Carmel Dads Club Inc. ("CDC") is the current owner of an approximate 36 acre parcel
located at5459 E. Main St., Carmel,IN, and zoned S-1. Clay Township of Hamilton County,IN
(the "Township") and CDC have entered into a purchase agreement to transfer approximately
9.41 acres on the southern portion of the parcel to the Township in order to construct a private
indoor recreational facility and championship outdoor soccer field for the benefit of the youth of
Carmel. CDC will subsequently lease the building and improvements from the Township.
On behalf of CDC and the Township, we are pleased to submit the following Development
Standards Variance Application and Special Use Application in regard to the parcel of property
located at 5459 Main Street, Carmel, IN. A brief overview of the requests are listed below, and
supporting documentation is attached.
Special Use Application
S-1 does not currently allow for a private indoor recreational facility. Accordingly: wo
are requesting a special use, which is permitted in a S-l district.
Variance of Develonment Standards
1. Variance of Height Standards-UDo 2.04
a. The Project includes a principal building that is 45' -6112" atthe center of the building
elevation and 49'-10 Yz" atthe peak. CDC lClay Township is requesting avariance from the
maximum building height under UDO 2.04.
b. The Project includes a championship soccer field north of the principal building that will
be surrounded by six (6) utility (light) poles, each that will be over 18' in height. CDC/Clay
Township is requesting a variance from the maximum building height under UDO 2.04.
2. Variance of Maximum Lot Coverage-UDo 2.04
The Project includes a fieldhouse with a footprint of approximately 152,240 square feet.
The Project also includes a parking lot with a footprint of approximately 55,000 square feet and
115 parking spaces. Total impervious area will be approximately 6.02 acres of the 9.41 lot total.

CDC/Clay Township is requesting a variance from the maximum lot coverage of 35% under
uDo 2.04
3" Variance of Lot Frontage-UDo 2.04
The Project is located on a lot of approximately 9.41acres, which will not contain lot
frontage on an existing street. CDC/Clay Township is requesting a variance from the requirement
of lot frontage under UDO 2.04.The 4 ac;.e parcel will have access to Main Street via a driveway
easement granted by CDC on the east side of the northern parcel.
4. Variance for Yard Setbacks-UDo 2.04
The new parcel will have an east side yard setback of approximately 1 1' and a west side
yard setback of 20'. CDC/Clay Township is requesting a variance from the minimum side yard
setback and the minimum aggregate of side yards under UDO 2.04.
5. Variance for Yard Standards-UDo 5.78
The Project contains a retention pond to the west of the principal building, with a side
yard setback of 20' -25' from the west side of the pond. The Project contains a parking lot to the
east of the principal building, with a side yard setback of 1 1'. CDClClay Township is requesting
a variance from the yard standard variances under UDO 5.78.
6. Parking Lot Variance - UDO 5.28E
The proposed parking lot to the east of the proposed fieldhouse will not contain a curb as
required under UDO 2.288. Accordingly, CDC/Clay Township is requesting a variance of the
Combined Curb and Guttef Type II, Combined Cuib and Gutter Type III, or Straight Concrete
Curb required under UDO 5.28E.

1 The premises in question is particularly physically suitable for the proposed Special Use because:
The property on which the facility is being requested consists of over 32 acres of
recreational fields and contains a natural buffer of woodland south of the facility.
The Special Use will not injuriously or adversely affect economic factors, such as cost/benefit to the community
and its anticipated effect on surrounding property values because:
The project will benefit the community by providing a 150,000 square feet indoor recreational facility for use of youth sports leagues.
The facility will be constructed from quality material, and the landscaping and natural tree lines will prevent the facility from being viewed by adjoining property owners.
The Special Use will be consistent with social/neighborhood factors, such as compatibility with existing uses and
those permitted under current zoning in the vicinity of the premises under consideration and how the proposed
Special Use willaffect neighborhood integrity because:
The property is currently being utilized as a recreational area, including soccer and baseball fields, by the Carmel Dads Club. The special use will
not conflict with the current use, and indeed, will enhance the ability of the CDC to offer recreational leagues to the youth of the City of Carmel.
The Special Use will not injuriously or adversely affect the adequacy and availability of water, sewage and storm
drainage facilities and police and fire protection because:
The project has a comprehensive drainage plan that will improve the existing drainage situation. Sewage and stormwater facililies will also be upgraded.
The Special Use will not adversely affect vehicular and pedestrian traffic in and around the premises upon which
the Special Use is proposed because:
Sidewalks and bicycle lanes are being added to the north side of the property along Main Street.
Additional parking, including bicycle parking, is being added to the east of the facility.

