Shestak One Civic Square, 3rd Floor Carmel, IN 46032 Re: Proposed Troy Estates Request, BZA Docket Numbers 19050020Z, 19050021PP, 19050022V Dear Members of the Plan Commission: This letter summarizes my comments that I shared with the Plan Commission at the July 16th meeting regarding lack of connectivity. Currently, there are 6 homes without sidewalks/multi-use paths on 1415t street between the proposed Troy Estates neighborhood and the multi -use path at Overbrook Farms to the east. If approved, Troy Estates would increase this to 45 homes without direct connectivity to the east. Homeowners naturally will travel due east towards central Carmel and the new mosque at the corner of 141st and Shelborne. Once the new mosque is built, the multi -use path system will be complete from Overbrook Farms to downtown Carmel. The only missing link would be an approximate 1000' section between Troy Estates and Overbrook Farms. 1415t Street is becoming heavily travelled. The road has no shoulder and has few 'pull off' opportunities for bicyclists and pedestrians who currently have no option to street travel. With the 45 MPH speed limit, cars routinely travel 50-55 MPH; this presents a real danger to bicyclists and pedestrians. The time to complete the 141st street portion of the Bicycle and Pedestrian Plan in Carmel's C3 plan is now. The builder and the Carmel Plan Commission have the joint responsibility to make our neighborhoods safe. Respectfully, a Ci Nick Armstrong, 3900 West 1415t Street, Carmel.
