MEETING MINUTES
MONDAY, SEPTEMBER 16, 2019 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter, Kevin D. Rider,
Sue Finkam,Anthony Green, H. Bruce Kimball, and Deputy Clerk Jacob Quinn were present.
Council President Worrell called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Ordinance D-2485-19 was added to the agenda unanimously.
INVOCATION
Rev. George Davis delivered the Invocation.
ICouncilor Campbell led the Pledge of Allegiance.

CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Campbell seconded. There was no
Council discussion. Council President Worrell called for the vote. The motion was approved 7-0.

OLD BUSINESS
Councilor President Worrell announced the Second Reading of Ordinance D-2477-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Adding Section 6-73 to Chapter 6,Article 4 of the
Carmel City Code; Sponsor: Councilor Worrell. Item remains in the Land Use and Special Studies
Committee.
PUBLIC HEARINGS
Councilor President Worrell announced Resolution CC 09-16-19-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Regarding Exchange of Real Property to Third Party. Councilor
Rider moved to introduce the item into business. Councilor Campbell seconded. Jon Oberlander,
Assistant Corporation Counsel,presented the item to Council. Council President Worrell opened the
public hearing at 6:16 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
6:16 p.m. Councilor Rider moved to approve Resolution CC 09-16-19-01. Councilor Campbell seconded.
There was no Council discussion. Council President Worrell called for the vote. Resolution CC 09-16-
19-01 was approved 7-0.
Councilor President Worrell announced the First Reading of Ordinance Z-643-19; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning 0.66 Acres at the Southeast Corner of North
Michigan Rd. and 98th Street from S1 (Residential to B3 (Commercial). Councilor Campbell moved to
introduce the item into business. Councilor Kimball seconded. Councilor Campbell introduced the item to
Council. Council President Worrell opened the public hearing at 6:18 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
I6:18 p.m. Council President Worrell referred the item to the Land Use and Special Studies Committee.
Councilor President Worrell announced the First Reading of Ordinance Z-645-19; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning Real Estate to the S2 Residential District.
Councilor Campbell moved to introduce the item into business. Councilor Rider seconded. Jim Shinaver,

Nelson and Frankenberger, presented the item to Council. Council President Worrell opened the public
hearing at 6:28 p.m.
IDee Fox spoke in opposition to Ordinance Z-645-19.
Seeing no one else who wished to address Council, Council President Worrell closed the public hearing at
6:32 p.m. Council President Worrell referred the item to the Land Use and Special Studies Committee
Councilor President Worrell announced the First Reading of Ordinance Z-644-19; An Ordinance of the
Common Council of the City of Carmel, Indiana, Restating and Amending an Ordinance to Establish an
Impact Fee for the Purpose of Planning and Financing Park and Recreational Infrastructure Needed to
Serve New Residential Development. Councilor Rider moved to introduce the item into business.
Councilor Finkam seconded. Adrienne Keeling, Department of Community Services, introduced the item
to Council. Michael Klitzing, Director of Parks and Recreation, presented to Council. Council President
Worrell opened the public hearing at 6:41 p.m.
Kate Collins, Indiana Builders Association, expressed concern with a 40% increase in the fee that the fact
that the proposed fee in Z-644-19 is 3 times as high as Fishers' fee.
Seeing no one else who wished to address Council, Council President Worrell closed the public hearing at
6:44 p.m. Council President Worrell referred the item to the Finance,Utilities and Rules Committee
NEW BUSINESS
Councilor President Worrell announced Resolution CC 09-16-19-02; A Resolution of the Common
ICouncil of the City of Carmel, Indiana, Approving an Amendment to the Carmel Clay Comprehensive
Plan Regarding the Zone Improvement Plan. Councilor Rider moved to introduce the item into business.
Councilor Finkam seconded. Michael Klitzing introduced the item to Council. Council President Worrell
referred the item to the Finance, Utilities and Rules Committee.
Councilor President Worrell announced the First Reading of Ordinance D-2478-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section
2-58 of the Carmel City Code. Councilor Finkam moved to introduce the item into business. Councilor
Carter seconded. Barb Lamb, Director of Human Resources,presented the item to Council. Councilor
Finkam moved to amend Ordinance D-2478-19 by striking on line 105 technology fees and on line 102
strike for access to course content. Councilor Rider seconded. There was no Council discussion. Council
President Worrell called for the vote. The motion to amend was approved 7-0. Councilor Finkam moved
to suspend the rules and act on this tonight. Councilor Rider seconded. There was no Council discussion.

Councilor President Worrell announced Resolution CC 09-16-19-03; A Resolution of the Common
Council of the City of Cannel, Indiana, Approving Certain Matters in Connection with the City Center
Redevelopment Area. Councilor Rider moved to introduce the item into business. Councilor Carter
seconded. Henry Mestetsky introduced the item to Council. Councilor Finkam moved to amend the
Iresolution by inserting an exhibit of the property in question. Councilor Rider seconded. There was no
Council discussion. Council President Worrell called for the vote. The motion to amend was approved 7-
0. Councilor Finkam moved to approve Resolution CC 09-16-19-03 As Amended. Councilor Rider

seconded. There was no Council discussion. Council President Worrell called for the vote. Resolution
CC 09-16-19-03 As Amended was approved 7-0.

Council of the City of Carmel, Indiana, Regarding an Intergovernmental Transfer of Real Property
Interest. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Henry
Mestetsky introduced the item to Council. Council President Worrell referred the item to the Land Use
and Special Studies Committee
Councilor President Worrell announced the First Reading of Ordinance D-2484-19; An Ordinance of
the Common Council of the City of Carmel, Indiana,Amending Chapter 6, Article 4, Section 6-66 of the
Cannel City Code. Councilor Finkam moved to introduce the item into business. Councilor Campbell
seconded. Henry Mestetsky introduced the item to Council. Jon Oberlander presented on the item.

Councilor President Worrell announced the First Reading of Ordinance D-2485-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division 2-40(6)(d)
of the Carmel City Code. Councilor Rider moved to introduce the item into business. Councilor Finkam
seconded. Chief David Haboush, Carmel Fire Department,presented the item to Council. Councilor Rider
moved to suspend the rules and act on this tonight. Councilor Carter seconded. There was no Council
discussion. Council President Worrell called for the vote. The motion was approved 7-0. Councilor Rider
moved to approve Ordinance D-2485-19. Councilor Carter seconded. There was no Council discussion.
Council President Worrell called for the vote. Ordinance D-2478-19 was approved 7-0.
