6. Docket No. 19090002 ADLS Amend: Firestone - Exterior Color Change
The applicant seeks approval to paint the entire building two shades of grey and update signage. The site is
located at 1314 S. Range Line Rd. It is zoned B-1/Business and is within the Range Line Road overlay zone. Filed
by Chris Nagy of BFRC, on behalf of the owner.
Project Overview:
The petitioner seeks to rebrand an existing auto care facility with a new color scheme and signage. The site is surrounded
on either side by commercial uses zoned I-1/Industrial to the north and B-3/Business to the south all within the Range
Line Road Overlay. Across Range Line Rd., to the east, is B-8/Business zoning, also within the Overlay. To the rear
(west) of the property is R-1/Residential single-family zoning. Please see the Petitioner’s Information packet for more
details.
UDO Standards NOT MET:
• B-1/Business ADLS Approval Required
• Range Line Road Overlay ADLS Approval Required
History:
The building was constructed in 1988 and until recently included untouched brick and a painted fascia (please see next
page for images). The petitioner recently painted the building two shades of grey, prior to receiving approval. Initially,
Staff was only made aware of the painting of the fascia, which required administrative ADLS Amendment approval. Only
once painting occurred was Staff made aware that the brick was included in the scope of work. This then triggered
Commercial Committee approval.
Architectural Design:
Light grey is used around the entirety of the building except on the northeast portion where dark grey is utilized. Images
of the existing painted building are available in the submitted packet. Petitioner, please provide options for removing
paint from the brick.
Signage:
One sign per public street is permitted by the UDO. The petitioner is proposing to replace the existing sign with a 74.79
sq. ft. sign and will be 66% of the height and 55% of the width of the spandrel panel area. Up to 70% of the height is
allowed and 85% of the width is allowed. Refacing of two small incidental signs are proposed, which will be 3 sq. ft. or
less and be considered exempt per the UDO.
DOCS Remaining Comments/Concerns:
Staff works to avoid franchise architecture, and painting of the brick would not have been approved through the
administrative ADLS Amendment process. This is demonstrated throughout the Range Line Rd. corridor with brick
buildings, such as, KFC, Dunkin’ Donuts, and Turkey Hill adhering to non-painted brick set forth in the Range Line Road
Overlay. Additionally, the proposal is considered a violation because painting occurred prior to approval. Original
documents submitted did not show painting of the brick.
Recommendation:
The Dept. of Community Services recommends the Commercial Committee votes to Deny this item this evening.
