called for the vote. Ordinance D-2462-19 As Amended was
approved 7-0.
PUBLIC HEARINGS
There were none.
NEW BUSINESS
Councilor President Worrell announced the First Reading of Ordinance D-2471-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Section 6-33 to Chapter 6, Article 3 of
the Carmel City Code. Councilor Rider moved to introduce the item into business. Councilor Carter
seconded. Councilor Carter introduced the item to Council. Benjamin Legge,Assistant Corporation
Counsel,presented on the item. Chief Haboush presented to Council. Councilor Rider moved to suspend
the rules and act on this tonight. Councilor Carter seconded. There was no Council discussion. Council
President Worrell called for the vote. The motion was approved 7-0. Councilor Rider moved to approve
Ordinance D-2471-19. Councilor Carter seconded. There was no Council discussion. Council President
Worrell called for the vote. Ordinance D-2471-19 was approved 7-0.
ICouncilor President Worrell announced the First Reading of Ordinance D-2472-19; An Ordinance of
the Common Council of the City of Cannel, Indiana, Amending Schedule A, Stop and Yield Signs as
Codified in City Code Section 8-120. Councilor Rider moved to introduce the item into business.
Councilor Campbell seconded. Councilor Rider introduced the item to Council. Jon Oberlander, Assistant
Corporation Counsel, presented on the item. Councilor Rider moved to suspend the rules and act on this
tonight. Councilor Carter seconded. There was no Council discussion. Council President Worrell called
for the vote. The motion was approved 6-0 (Councilor Finkam absent). Councilor Carter moved to
approve Ordinance D-2472-19. Councilor Rider seconded. There was no Council discussion. Council
President Worrell called for the vote. Ordinance D-2472-19 was approved 6-0.
Councilor President Worrell announced the First Reading of Ordinance D-2473-19; An Ordinance of
the Common Council of the City of Cannel, Indiana, Amending Schedule B as Codified in City Code
Section 8-121. Councilor Rider moved to introduce the item into business. Councilor Campbell seconded.
Councilor Rider introduced the item to Council. Councilor Rider moved to suspend the rules and act on
this tonight. Councilor Carter seconded. There was no Council discussion. Council President Worrell
called for the vote. The motion was approved 6-0 (Councilor Finkam absent). Councilor Rider moved to
approve Ordinance D-2473-19. Councilor Campbell seconded. There was no Council discussion. Council
President Worrell called for the vote. Ordinance D-2473-19 was approved 6-0.
