(the "Professional"), as City Contract dated March 21, 2018 shall amend the terms of the Agreement by adding the additional services to be provided by Professional consistent with the Scope of Work attached hereto and incorporated herein as Exhibit "A". The terms and conditions of the Agreement shall not otherwise be affected by this Additional Services Amendment and shall remain in full force and effect. HWC provided engineering and survey services, utilizing conceptual drainage plans from 1988 as the basis of recommended storm sewer improvements. The design update included field survey, research of the design basis of the 1988 plans, evaluation of the existing infrastructure, homeowner meetings, development of recommended improvements, and a public meeting to introduce the proposed improvements to the residents of Home Place. HWC has also conducted an inventory of the small structures and storm sewers within the Home Place Neighborhood. This inventory included 13 small structures and numerous storm sewers as seen on the attached graphic. General Description of Services The scope of work for this project includes the development of a master drainage study for the stormwater problems in the Home Place Neighborhood in the City of Carmel (Client). The study area shown in the attached graphic is generally the area east of Pennsylvania Street,south of 111th Street, west of Westfield Boulevard and north of an east/west line extending approximately along 99th Street (see attached graphic for the Home Place Neighborhood limits). This study is being undertaken to evaluate the condition and performance of the existing stormwater piping and small structure infrastructure in the neighborhood, confirm and identify stormwater problems, and identify recommended improvements for the identified problems. HWC has a unique knowledge of the area and existing stormwater system through our prior work. A detailed description of the services to be provided follows: Study Phase 1. Consult with the Client to determine available data pertaining to the project, including past studies, mapping, reports of operation, correspondence with governing agencies,trends. 2. Complete field investigations to obtain critical existing elevations for planning drainage improvements that may have been missed during the storm sewer inventory. 3. Conduct interviews with Client representatives and perform a comprehensive neighborhood drainage survey. Compile results of neighborhood drainage surveys to assist in determining areas in need of drainage improvements from the public input. 4. Evaluate the current stormwater collection system through the analysis of the available data, existing records, plans and studies completed,field surveys and meetings with the Client. 5. Conduct both qualitative and quantitative analysis through modeling of drainage problem areas to document the impact and corresponding recommended improvements. Evaluate the structural condition of existing ditch and piping systems to determine ability to service the Neighborhood's needs. 6. Conduct three (3) site visits to the project site(s) to observe the existing condition of above ground/visible facilities and features pertaining to the project. 7. Attend up to three (3) meetings during the study phase of the project. fi Exhibit 1cé3 8. Based on the documented needs of the Neighborhood's drainage system, identify and evaluate alternate solutions available to the Client to resolve the identified problem areas. 9. Conduct a presentation of study findings, recommendations, project costs, and implementation schedule to the Client and other interested stakeholders. 10.The deliverable for the drainage study is a technical summary report which will identify current stormwater problems; discuss methods and results of quantitative modeling analysis; present existing conditions and recommended improvements within schematic layouts, sketches and conceptual design criteria to indicate the recommended solutions; outline anticipated environmental and permitting issues; develop an implementation/phasing schedule; and discuss funding options. This report will be accompanied by an engineer's opinion of probable construction costs for each solution recommended. Notations, Exceptions and Assumptions This proposal is based on a number of critical assumptions. including: 1. The submitted report will be in the format of a master planning document rather than preliminary engineering report,typically required by state agencies for project funding. 2. Geotechnical engineering services are not included. 3. No determinations or delineations of wetlands or floodplains are included. Evaluation of these items will be based on existing, available information from the State of Indiana. 4. No environmental, historical or archaeological reviews or investigations are included. 5. Identification of utility conflict is not included within the scope of this proposal. 6. No permits or permit applications are included as part of this study. 7. No easements or land acquisition services are included as part of this study. 8. Any costs for legal publishing shall be paid by others. 9. Legal services and/or representation at legal proceedings including but not limited to property re-zoning, plan commission submittals, etc. are not included. 10. Hydrologic computer modeling and runoff estimations for the entire Neighborhood is not included. (Selected areas within the Neighborhood will be identified as areas to have detailed analysis early in the planning process based on the results of residents' neighborhood drainage surveys and discussions with City personnel.) 11.The coordination, preparation, negotiation, acquisition and staking of property and/or easements is not included. Deliverables Following is a summary of the deliverables to be provided by HWC. Providing additional copies of any documents shall constitute extra services and shall be reimbursable as described in the agreement.
