Project Description Due to shifting enrollments geographically and the need to update aging facilities, CCS has decided to build a new elementary school facility to expand capacity for students on the West side of Carmel. This new elementary will be located on Clay Center Road between 116th and Main Streets. This new elementary school is designed with a maximum capacity of 750 students and an estimated 80 staff positions. The building will contain a gymnasium, cafeteria, kitchen, classrooms, and all necessary support spaces. There will be two playgrounds, parking areas, pedestrian connections to surrounding residential neighborhoods, and four little league baseball fields included as part of this development. Site Use The site is in a residential zoning area for estate residential, however educational use has been approved for this property at the BZA hearing in August. UDO 5.02B4 Carmel Clay Schools is requesting a variance from the .1-foot candle at property line limitation for a 5.1 worst case lighting level. This exception would only be for a small portion of southern property line and can be seen in the provided photometric layout. The over-bleed is only for 20 feet where the lighting level then drops to zero. This variance will maximize use of the little league baseball fields for the community by increasing playing time, particularly in the late fall and early spring. Without these lights the playing time of these fields will be significantly diminished. As these fields represent a significant investment of taxpayer dollars, it is prudent for the district to maximize their availability to the community. UDO 5.39C4 Carmel Clay Schools is requesting a variance from the directional signage size limitations of a maximum 3 square feet. We are requesting to utilize a 7 square foot sign as indicated in provided elevations. For the text on these signs to be visible from an approaching and moving vehicle it must be more than 2” tall. These signs will be identical to those used at all other Carmel Clay School campuses. Without approval of this sign size the safety of PZ19060003 SU 2 students, staff, parents, and passersby will be compromised, especially at peak traffic times in the morning and afternoon. Development Schedule Design documents for the new elementary school at Clay Center Road will be released and bid in three packages. The first package included site excavation and utilities. This package was released in mid-June and bid in mid-July with the hope of commencing site work in October 2019. The second package will include the foundations and structural steel components for the new building. This package will release at the end of August and bid at the end of September. The final package will include site improvements (paving, concrete, landscape playgrounds, etc.), architectural building components, and mechanical, electrical, and plumbing systems and be released in October of 2019. Construction should be substantially complete in May of 2021 with the new building opening for the 2021-2022 school year. Community & Neighbor Input CCS held multiple public meetings directly inviting all adjoining property owners to share design concepts and receive feedback from their future neighbors. These meetings were held on May 14, 2019 and July 16, 2019 in addition to public school board presentations made on April 22, 2019 and July 22, 2019. CCS has also published updates on their website for easy access to all interested parties. CCS has also met directly with the adjacent landowner to the South, Mr. Om Narla regarding the 5.39C4 variance to ensure he was supportive prior to submitting. He voiced no concerns with the variance request as seen in the attached email. Mr. Narla and his family plan to build a home in the future at the rear of the property a few hundred yards away from the light overage occurs. Additionally, CCS is reconstructing Mr. Narla’s driveway access as part of an existing agreement which will include residential driveway lighting.
