1. The premises in question is particularly physically suitable for the proposed Special Use because:
The property on which the facility is being requested consists of over 32 acres of
recreational fields and contains a natural buffer of woodland south of the facility.
2. The Special Use will not injuriously or adversely affect economic factors, such as cost/benefit to the community
and its anticipated effect on surrounding property values because:
The project will benefit the community by providing a 150,000 square feet indoor recreational facility for use of youth sports leagues.
The facility will be constructed from quality material,and the landscaping and natural tree lines will prevent the facility from being viewed by adjoining property owners.
3, The Special Use will be consistent with social/neighborhood factors, such as compatibility with existing uses and
those permitted under current zoning in the vicinity of the premises under consideration and how the proposed
Special Use will affect neighborhood integrity because:
The property is currently being utilized as a recreational area,including soccer and baseball fields,by the Carmel Dads Club,The special use will
not conflict with the current use,and indeed,will enhance the ability of the CDC to offer recreational leagues to the youth of the City of Carmel.
4. The Special Use will not injuriously or adversely affect the adequacy and availability of water, sewage and storm
drainage facilities and police and fire protection because:
The project has a comprehensive drainage plan that will improve the existing drainage situation.Sewage and stormwater facilities will also be upgraded.
The facility will have a sprinkler system,end the parking lot will be large enough for public safety apparatus Ingress and egress to the facility will be done via an easement through the existing parcel
5. The Special Use will not adversely affect vehicular and pedestrian traffic in and around the premises upon which
the Special Use is proposed because:
Sidewalks and bicycle lanes are being added to the north side of the property along Main Street.
Additional parking, including bicycle parking, is being added to the east of the facility.

relate to this Special Use, and does not find that those criteria prevent the granting of the Special Use.

is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by reference and

1. The approval of this variance will not be injurious to the public health,safety, morals and general welfare of
the community because:
the community is directly benefited from increased recreational opportunities for itsyouth.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
a. A buffer of approximately 434' exists on the south side of the property,the majority of which is heavily wooded.The
improvements will be unable to be viewed from the property owners to the south.
b. Landscaping will be installed on the north side of the CDC parcel to limit the view of the improvements from Main
Street.
c.The property to the west is owned by the Carmel Clay School District and the property is utilized for similar recreational
activities and will not be affected by the improvements.
d.The property to the east is owned by Northwood Church and the use and value of the land will not be affected by the
improvements.
e.A buffer of approximately 1,234' exists on the north side of the facility being constructed to Main Street.
f.The Project design will minimize any drainage issues resulting from the improvements and variances.
3. The strict application of the terms of the Unified Development Ordinance to the property will result in
practical difficulties in the use of the property because:
Clay Township will be unable to construct the indoor facility and championship soccer field,or exercise the special use,as
without the variances granted herein

It is therefore the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket
No. is granted, subject to any conditions stated in the minutes of this Board,
