The Commercial Committee met to consider the following items:
1. Docket No. 18120015 ADLS: Vine Health Care
2. Docket No. 18120016 V:UDO Section 5.28.E.2—Reduction of required curbs
3. Docket No. 18120017 V:UDO Section 3.62.A.1.c.ii.—Lot Coverage: 70% allowed,80% requested
4. Docket No. 18120018 V: UDO Section 3.62.A.2.a.—Additions shall not be added to the front of the building
except where the building is set back more than 20' from the setback line of its nearest two neighbors,

The applicant seeks site plan and design approval with 3 variances for additions on the front and rear to an
existing medical office building totaling 1,445 sq.ft.on 0.25 acres.The site is located at 40 N. Range Line Road.
It is zoned B-2/Business and is within the Old Town Overlay District, Historical Range Line sub-area. Filed by
Adam DeHart of Keeler Webb on behalf of the owner,Vine Real Estate Holdings.
Alan Potasnik: The Carmel Plan Commission(Commission)gave the Cannel Commercial Committee
(Committee)final voting authority for this petition?Rachel Keesling: Yes they did.
Petitioners: Adam DeHart(Keeler-Webb&Associates), Stuart R. Shade(SRS Architects,Inc.),Ellen Antoine

Adam DeHart:
• The variances were not discussed much at the June 18th Commission.
• The Packet for PC 06-18-19 submitted has a lot of petition information in it.The electronic submission
Packet for COM 06-27-19 is the same as the copy I am giving out currently.
• Additional detail is present in the Committee packet and pertains to variance 18120018 V. More detail
has been added to the front addition.
• One of the items discussed at the June 18th Commission was comparing the existing facility to the
proposed building additions. Pages 3-5 of Packet for COM 06-27-19 contain photos of the existing
building. The colored pictures provide a good idea of what is going on.
• The site is originally residential in nature and has been remodeled a few times for commercial use.A
brick addition lean-to is on the north side. On page 4 is a photo of the south side with an existing ADA
(Americans with Disabilities Act of 1990)ramp,which will remain in place.
• On page 5 a photo from the tea room front porch is present along with the north elevation where the brick
lean-to is.
• Also on page 5 is a photo showing the existing suspended sign,which will remain, but be relocated.

• On the front façade,the east elevation,a wall sign is still proposed. There is a honey locust tree in the
City of Cannel(City)right-of-way(ROW). The wall sign on the building may not be installed right now,
but wanted it approved by the Committee and Commission, if the owner decides to pull a sign permit.
• There were some questions about the rain garden, but were answered. I have some submittals for the
Department of Engineering(Engineering)regarding some technical standards comments.
• More details have been added to the drawing to better define the proposed materials used on the building.
More glazing has been added around the front door. A teal blue awning is proposed above the rear door.
• We are required to maintain the existing façade on the north elevation. Right now it is painted white
brick.The proposed building scheme is grey with white trim. The intent is to match the color of the
composite so the whole building is a similar color.
• The door on the north elevation needs to be installed to comply with Indiana Building Code.
• One review comment was"Why are there are no windows around the north elevation door?"Because
Vine Health Care is a medical facility, HIPAA(Health Insurance Portability and Accountability Act)
requirements prohibit windows. That is why that section is a brick façade with not many features.
• Minor revisions to the landscape plan, found under tab 2 in the Submitted Packet,have been made and we
believe it is in compliance.The inclusion of air conditioning units and relocation of landscaping,to utilize
as a buffer for mechanical equipment,has occurred.
• We have not received any comments from the neighbors.
• We are requesting the Committee votes this evening.
Department Report: Rachel Keesling:
• Did you figure out anything about the guy-wire and placement of the sidewalk?Adam DeHart: We are
in the process of working on that.The general contractor is working on it. Utility companies are slow to
respond. It is likely that the poles and guy-wires will be removed and there will be an underground supply
to the building,but are waiting to hear back from the utility company.
• The landscaping plan is generally fine. Every bit of landscapable area is landscaped. Moving some of the
landscaping around to cover some of the air conditioning units is good. If we make a vote subject to the
Urban Forester approval that will be fine.The Urban Forester did not have many outstanding comments.
• Signage is one of the last items. The overall spandrel panel dimensions are shown on the east elevation.
The proposed north sign was removed. The existing suspended sign they have now is fine,or they can
change it to a different design or post.A post and arm configuration(Suspended sign) is required.Two
signs are permitted.
• A comment from the Commission was how to improve the north elevation. A canopy entrance was added
over the door. That helps break up the façade. With a fresh coat of paint and additional landscaping it is
not detrimental to leave it as is. Tearing holes into the walls to add windows is not necessary. Windows
will be present and the building is broken into three parts. I like keeping the brick area brick with siding
on either side. It adds definition.
• All other requirements are met except the three items that are associated with the requested variances,
which the Department of Community Services(Staff)is supportive of.
• The reduction of the curbs request is to help with the rain garden and have the water flow into the rain
garden directly.
• The lot coverage percentage is just over the permitted allowance,but is very close to the existing lot
coverage. Staff is okay with this especially since improvements are being made to take care of the storm
water by including the rain garden.
• Overall the reorientation of the parking and access from the alley makes more sense than the current
configuration.
• The last variance is for additions to the front and rear of the building.Additions cannot occur unless there
is a 20' setback line from the nearest two neighbors.This is not detrimental to the area because adjacent
blocks are similar with buildings brought up to the street.A new project in the near future at the PNC
bank site across the street will be brought up to the street as well. This area will evolve.
• Staff supports this petition with the conditions that the landscape plan is approved by the Urban Forester
and updates are given regarding the guy-wire.

