CARMEL BOARD OF ZONING APPEALS – HEARING OFFICER
DEPARTMENT REPORT
OCT. 28, 2019
(V) Clay Center Rd. Elementary School.
The applicant seeks the following development standards variances:
1. Docket No. 19090010 V UDO Section 5.39 Signage. Max. 3 sq. f. tall traffic directional signs
allowed, 7 sq. ft. requested
2. Docket No. 19090011 V UDO Section 5.02.b.4 Ball field lighting. Max. 0.1 foot-candles at
property lines allowed, 5.1 requested along south. The site is located at 12025 Clay Center Rd. and is
35 acres in size. It is zoned S1/Residence and Silvara PUD/Planned Unit Development. Filed by Ron
Farrand of Carmel Clay Schools.
General Info & Analysis:
The special use petition for this new school, Docket No. 19060003 SU, was just approved on August 26. The
Petitioner now seeks variance approvals for the size of the interior traffic direction signage proposed for the site,
as well as for the foot candle limits of the ball fields lighting along the south property line. Please see the
Petitioner’s informational packet for more detail on the variance requests.
Traffic Directional Signage: The maximum allowed signage size is 3 sq. ft. The petitioner proposes 7 sq. ft.
This additional square footage per sign will also for ease of reading the text. The sign heights will still meet the
requirement of 3-ft tall.
Ball field lighting: The maximum allowed foot candle limit for lighting at the property lines is 0.1 foot-candles,
in a residential area. The petitioner proposes 5.1 foot-candles along a small portion of the southern property
line. The rest of the site can comply with the lighting limit. The land owner to the south has provided written
correspondence to show it is not an issue with them.
The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports th ese
variance requests. (Petitioner - If approved, then please submit sign permits when ready to move forward with
sign installation.)

The Dept. of Community Services recommends positive consideration of Docket Nos. 19090010-11 V.
