Docket No. 19050019 ADLS Amend: Kirby Park East Office Building The applicant seeks design approval for exterior painting of the existing building. The site is located at 154 W Carmel Drive and is zoned I-1/Industrial within the Range Line Road Overlay zone. Filed by Kirby Real Estate. Project Overview: The Petitioner seeks approval to repaint the existing building. No other site improvements are proposed. This building is located adjacent to/just east of the Monon Greenway and Carmel Drive is along the south property line. To the north and east of this building are four other buildings located in this same office complex. Please see the Petitioner’s Information packet for more details. Unified Development Ordinance (UDO) Standards this project MEETS: Range Line Road Overlay Zone: • Permitted use: General Office • Architectural Design Standards • Two occupiable floors required and existing • Building height • Landscaping standards • Lighting standards • Parking amount, 140 + spaces provided, about 102 required • Sign standards I-1/Business: • Minimum front yard: 15’ required, 60’ existing (south property line) • Minimum side yard: 5’ required, 80’ existing (west) and 5’ existing (east) • Minimum rear yard: 15’ required, 215’ existing (north property line) • Maximum lot coverage: 90% allowed, about 80% coverage existing • Bicycle parking: 5 spaces required, 6 provided UDO Standards NOT MET: • Accessory structures must be fully enclosed on all sides (trash dumpsters). Site Plan, Parking and Engineering: No changes are proposed. Active Transportation: There is an existing sidewalk along Carmel Drive and around the entire building. No changes or alterations are proposed. Bicycle racks are provided at each end of the building, which in total holds six bikes and meets bicycle parking requirements of the UDO. Architectural Design: The applicant seeks design approval to re-paint the exterior of the building. Currently the building is primarily a white/beige color, with a dark gray band at the first floor above the windows. The only color on the building right now is the copper round arch elements at the two main entrances facing east. The proposed new color scheme is a light gray for the upper floor and a darker gray at the base and directly above the first floor windows. A red accent color is proposed for the columns, entries, and as a cornice feature on the top of the building. As part of the cornice feature, a rounded EIFS band will be added at the top of the building to give height and dimension to the façade. The copper roof of the two main arched entries on the east elevation will remain. Currently the trash dumpsters on site are not enclosed or screened. The Petitioner is aware that this is an issue and that they must be enclosed to be in full compliance with the UDO. Petitioner, please provide an update on the proposed design and materials that will be used to enclose the dumpsters. 8 Lighting: New LED strip lighting is proposed to go under the new red EIFS cornice to highlight the facade. It will be white in color and be concealed so it is not visible from the ground. It will only provide a soft glow around the building. Petitioner, please provide a nighttime view of these proposed lights around the building. LED strip lights are also proposed to be added to the structure of the archways on the east elevation of the building. These archways are currently illuminated at night, and the Department is not in support of adding additional LED strip lights to the structure of the canopy. Petitioner, please remove these strip lights from the archways. Landscaping: No new plantings are proposed. Signage: No new signage is proposed. DOCS Remaining Comments/Concerns: • Dumpster enclosure design needed • Nighttime view of LED lights in new cornice line needed • LED strip lighting around the archway elements be removed Recommendation: After all comments and concerns are addressed, the Dept. of Community Services recommends the Commercial Committee votes to Approve this item this evening, subject to enclosing all existing dumpsters on site and removing the LED strip lighting from the archways.
