NOTICE IS HEREBY GIVEN that the Carmel Plan Commission will
conduct a meeting on the 15th day of October, 2019 at 6:00 o’clock
p.m., at the Carmel City Hall Council Chambers, 2nd Floor, One
Civic Square, Carmel, IN 46032, to hold a Public Hearing regarding
subdivision waiver application identifi ed by the Docket Number
referenced above (the “Waiver Request”). The subject real estate
consists of approximately 6.8 acres, is generally located at 1101
Rohrer Road, Carmel, Indiana and is identifi ed by the Hamilton County
Auditor’s Offi ce as Tax Parcel Identifi cation Numbers 17-09-24-04-10-
002.000, 17-09-24-04-10-001.000, 17-09-24-04-10-001.001, and 17-
09-24-00-00-019.001 (collectively, the “Real Estate”).
The Real Estate is zoned R-1 Residential District and the Lennar
is seeking to develop a townhome community to be known as “Monon
Crossing” and has fi led zoning applications identifi ed as: (i) Docket
Number 19050017 Z seeking to rezone the Real Estate from its
current R-1 Residential District zoning classifi cation to the UR: Urban
Residential District zoning classifi cation; and, (ii) Docket No. 19050018
DP/PP/ADLS seeking Development Plan, Primary Plat, and ADLS
approval for the “Monon Crossing” townhome community (collectively,
the “Zoning Applications”).
In conjunction with the Zoning Applications, Lennar is also
requesting approval of a Waiver Request pertaining to the Unifi ed
Development Ordinance, Article 7.25 E.3.A “Connectivity” (when a
proposed development abuts land that has an established and existing
stub street that the proposed development provide a connection to the
existing stub street). To this end, a stub street exists on the northside
of the Autumn Lake Subdivision (the stub street is known as “Autumn
Lake Overlook”) and this stub street is adjacent to the southern
boundary of the Monon Crossing Real Estate. Lennar is not proposing
to construct a full street connection from its Real Estate to the
Autumn Lake Overlook stub street, but instead is proposing a “gated”
emergency drive connection to this stub street which will effectively
address public safety and will allow an opportunity for additional tree
preservation in the area around the existing stub street.

accompanying plans are on fi le for examination at the Department of
Community Services, Carmel City Hall, One Civic Square, Carmel, IN
46032, telephone 317-571-2417.
All interested persons desiring to present their views on the
proposal, either in writing or verbally, will be given an opportunity to be
heard at the above-mentioned time and place. Written comments fi led
with the Department of Community Services prior to or at the Public

Hatshepsut was a female ruler of Egypt. Her successors
set out to destroy not only memories of her but her very
existence.
Hatshepsut was born in 1508 B.C., the daugh-
ter of Pharaoh Thutmose I. Upon the death of
Thutmose I, his son, Thutmose II, became pha-
raoh. When Thutmose II died in 1479 B.C., his 2-year-old son,
Thutmose III, became pharaoh, with his aunt Hatshepsut as
his regent. After a few years, Hatshepsut declared herself
pharaoh, dressing as a man, wearing a false beard strapped
around her head and engaging in a massive building pro-
gram unmatched for centuries.
Hatshepsut erected four huge obelisks at Karnak, the
enormous temple complex near modern Luxor, two of which
were 97 feet tall, each carved from a single block of granite.
She built the Red Chapel of red quartzite to hold the barque
(boat) priests used to transport the statue of the god Amun
around the complex. She built the Palace of Ma’at, the Egyp-
tian goddess of truth, justice and order, one wall of which
included an image of Hatshepsut being anointed pharaoh by
the gods.
When Hatshepsut died in about 1458 B.C., Thutmose
III again became pharaoh. He destroyed the Red Chapel,
replacing it with one honoring him. Believing that Hatshep-
sut’s soul, or ka, could survive in the afterlife in her im-
ages, Thurmose III (or perhaps his successors) destroyed or
obliterated images and statues of Hatshepsut, including her
image in the Palace of Ma’at. Successors removed Hatshep-
sut’s name from lists of pharaohs. As a result, Hatshepsut’s
extraordinary reign was unknown until the 20th century,
when archaeologists reconstructed it from images over-
looked for destruction. The Red Chapel at Karnak has been
reconstructed from its original materials. The obliterated
image in Karnak’s Palace of Ma’at provides evidence of the
still unknown motives of her successors to destroy her af-
terlife existence.

visible and legible location from the road on the property that is involved with the public hearing.

