EXHIBIT C STATEMENT OF VARIANCE No. PZ19080002 V The subject lot (“Lot”), which has a total width of 825.09 feet along Illinois Street, is zoned as part of the Meridian Corridor (“MC”) District. Section 5.07(D)(3) of the Unified Development Ordinance (“UDO”) requires that lots, which are at least 300 feet wide, have at least two (2) principal buildings on the lot. As part of the development of the Lot, Applicant seeks to build only one (1) principal building on the Lot. EXHIBIT D STATEMENT OF SUPPORT No. PZ19080002 V A gas line easement currently encumbers the subject lot (“Lot”), the modified copy of which was recorded on December 10, 1959 in Misc. Record 57, Page 44 in the Office of the Recorder of Hamilton County, Indiana. That easement substantially limits development of the area above the gas line, which runs through the middle of the Lot. Given these development restrictions over a substantial portion of the Lot, it would not be financially feasible to develop a second principal building on the Lot, in addition to the planned orthopedic specialty hospital, medical office building, and four-story parking garage, which together will expand access to quality orthopedic medical services for the Carmel community. Moreover, the garage, which the Unified Development Ordinance classifies as an “accessory building,” will have a façade that matches the principal building’s exterior architectural elements. Therefore, the garage is being constructed so that it looks like a second principal building from the exterior.
