CITY OF CARMEL URBAN FORESTRY Street Tree Planting Speclficallons The purpose Of these specifications is to ensure that trees to be planted upon public grounds and the public right of ways are properly maintained and preserved to protect their economic, aesthetic and ecological benefit to the city of Carmel and its residents. (a) Strew trees to be planted in a street rights( -way must first be approved by fine city forester. Approved plantings must be maintained for one year after the trees are planted and any trees which fail to survive or do cot exhibit normal grovNh characteristics of heafth and vigor within the one year period must be removed at the expense of the instiller. The one year period shall begin after the preliminary inspection and shall recornmence as trees are replaced. Upon completion of a street tree planting, the installer shall comad the city for an Inspection. The guarantee period shall begin after the approval of the city and a final inspection shall be made at the end of the guarantee period. (b) New street tree plantings are to be aligned with neighboring trees provided that the neighboring trees meet the distances mentioned below. (c) Maximum spacing between street trees shall be fifty (50) feet with a minimum of twenty-five (25) feet. The city forester may require wider spacing if It is necessary for the development of the tree or for safe use of the street or sidewalk. When space is limited or to achieve certain design &ads, closer spacing may be casnsidered. (d) At residential intersections, plant material with mature height of greater than 36 inches above the established street grade shall not be planted within the Biaggi space at the street corner. The street grade is measured at the intersection at the centerlines of the intersecting street pavement, and the triangular space is determined by a diagonal line connecting two (2) points measured fifteen (15) feet equidistant from the Iw comer along each property line at intersections at two (2) residential streets or twenty-five (25) feet at the intersection of any Omer types of streets, except where engineering standards indicate otherwise. (a) Street trees aka not permitted where the distance between the curb and detached sidewalk is less than 5 feet. In addition, a planting area defined by taw cums, elm and fence, or sidewalk and fence must be 5 feet wide. (f) Small growing trees (mamring to 15 feet or lase) can be planted directly underneath distribution power lines. Medium sized trees (maturing W 16 to 40 feet) must be planted at least 30 feet from distribution power lines. Large growing trees (maturing to 40 feet or more) can be planted at least 40 feet from distribution power lines in order amid future pruning. Remove all wire baskets, twineandbudap. — Before free is in the hole, remove bottom of basket cuffing hormantaly. After free is in the hole, remove rest of basket cutting vertically. CITY OF CARMEL URBAN FORESTRY Tree Planting Procedures • Contact Holey Maley (within Indiana 1-800-382-5544 or 811) to locate any underground utilities before you dig. • Keep the root ball well watered and the tree in a shaded place until you are ready to plant. • Remove all tags, labels, and roping from the tree canopy. • Determine the row flare on the ball and budap tree before the planting hole is dug so that the depth of the planting hole can be measured properly. ➢ Remove twine and open the burlap from around the trunk area of the tree. Pull back the excess sail around the trunk to locale root flare and main order facts. (The root flare is the enlarged area where stem lissue begins to differentiate into main order and lateral roots. The top of the root ball is not always the root flare.) n Measure the distance from the base of the root flare to the bottom of the root ball to determine the depth of the planting hole. (The foot/fare should be at finish grade and the main order roots just below, finish grade. The roof flare may be hidden within the root ball.) • Dig the planting hole to this depth and at least two times the diameter of the root ball wide. • Break up the sides of the planting hole to avoid glazing. Leave the bottom of the hole undisturbed to help support it and reduce settling. • Before the tree is placed in the planting hole, use boft cutters to remove the bottom of the basket cutting the basket horizardally. This is also a good time to remove the bottom portion of burlap if the root ball is structurally world. If the tree is container grown, cut end remove the container. • Roll the tree into planting hole by the root ball, not the trunk. Be careful not to break off the connection between the roots and trunk. (The root flare should be at or slightly above finish grade.) • Balance the tree Upright, straight and center. Visually check from two opposing 90 degree sides for straightness. Make any adjustments using shovels to position the root ball for straight trunk orientation. Do not make adjustments by manipulating the trunk. • Use bola cutlers to remove the rest of the wire basket by culling the basket vertically and peeling off the basket. • Remove any remaining package material including twine, strings, burlap, staples, nails, or plastic, exposing the mot ball. • Prune dead or crushed roots and Straighten or cut Binding roofs. Make clean cuts to promote new root generation. • Backfill using the existing will up to where the root flare begins to branch, gently lamp. FIII soil just above where roots begin to laterally branch from the trunk. (A bee planted even t'too deer may forma functional foots tent. P Y dye system). • Prune only dead,broken, injured branches or double leaders. 0o not paint wounds. • Remove any additional transportation material including tree wrap, tape and string from the trunk. • Pour five to ten gallons of water slowly around the tree to eliminate any air pockets. • Stake and brace the tree, R necessary. Support the tree but allow it to move or sway. • Mulch evenly with 2 - 3" of hardwood mulch at least to the diameter tree crown. Keep mulch 3" away from the trunk. • Fertilize the tree only after the tree has been Installed for one year.