Committee Comments:
Alan Potasnik:
• Is the guy-wire something that can be taken care of in the short term?I want to make sure Staff is
satisfied.Rachel Keesling: There is no sidewalk there now and the petitioner is proposing to improve the
area by adding a sidewalk. It won't be any worse if it stays the same. I doubt the controls would be put
underground(based on past resistance from Duke Energy).Adam DeHart: If you are looking at the site
plan the power pole with E dash lines coming up to it for the overhead to the power pole,underground to
our new service,which is basically in the same part of the building.The issue with the guy-wire is that
one or two of them are in or adjacent to the existing ADA ramp and the proposed curb-cut onto the street.
We are hoping either the guy wires will be redesigned and the pole will remain and the sidewalk will stay
the same except for the new curb cut or the pole will be removed and there will be an underground service
from the alley straight to the building.A file and permit were submitted with the utility company.
Laura Campbell:
• You referenced HIPAA laws in relation to the windows. Can you please elaborate?Adam DeHart: You
cannot have someone walking by and see patient's paper work through a window. Laura Campbell: This
is in regard to paperwork?Adam DeHart: Yes,the offices are located there.
John Adams:
• The guy-wire doesn't have anything to do with the ADLS approval?Worst case scenario is that the
developer is held up because the curb cut cannot be installed,but this has nothing to do with the ADLS
approval.Rachel Keesling: It does because the side walk and curb cut are infrastructure we are
approving and want to see put in.Adam Dehart: If we couldn't get it done,the sidewalk and curb cut
would remain and not change. It is on us to rectify the situation.John Adams: The only thing that is
pending is approval of the landscape plan.Rachel Keesling: Yes.
Alan Potasnik:
• Is the 6-inch trim noted on the elevation drawings; is that wood or aluminum?Adam DeHart:
Composite.
• The existing ramp on the west elevation is to remain.There is a ramp on the south elevation.Are there
two ramps there or do they tie into another?Adam Dehart: The ramp stems from the building on the
south side and extends to the west to the parking lot. It will be cleaned up,but works well now and works
well with the new design because it ties into an existing part of the structure that we aren't modifying.
John motions to approve Docket Nos. 18120015 ADLS& 18120016-18 V with the condition that the
landscape plan is approved by the Urban Forester,Laura seconds,motion passes 3-0.
5. Docket No. 19040006 DP/ADLS: Indianapolis Rehabilitation Institute
The applicant seeks site plan and design approval for a new medical building on 4.79 acres. The building will be
about 46,500 sq. ft.,31' tall, house 40 beds for patients,and will have 109 parking spaces provided.The site is
located at 12325 Pennsylvania Street within the City Center at Penn development. The site is zoned B3/Business
and is not located within an overlay zone. Filed by Alex Bennett of WB Development Partners.
Petitioners: Cory Griffin(Perkins&Will),Alex Bennett(WB Development),&Nathan Horgan(American
Structurepoint)
Alex Bennett:
• We are proposing a single-story inpatient rehabilitation hospital to be located on a vacant site behind the
Shoot Point Blank facility to the south and the Wellbrooke assisted living facility to the west. The
development is a single-story masonry building.
• This is a step down for a key care hospital and this is where patients will rehabilitate in order to return to
being able to be a productive member of society. Patients typically stay anywhere from 10-14 days.

