Alan Potasnik:
• Is the guy-wire something that can be taken care of in the short term?I want to make sure Staff is
satisfied.Rachel Keesling: There is no sidewalk there now and the petitioner is proposing to improve the
area by adding a sidewalk. It won't be any worse if it stays the same. I doubt the controls would be put
underground(based on past resistance from Duke Energy).Adam DeHart: If you are looking at the site
plan the power pole with E dash lines coming up to it for the overhead to the power pole,underground to
our new service,which is basically in the same part of the building.The issue with the guy-wire is that
one or two of them are in or adjacent to the existing ADA ramp and the proposed curb-cut onto the street.
We are hoping either the guy wires will be redesigned and the pole will remain and the sidewalk will stay
the same except for the new curb cut or the pole will be removed and there will be an underground service
from the alley straight to the building.A file and permit were submitted with the utility company.
Laura Campbell:
• You referenced HIPAA laws in relation to the windows. Can you please elaborate?Adam DeHart: You
cannot have someone walking by and see patient's paper work through a window. Laura Campbell: This
is in regard to paperwork?Adam DeHart: Yes,the offices are located there.
John Adams:
• The guy-wire doesn't have anything to do with the ADLS approval?Worst case scenario is that the
developer is held up because the curb cut cannot be installed,but this has nothing to do with the ADLS
approval.Rachel Keesling: It does because the side walk and curb cut are infrastructure we are
approving and want to see put in.Adam Dehart: If we couldn't get it done,the sidewalk and curb cut
would remain and not change. It is on us to rectify the situation.John Adams: The only thing that is
pending is approval of the landscape plan.Rachel Keesling: Yes.
Alan Potasnik:
• Is the 6-inch trim noted on the elevation drawings; is that wood or aluminum?Adam DeHart:
Composite.
• The existing ramp on the west elevation is to remain.There is a ramp on the south elevation.Are there
two ramps there or do they tie into another?Adam Dehart: The ramp stems from the building on the
south side and extends to the west to the parking lot. It will be cleaned up,but works well now and works
well with the new design because it ties into an existing part of the structure that we aren't modifying.

5. Docket No. 19040006 DP/ADLS: Indianapolis Rehabilitation Institute
The applicant seeks site plan and design approval for a new medical building on 4.79 acres. The building will be
about 46,500 sq. ft.,31' tall, house 40 beds for patients,and will have 109 parking spaces provided.The site is
located at 12325 Pennsylvania Street within the City Center at Penn development. The site is zoned B3/Business
and is not located within an overlay zone. Filed by Alex Bennett of WB Development Partners.

Alex Bennett:
• We are proposing a single-story inpatient rehabilitation hospital to be located on a vacant site behind the
Shoot Point Blank facility to the south and the Wellbrooke assisted living facility to the west. The
development is a single-story masonry building.
• This is a step down for a key care hospital and this is where patients will rehabilitate in order to return to
being able to be a productive member of society. Patients typically stay anywhere from 10-14 days.

• Most of the questions at June 18th Commission revolved around the drainage. We are planning to expand
the existing detention pond on Shoot Point Blank's property, in conjunction with them, in order to avoid a
fourth pond on a fourth parcel. All the adjacent properties have a standalone detention ponds.
Department Report: Rachel Keesling:
• At the June 18th Commission one of the questions was;what are other properties that share detention
facilities, similar to what is being proposed?The Carmel Technology Park ponds all feed into each other
and this site is a part of an overall drainage plan for the area.
• The properties around Hancock St. and the new storage place are separate businesses that have a piece of
the pond. They all have to work together to maintain it.
• Another location is the Grand and Main development;the Avant apartments,Grand and Main senior
living,and Fairfield Inn and Suites which all feed into the same drainage basin. There are many joint
detention facilities and the proposed petition is not a new concept.
• When easements are finalized and recorded then drainage easements,access easements,and utility
easements will be present and whoever needs to maintain the easements or access them may do so.Alex
Bennett: The existing pond is encompassed in a drainage easement that is granted to the City. It would be
expanded. If there was an event where a property owner is negligent in maintenance the City has the right
to come in,fix the issue,and bill the property owner.Rachel Keesling: We have done this in the past.
Engineering will review the plans and ensure compliance.
• The building design is good. It is all masonry. There is a simple design. The rooftop equipment is
screened appropriately and blends into the design of the parapets.
• Sidewalks and connectivity to the north and west is provided.
• Staff recommends approval subject to all Technical Advisory Committee(TAC)comments being
addressed. Most of the comments relate to the placement of easements.
Committee Comments:
Laura Campbell:
• I have been to Shoot Point Blank and know the amount of noise that it omits. It looks like there is a good
buffer with the pond. Have you adequately checked the amount of noise from the building?Alex
Bennett: It does, but the pond offers a good buffer.Additionally,the pond will be enlarged increasing the
buffer. Our patients are not overly mobile and they will be inside. There will not be many people walking
outside.The noise generated is not a major concern.
• The reason I ask is because there was an issue with Tim's Shooting Academy in Westfield with
surrounding businesses. Some of the businesses complained about noise from the gun range and not
necessarily the businesses next to the gun range. I assume with a hospital it would be rather quiet. Alex
Bennett: All of the patient rooms are on the north end facing east or west.The front door faces south but
all of the administrative offices will be on the southern end of the building. Laura Campbell: If it does
become an issue then it would be on you all?Alex Bennett: Yes,we would have to soundproof the walls.
John Adams:
• Shoot Point Blank has done an excellent job of sound proofing the facility. You can still feel it,walking
around the area.
• What is your confidence level with getting an agreement with Shoot Point Blank to share drainage; do
you feel good about it?Alex Bennett: I do. I have had a number of conversations with their real estate
folks.They are working through some internal financing and other issues. We are offering money to them
as an incentive to work with us.John Adams: I think it would be lower cost overall.Alex Bennett: We
are weighing whether we buy some of their property compared to using an easement. We are still
negotiating these things,but have confidence a resolution and agreement will occur.

• We have final approval on this?Rachel Keesling: Yes.
