Petitioner:
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
It will expand access to orthopedic health care for residents of the Carmel community by permitting Petitioner
to develop a comprehensive orthopedic hospital and medical office building on the subject property.The parking
garage will exclusively serve the development,which would otherwise lack adequate parking without the garage.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
Most of the adjacent properties share the same Meridian Corridor zoning classification and the proposed use of the property
is permitted as a matter of right under that classification. Moreover,the facade of the proposed garage will mirror the facade
of the orthopedic hospital and medical office building and is consistent with the design standards set forth in the UDO.
3. The strict application of the terms of the Unified Development Ordinance to the property will result in
practical difficulties in the use of the property because:
Without the proposed garage, the subject property will not have sufficient parking to support the
adjacent hospital and medical office building. Furthermore, if the garage were a principal building
under the UDO, a building with the same height as the garage would be permitted as a matter of right.
DECISION
It is therefore the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket
No. PZ19080001 V is granted, subject to any conditions stated in the minutes of this Board,
which are incorporated herein by reference and made a part hereof.

1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
Granting the requested variance will permit Petitioner to develop the subject property
into a comprehensive orthopedic hospital and medical office building that will
expand access to orthopedic health care for residents of the Carmel community.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
Most of the adjacent properties share the same Meridian Corridor zoning classification and the proposed use of the property
is permitted as a matter of right under that classification. Moreover, because the parking garage on the property will share
the same facade as the principal building, it will appear as though two principal buildings are located on the subject property.
3. The strict application of the terms of the Unified Development Ordinance to the property will result in
practical difficulties in the use of the property because:
A gas line that runs through the middle of the subject property limits the development of a
second principal building on the property. Although the development calls for a garage to be
built on the property, such garage is required to ensure the facility has adequate parking.
DECISION
It is therefore the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket
No. PZ19080002 V is granted, subject to any conditions stated in the minutes of this Board,
which are incorporated herein by reference and madeL a part hereof. Q