• Most of the questions at June 18th Commission revolved around the drainage. We are planning to expand
the existing detention pond on Shoot Point Blank's property, in conjunction with them, in order to avoid a
fourth pond on a fourth parcel. All the adjacent properties have a standalone detention ponds.
Department Report: Rachel Keesling:
• At the June 18th Commission one of the questions was;what are other properties that share detention
facilities, similar to what is being proposed?The Carmel Technology Park ponds all feed into each other
and this site is a part of an overall drainage plan for the area.
• The properties around Hancock St. and the new storage place are separate businesses that have a piece of
the pond. They all have to work together to maintain it.
• Another location is the Grand and Main development;the Avant apartments,Grand and Main senior
living,and Fairfield Inn and Suites which all feed into the same drainage basin. There are many joint
detention facilities and the proposed petition is not a new concept.
• When easements are finalized and recorded then drainage easements,access easements,and utility
easements will be present and whoever needs to maintain the easements or access them may do so.Alex
Bennett: The existing pond is encompassed in a drainage easement that is granted to the City. It would be
expanded. If there was an event where a property owner is negligent in maintenance the City has the right
to come in,fix the issue,and bill the property owner.Rachel Keesling: We have done this in the past.
Engineering will review the plans and ensure compliance.
• The building design is good. It is all masonry. There is a simple design. The rooftop equipment is
screened appropriately and blends into the design of the parapets.
• Sidewalks and connectivity to the north and west is provided.
• Staff recommends approval subject to all Technical Advisory Committee(TAC)comments being
addressed. Most of the comments relate to the placement of easements.
Committee Comments:
Laura Campbell:
• I have been to Shoot Point Blank and know the amount of noise that it omits. It looks like there is a good
buffer with the pond. Have you adequately checked the amount of noise from the building?Alex
Bennett: It does, but the pond offers a good buffer.Additionally,the pond will be enlarged increasing the
buffer. Our patients are not overly mobile and they will be inside. There will not be many people walking
outside.The noise generated is not a major concern.
• The reason I ask is because there was an issue with Tim's Shooting Academy in Westfield with
surrounding businesses. Some of the businesses complained about noise from the gun range and not
necessarily the businesses next to the gun range. I assume with a hospital it would be rather quiet. Alex
Bennett: All of the patient rooms are on the north end facing east or west.The front door faces south but
all of the administrative offices will be on the southern end of the building. Laura Campbell: If it does
become an issue then it would be on you all?Alex Bennett: Yes,we would have to soundproof the walls.
John Adams:
• Shoot Point Blank has done an excellent job of sound proofing the facility. You can still feel it,walking
around the area.
• What is your confidence level with getting an agreement with Shoot Point Blank to share drainage; do
you feel good about it?Alex Bennett: I do. I have had a number of conversations with their real estate
folks.They are working through some internal financing and other issues. We are offering money to them
as an incentive to work with us.John Adams: I think it would be lower cost overall.Alex Bennett: We
are weighing whether we buy some of their property compared to using an easement. We are still
negotiating these things,but have confidence a resolution and agreement will occur.
Alan Potasnik:
• We have final approval on this?Rachel Keesling: Yes.