The Board has reviewed the requirements of Article 9 of the Unified Development Ordinance as they

The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
the communitv is directlv henefited from increased oooortunities for its vouth.
2.The use and value ofthe area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
a. A buffer of approximatelv 434' exists on the south side of the property. the majority of which is heavily wooded. The
improvements will be unable to be viewed from the property owners to the south.
b. Landscaping will be installed on the north side of the CDC parcel to limit the view of the improvements from Main
Street.
c. The property to the west is owned bv the Carmel Clay School District and the property is utilized for similar recreational
activities and will not be affected by the improvements.
d. The pronerty to the east is owned by Northwood Church and the use and value of the land will not be affected by the
improvements.
e. A buffer of approximatelv 1.234' exists on the north side of the facility being constructed to Main Street.
f. The Project design will minimize any drainage issues resulting from the improvements and variances.

practical difficulties in the use ofthe property because;

Re: lndoor Sports Complex, Badger Field
As the Carmel Board of Zoning Appeals takes into consideration the request to build an indoor
sports complex in the City of Carmel, I would like to add my whole-hearted support for a
favorable decision by the BZA to promote youth sports in our growing and vibrant community.
Carmel has often taken a position of leadership among area cities and developing a higher
quality of life for our citizens. I believe this sports complex would continue this worthwhile
tradition.
As a former lndiana Mr. Basketball and Carmel athlete I understand the valuable contribution
this type of project can bring to our youth. Youth sports have grown increasingly competitive
over the past several decades and the need for an indoor facility to allow for year-round
participation in sports has become a necessity rather than a luxury.
I've been a personal supporter and corporate sponsor of Carmel Dad's Club for many years and
recognize the valuable contribution the CDC has made to promote and grow youth sports in our
city. Their leadership in bringing the indoor sports complex to a reality will be invaluable.

I am writing to share my support for the new fieldhouse at the Mark Badger Memorial Park. As an
active member of the Carmel Dads'Club and a nearby resident in the area, lstrongly believe this
development will not only have a positive impact on our young athletes, but also the surrounding
neighborhoods,
My children have participated in the Carmel Dads'Club programming for nearly 20 seasons. They
have played several sports including soccer, basketball, baseball, softballand volleyball. We have
practiced and played sports at nearly all of the Carmel Dads'Club facilities and the gymnasiums
within the Carmel Clay Schools. I love that the CDC makes every effort to provide children the
opportunity to explore sports and provide programming that meets their level of interest. My
children have participated in both the recreational, house teams and the more competitive travel
leagues. At each level lsee a need for additionalfacilities especially indoors. For example, my
children have been limited to training for outside sports in warmer months without the possibility
of practicing in the winter. I would love for my daughters to be able to practice hitting and pitching
softball in the off season. Our family has also felt the impact of the limited indoor space the CDC
has available. My son's 5th grade basketball team would practice 7:30pm - 9:00pm during the
school week. This is typically when my ten year-old would be getting ready for bed. My husband
coaches the basketball team and would love to continue training and condition with the athletes
during the off season, but without additional court space it is not possible. My son then looks
outside of the Carmel community for additional training without his dad. lf the CDC could offer a
place for them to continue to train it would improve my son's performance and help keep
community kids playing together instead of going their separate ways.

I live across the street from the Mark Badger Memorial Park in the Emerald Crest Neighborhood on
Main Street. I do not feel adding a fieldhouse at Badger would negatively impact our property. lf
anything, I see it as a selling point for new families looking in our desired area. Our neighborhood
and many of the surrounding neighborhoods on this side of town are comprised of young families.
lf I could share to a potential buyer that we have a multi-sports facility within walking distance of
home and the middle school, most buyers with children would be thrilled with that idea.
I am excited about new opportunities the Carmel Dads' Club will be able to share with my family
and our community through the addition of a fieldhouse at Badge Memorial Park.

Dear Mr Nolting,
I have lived in Carmel for over thirty years and I still enjoy seeing all the kids play sports at Badger Field
each weekend as I drive by on Main Street. Perhaps the kids allow me to briefly reminisce of my time
coaching or just watching my four kids participate in their various sports! Maybe it was the
introductions to other parents who have become lifelong friends. Whatever the reason, I know the
Carmel Dads Club has provided me and my family far more than I can ever give back.
For the most part, my family has now grown and moved on; however, I look forward to the day when I
watch my grandchildren participate in Dad's Club activitiesl The Carmel Dads Club means a lot to me!
Recently I have served on the Board of Directors and I am currently the Chairman. I am writing to let
you know I am strongly in favor of the new building at Badger Field.