ORDINANCE NO. D-2475-19
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING SECTIONS 8-37, 8-47, 8-48 AND 8-49 OF
THE CARMEL CITY CODE.
Synopsis: Ordinance adds various parking restrictions to Carmel City Code.
WHEREAS, pursuant to Indiana Code 9-21-1-3(a)(1), the City of
Carmel, Indiana (the “City”) within the reasonable exercise of its police
power, may by ordinance regulate vehicular parking;
WHEREAS, the City has previously regulated vehicular parking
within its corporate limits, such regulations being codifi ed, in part, in the
City Code Sections 8-37, 8-47, 8-48 and 8-49; and
WHEREAS, the Common Council of the City of Carmel, Indiana,
now fi nds that it is in the interests of the public safety and welfare to
further regulate parking within the City.
NOW, THEREFORE, BE IT ORDAINED, by the Common Council of
the City of Carmel, Indiana, as follows:
Section 1. The foregoing Recitals are fully incorporated herein by
this reference.
Section 2. The following subsections of Carmel City Code Section
8-37(a) are hereby added and shall read as follows:
“(8) The fi rst parking space on the west side of Monon Blvd. north
of Elm Street and 2nd Street SW.
(9) The spaces on the east side of Monon Blvd. at and south of
2nd Street SW between 8am and 5pm.
(10) The fourth space on west side of Veterans Way north of Elm
Street.
(11) The fi rst two spaces on the north side of Main Street east of
4th Avenue SW.
(12) The fi rst two spaces on the south side of Main Street east of
3rd Avenue SW.
(13) The fi rst two spaces on the north side of Main Street east of
3rd Avenue SW.
(14) The fi rst two spaces on the south side of Main Street east of
the Monon Trail.
(15) The fi rst two spaces on the north side of Main Street west of
Rangeline Road.
(16) The second space on the south side on Main Street west of
1st Ave SE.
(17) The north side of Elm Street between Monon Blvd. and
Veterans Way.”
Section 3. The remaining provisions of Carmel City Code Sections
8-37 are not affected by this Ordinance and shall remain in full force and
effect.
Section 4. The following subsections of Carmel City Code Section
8-47(a) are hereby added and shall read as follows:
“(66) On Monon Blvd. between 1st Street SW and Main Street.
(67) On the south side of Elm Street between Veterans Way
between Monon Blvd.
(68) The fi rst space on the south side on Main Street west of 1st
Ave SE.”
Section 5. The remaining provisions of Carmel City Code Sections
8-47 are not affected by this Ordinance and shall remain in full force and
effect.
Section 6. The following subsections of Carmel City Code Section
8-48(d) are hereby added and shall read as follows:
“(39) The fi rst three spaces on the north side of Main Street west
of 4th Avenue SW
(40) The fi rst two spaces on the north side of Main Street west of
3rd Avenue SW.
(41) The spaces on the south side of Main Street between 3rd
Avenue SW and 4th Avenue SW.
(42) The fi rst seven spaces on the south side of Main Street west
of the Monon Trail.
(43) The fi rst seven spaces on the north side of Main Street west
of the Monon Trail.
(44) The spaces on the north side of Main Street between the
Monon Trail and 1st Avenue SW.
(45) The fi rst eight spaces on the south side of Main Street west of
1st Avenue SW.
(46) The fi rst 6 spaces on the north side of Main Street east of 1st
Avenue NW.
(47) The spaces on the south side of Main Street between 1st Ave
SW and Rangeline Road.
(48) The four spaces on the north side of Main Street west of 1st
Avenue NE.
(49) The ten spaces located on the west side of Rangeline Road in
front of the Nash Building.”
Section 7. The following subsections are hereby added to Carmel
City Code Section 8-48 and shall read as follows:
“(q) Three-hour parking zones are established on the following
City streets:
(1) The fi rst eight spaces on the west side of Monon Blvd. south
of 1st Street SW.
(2) The spaces on the east side of Monon Blvd. north of 2nd
Street SW.
(3) The fi rst six spaces on the west side on Monon Blvd. south of
2nd Street SW.
(4) The fi rst four spaces on the north side of Elm Street east of
3rd Avenue SW.
(5) The fi rst three spaces on the south side of Elm Street west of
Monon Blvd.
(6) The fi rst three spaces on the west side of Veterans Way north
of Elm Street.
(r) The Carmel Street Department shall post appropriate signs or
markings setting forth the above parking limitations and indicating
that the above locations are “tow away” zones.”
Section 8. The remaining provisions of Carmel City Code Section
8-48 are not affected by this Ordinance and shall remain in full force and
effect.
Section 9. The following subsections of Carmel City Code Section
8-49(a) are hereby added and shall read as follows:
“(2) The fi rst fi ve spaces on the south side Elm Street east of 3rd
Avenue SW
(3) The fi rst three spaces on the north side of Elm Street west of
Monon Blvd.”
Section 10. The remaining provisions of Carmel City Code Section
8-49 are not affected by this Ordinance and shall remain in full force and
effect.
Section 11. All prior ordinances or parts thereof inconsistent with
any provision of this Ordinance are hereby repealed, to the extent of
such inconsistency only, as of the effective date of this Ordinance,
such repeal to have prospective effect only. However, the repeal or
amendment by this Ordinance of any other ordinance does not affect
any rights or liabilities accrued, penalties incurred or proceedings begun
prior to the effective date of this Ordinance. Those rights, liabilities and
proceedings are continued and penalties shall be imposed and enforced
under such repealed or amended ordinance as if this Ordinance had not
been adopted.
Section 12. If any portion of this Ordinance is for any reason
declared to be invalid by a court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this Ordinance so
long as enforcement of same can be given the same effect.
Section 13. This Ordinance shall be in full force and effect from
and after the date of its passage and signing by the Mayor and such
publication as required by law.
Section 14. The Carmel Street Department is directed to promptly
add the appropriate signage to fulfi ll the mandates contained in this
Ordinance upon its passage.
PASSED by the Common Council of the City of Carmel, Indiana this
5th day of August 2019, by a vote of 7 ayes and 0 nays.

Notice is hereby given that the Carmel Board of Zoning Appeals will
hold a public hearing on Monday, September 23, 2019, at 6:00 p.m., at
Carmel City Hall, 1 Civic Square, 2nd Floor, Carmel, Indiana, in consid-
eration of two Development Standards Variance applications submitted
by Meridian Devel opment Services, LLC.
The applicant seeks to construct a parking garage that exceeds
the height limits permitted for an “accessory building” under the Unifi ed