6. Docket No. 19050019 ADLS Amend: Kirby Park East Office Building
The applicant seeks design approval for exterior painting of the existing building. The site is located at 154 W
Carmel Drive and is zoned I-1/Industrial within the Range Line Rd./Carmel Dr. Overlay zone. Filed by Kirby
Real Estate.
Petitioner: Eric Sanqunetti(Kirby Realty Group, LLC)
Eric Sanqunetti:
• Just FYI,our official name is Kirby Realty Group and not Kirby Real Estate.
• We are requesting to change the color of our building to a two tone grey,one lighter and one darker,with
an accent color to match our logo;red.The color swatches are within the submitted Packet.A red quarter-
moon cornice band is proposed around the top of the parapet wall.
• I have worked with the Urban Forester to ensure the landscaping is up to date and in compliance with the
original landscape plan.
• Eric passed around a document titled Night Time Rendering.
• Staff requested a night time rendering of the building showing the proposed lighting. Existing are accent
lighting on the lower level above the wide windows and two spot lights on the columns and archway.
• We are requesting to add a hidden LED strip underneath the cornice to create a slight glow.There is no
up-lighting on the rear of the building. The requested LED strip will run around the entire building for
uniformity.
• Eric passed around a document titled LED Flexible Light Strip Details.
• The proposed LED fixtures are multi-color,but we will probably only use the lighter white. It is
dimmable meaning we can adjust the brightness.
• In the review comments; Item B: Staff requested that the dumpster is enclosed.This is in motion.A block
is being put around the dumpster and two gates will be installed in order to access the dumpster.The
dumpster will be hidden.
• For Item D;we think the archway lighting will be a beneficial look to the building.
Department Report: Rachel Keesling:
• On the cornice, is Example Lighting Section View an accurate section view of the lighting method?Eric
Sanqunetti: Yes.Rachel Keesling: It is my interpretation of hidden lighting underneath the bottom of
the cornice.Eric Sanqunetti: It is 1"x 2".
• Staff thinks it is fine to add the cornice element. The round shape pairs well with the columns all around
the building.The grey color would look nice and the red would add a pop of color.
• I included existing images of the building from Google Street View in the Submitted Packet. We are glad
the petitioner wants to spruce up the existing building.
• Staff is concerned the building is too lit up with the lighting on the support beams. Staff would like the
support beams lighting removed.Alan Potasnik: Just on those beams?Rachel Keesling: Yes. Eric
Sanqunetti: It would just be the outer face.Rachel Keesling: There is already a light up there that
illuminates the whole structure at night.
• Recently bike racks were installed around the building.
• The dumpsters need to be enclosed and will bring the site into compliance.
• Have you heard back from the Urban Forester about changing or adding anything?Eric Sanqunetti: I
have not.
• If we made this petition contingent upon approval from the Urban Forester,because it is a matter of
replacing dead or dying landscaping, Staff can give its support.Also removal of the strip lights along the
archway beams.Laura Campbell: All of them?Rachel Keesling: The existing lights can stay that
already illuminate the structure from within. Alan Potasnik: Laura when you say all of them?Laura
Campbell: I didn't know if they meant removing certain ones.Alan Potasnik: So the whole dome or
archway lights?You don't have issue with the remaining proposed lighting?Rachel Keesling:No.

• On the lower floor is lighting, is that the curved lighting you were speaking about Rachel?Rachel
Keesling: The curved lighting is at the top of the building and is an EIFS cornice added to the building.
The lights you are referring to are recessed and exist under the light soffit.
Laura Campbell:
• The light strip looks like what is put under my cabinets in my kitchen. Is this the actual size or will it be
larger?Eric Sanqunetti: It is about three-quarter inch wide. We have samples of it. Laura Campbell: I
thought it would be larger. Eric Sanqunetti: It looks quite similar to the indoor type,but commercial
grade. It is thick with an aluminum bracket and the LED is tucked in.John Adams: In LED Light Strip
Details it says a half-inch wide at the bottom. There are 18 LEDs per foot.There are a lot of lights there.
Eric Sanqunetti: That way there is no spot light,but continuous.
• Rachel Keesling: What kind of lights are underneath on the first floor?Eric Sanqunetti: Those are LED
tubes.
John Adams:
• I have mixed feelings about the lights on the arch beams. To the uninformed visitor they might think it's a
casino,but the lights aren't flashing.On the other hand it is cool and gives the building some oomph. It's
not in violation of an ordinance?Rachel Keesling: No, it is already lit up.
• Laura Campbell: I like the proposed improvements to the building. I do not feel strongly one way or the
other regarding the lighting.
• Alan Potasnik: I personally do not like these things,but in this instance the lighting makes a real
statement. I happen to like it; I do not have an issue with it. It doesn't appear to be super bright and that it
will be subdued. Is that what you represented?Eric Sanqunetti: Yes.Alan Potasnik: I do not have an
issue with it.John Adams: Alan,are you talking about the whole package?Alan Potasnik: Yes.John
Adams: Specifically you're okay with the lighting?Alan Potasnik: I don't have an issue with that. I saw
it to begin with and I thought; "I don't feel strongly about it". If it is there,fine and not there,fine.
• Rachel Keesling: Can you adjust the brightness?Eric Sanqunetti: Yes, it is all done electronically. If
someone sees or complains about the brightness let me know and we'll tone it down.Alan Potasnik: Can
you give the authority to adjust brightness to Staff?Rachel Keesling: To an extent, if there is a
complaint. Eric Sanqunetti: To an extent,yes. Alan Potasnik: I mean I don't want them to physically
come over and change things. Eric Sanqunetti: We can do that. With your point about the flashing,we
don't want that. We want to complement the Monon pedestrian bridge. It is beautiful.
• Rachel Keesling: Would you commit to it being white?Eric Sanqunetti: There is not going to be any
white on the building at all and I would rather not have four colors. It is white now. Rachel Keesling: No,
the lighting.You said the lighting could change colors and that concerns me. Eric Sanqunetti: We can do
white. If I may,we would like to change the colors during holidays, like during Christmas.John Adams:
With LED you have the capability to change colors electronically.Alan Potasnik: John are you ok with
that?John Adams: All they want is an option. If they light the thing up that way and complaints come in
they are going to shut it off.It's not going to be bright or flashing. If it makes a nice statement for the
building.

7. Docket No. 19050028 ADLS Amend: 12955 Old Meridian Remodel
The applicant seeks site plan and design approval for a remodel of the existing building and reconfiguration of
site circulation and parking. The site is located at 12955 N. Old Meridian Street and is 2.23 acres in size. It is
zoned UC/Urban Core and is not located within an overlay zone. Filed by Kevin Buchheit of Krieg Devault on
behalf of BRU Carmel RE LLC and JKB Properties LLC.
Petitioners: Kevin Bucheit(Krieg deVault),Chris Engel(Krieg deVault),Jon Jessup(JKB Properties, LLC),

• We believe we have addressed all the comments and will go through all of the comments now.
• Comment 1. Engineering had TAC comment related issues: The project engineer has been in contact with
Engineering. Building permits cannot be approved without Engineering approval. We ask that tonight's
petition is approved with future Engineering approval as a condition.
• Comment 2.Addition of pedestrian connection: Kevin Bucheit: A crosswalk is added from the existing
path on Old Meridian and taken to the existing sidewalk. Chris Engel: The general concept is that the
northern portion of the development is reduced from 13,000 sq. ft.to 6,000 sq. ft. Chris Engel: Another
Cunningham restaurant group,Rize,a breakfast and lunch place is planned to come in.
• Comment 3. Bike parking: Two areas with the inverted U bike parking apparatus,fitting 12 bikes each,
will be installed.Kevin Bucheit: 12 total.
• Comment 4.Architectural comments: Based on conversations between Brent Roberts and Rachel
Keesling,all have been addressed.
• Comment 5. Lighting: There was a question whether there would be additional parking lot lighting?There
will not be.
• A lighting sub-issue is whether or not lighting against buildings is direct or if shading and blocking will
be used. In Tab 7 of the Submitted Packet is a lighting plan cut sheet. At some point there was
consideration for parking lights which can be disregarded.On page 16 of the Submitted Packet is a
rendering of what the lights along the side of the building will look like.The lighting illuminates down
and there is not direct lighting visible.
• Comment 6. Landscape Approval: We received approval from the Urban Forester today.
• Comment 7. Signage: Staff has been provided the spandrel dimensions which hare designed to
accommodate the current signs. It is my understanding that Staff pulled the existing sign files for the site.
We will have to obtain sign package approval as appropriate.
• Pages 7 and 8 on the Submitted Packet contain renderings. The building is going to have a fresh look and
it will be nice to have a quality restaurant and breakfast option in the area.
Department Report: Rachel Keesling:
• Staff is looking forward to a refresh for the existing building. The provided renderings illustrate how
pretty the building will look and the limestone at the entrances will tie in with the existing Bru Burger and
their recent expansion and remodeling about 5 years ago.
• Brent Roberts: We will have limestone,which was incorporated into the Bru Burger remodel because of
the existing limestone house. The current retail center uses EIFS or stucco material. We are looking into
adding a brick detail across the top of the building with the Hardie board and batten with a shadow line.
Layered in front at the smaller windows is an Ipe(type of wood)archway using teak wood. The Ipe is
also the spandrel in which the signs will be located onto.
• Brent Roberts: Metal caps top off each of the arches and that is the same finish for the equipment screen.
The equipment screens are identical to the one used at Bru burger. The canopies at each of the entries will
also be the same finish.
• Brent Roberts: There is a proposed patio at the rear of the new building on the north end. It is the
triangular shape. It contains outdoor seating and is not enclosed.A guardrail is present.The patio will be
a couple of feet higher once the civil engineering is completed.
• Part of the building will be removed to better facilitate traffic flow. Parking on the north end of the
property is being shifted closer to Old Meridian St.By moving it more consistency and better traffic flow
will result. Parking and sidewalks will remain for most the property and many of the changes are on the
north end.
• John Adams: What is the plan for the outdoor seating?Kevin Bucheit: The triangular area on the
northeast portion of the building is where the patio will be located.John Adams: I am always concerned
when I see parking right in front of an outdoor eating area. Occasionally people are confused and
mistakenly hit the gas pedal instead of the brake. I strongly recommend that you have the project
engineers look at barriers. Brent Roberts: There will be an elevation change from the drive area to the
patio,we are just not certain how much at this point.John Adams: Please look into how they can hinder
a car from entering the seating area.
• Parking is being added.

• One of the architecture comments regards the use of the Hardie panel material to the base level and Staff
would like a brick base or separation between grade and the Hardie panel. It is not a great material to use
next to the ground.Brent Roberts mentioned there is a manufacturer's recommendation to have the Hardy
panel at least 6"to 8"above the ground.That is acceptable to Staff and then the questions stand;what
material will then be used and what color will it be?Brent Roberts and I want it to blend in and not stand
out.The remodel is a clean look that we want to keep. Staff does not want the material to degrade over
time or procure water damage.Brent Roberts: This is true for the Ipe siding as well. We want to keep
that clean and off of grade.Different manufacturers of the product will have varying recommendations,
between 6"to 8".Rachel Keesling: Staff will want the final dimensions for the file.
• The rear of the building is painted to match.
• Spandrel panel areas have been identified for each of the signs which is the Ipe material.The goal is to
get the existing signs back in those areas and keep them in compliance.
• The lighting confirmation is done and no new lighting will occur.New accent lighting will occur which
Staff is fine with.
• The only outstanding issue is the drainage concerns from Engineering. There is an existing pond in the
rear of the building. By tearing down part of the building quite a bit of land is disturbed.

• This area is a nightmare for City Council members. I have had to park further away from restaurants
because the lots fill so quickly. I am concerned about the number of parking spaces. Are you truly
confident with the number of parking spaces provided? Rachel Keesling: The two main uses of this
facility should be compatible with each other hours wise. The petitioners have mentioned that people park
in their area and then patronize other establishments across the street. Is there an agreement with the
adjacent property owners?Mike Cunningham: Yes. Our employees park over there. Laura Campbell:
Where are employees parking?Alan Potasnik: Where Estridge is.Rachel Keesling: There is a shared
drive leading into the adjacent property.Technically the northern most existing parking spaces are not on
their property. Everything is being moved into their property. Chris Engel: There are 187 spaces.Rachel
Keesling: Three spaces are gained on the west side and 12 are gained on the north end. Every parking
space counts and this is good they are getting more.Alan Potasnik: Do they meet the requirements?
Rachel Keesling: They do,by one. Alan Potasnik: So they will have an issue. They meet the parking
requirements, but yes they may have an issue. Chris Engel: I believe the issue now is that other people
park on the property that are not using the property.Alan Potasnik: That is probably right. I know Bru
Burger uses the same driveway. Chris Engel: There is common ownership.Alan Potasnik: You don't
mind that?Chris Engel: Anything within the center is alright; it is uses across the street. Mike
Cunningham: During dinner Rize will be closed so all the parking on the north end will be available for
Bru Burger.Alan Potasnik: Or the Olivia. It is aggravating. If they meet the ordinance they meet the
ordinance.Rachel Keesling: Based on square footage and number of spaces provided they do meet the
ordinance. If parking does become a problem they may have to hire somebody to monitor things.
Alan Potasnik:
• Rachel you mentioned earlier that you were concerned materials would either bleed or runoff.There looks
to be a brownish metal material,where the parapet is.Rachel Keesling: It is a metal cap that would go
over the edge of the top of the panel. Alan Potasnik: Is there any chance that it may rust or bleed down
onto the limestone?It appears that's where the issue might be. Brent Roberts: I believe Rachel's concern
was primarily that if the material is at the base then the grade will wick the moisture up.A line of wetness
will then be present along the base of the building. The manufacturer of Hardie wants the 6"clearance.
The ipe siding is similar; it is dense and will not wick like normal wood. Keeping both materials off of
grade is in our interest as well. We have no issue addressing Staffs concerns.
• With regards to bleeding,that metal will not corrode or stain the limestone or brick?Brent Roberts: It
will not corrode. It is typical to have a metal cap at the top of stone. Staining will happen. The metal cap
will help to some extent,but that is years down the road. The cap isn't adding to the problem,but
limestone over time will show stains.Alan Potasnik: We have had buildings six months after occupation

start staining. Overall this is an attractive addition.Nice job! Brent Roberts: The metal cap is factory
finished aluminum and doesn't corrode like other materials.
